Dear Mr. Harkness:

We have been advised by a Mr. & Mrs. Jones who live within the proposed Tampa Bypass
Canal right-of-way near Buffalo Avenue that you have "red tagged" some construction
that they had underway on their present home. I know and much appreciate that you have
done this as an assistance to us and that you feel much as we do that this type of construc-
tion should be, if possible, prevented so as to make our tax dollars go further in the future.

However, I feel that we are probably causing some hardship to people of this kind by not
allowing them to improve their facilities and at the same time not purchasing their property
as we probably should. The money that we have, we are endeavoring to spend in that area
between Highway 60 and McKay Bay, because obviously, that is where our construction
must start. It is probably going to be a year, or possibly two, before we can purchase the
Jones property and during that time, it does seem to me to be unfair to them to not buy their
property since we have stopped their construction. I believe that in some of these cases, and
SI hope we can keep them to as few as possible, we are going to have to allow the construction
to continue when the people are as insistent as these people seem to be. Is it possible for you
to maintain the outstanding watchful eye for us that you have been maintaining and still make
occasional exception in some of these cases? I have a feeling we are not on very solid legal
ground in preventing the construction anyway and am requesting our Attorney, Mr. Gibbons,
for his opinion on the matter by copy of this letter to him. Perhaps in our zeal to do this job
right, we are moving a bit too fast, but I hope that by using some sort of flexible policy we
can still do the job we are both trying so hard to do.
