Re: Performance Audit

Dear George:

I've heard the tape of Ed Tempest's remarks about water
management and have studied his so-called Performance Audit
of Water Management in Florida.

I'm shocked and somewhat saddened that the Auditor
General's office has seen fit to be so aggressively critical
of the Water Resources Act. The Florida law has been viewed
across the nation as one of the best, most comprehensive
laws in existence.

If you don't think it inappropriate, we'd like the opportunity
to address the subject at your February 10 meeting. In the
meantime, I'll bring this to the attention of all the water
management districts so it can be discussed at the quarterly
meeting of water management districts with Jake Varn in
Palatka on January 30, 1981.

If you or your staff want further briefing before February 10,
please let me know.
