Possible Water Supply Development and Funding Mechanism

The following possible procedure suggests how new water supply development could be triggered
when there are critical problems. It provides for bringing the key players together to take action
that is equitable, practical and politically feasible.

1. If the MFLs indicate an existing or projected inadequate supply it should trigger corrective
2. Development permits should not be affected unless there would be irreparable harm.
3. Areas should be based on problem areas or basins.
4. All suppliers and users in the area should be involved in shaping a fair, equitable,
multijurisdctional agreement (including private suppliers).
5. A reasonable incentive or hammer is needed to encourage parties to negotiate in good faith and
to help decision makers justify the funding and acceptance of the agreement.
6. The trigger should also allow parties to create a joint user fee to fund part of supply development
in a way that fairly allocates costs and benefits (it could encourage and enable trade-offs).
