During the 1984 LOgisilative Sussion, tlhe ..,lj i'lLaturu pd-sed
Chapter 186, PS, the State and Rogiil 1 Pl;ianiing Act, which
mandated adoption of a State Comprobhuti:ivc Plan. The State
Comprehensive Plan was adopted during thi, 1'85' I,(gi.-lative
'I session. The Plan is strategic in niiatur,; it. defines goals and
(( policies in twenty-five high-priority arIt.i:;.

Plans is to define agency objectives and p!olicit-~; which implement
the State Comprtehensive Plan. Agency F'uni't ionial Plans are a vital
component of the State's planning, policy, Altd budgetalri y process.
The first set of Ageqncy Functional Plans; i; li.o to tlhe lxccutive
Office of the Guvernor on July 1, 19i'--.xc('[t lor the State Land
Development Plan and the State Water Use Pl.an which are due on
January 1, 1986. The State Land Developitenet. Plan is being
prepared by the Department of Communtir.y AlJlirs, and the State
Water Use Plan is being prepared by the i),'Dpartment of
Environmental Regulation in cooperation wit.li the five Water
Management Districts.
An important component of our process foi .l.-vt.loping the State
Water Use Plan is public participation. I ielievo that the State
Water Use Plan would benefit greatly flronm ti ongoing participa-
tion of an advisory committee, and hereby r.lquen;t: your service on
the State Water Use Plan Advisory Commnitto-. The Advisory
Committee will play an important role in tri,, development of the
State Water Use Plan by providing adivice.- on the concerns of the
various and- diverse users of Florida's w;atl. re sour(ces.

The Committee is charged with advising thi- department as it
prepares the State Water Use Plan. I am ,a-igniing the Committee
the task of reviewing the draft State Water Use Plan and
recommending improvements to the plan as appropriate. We hope to
develop a Committee consensus that supports the department's
strategies for implementing the water resources goals and policies
adopted in the State Comprehensive Plan. iE:ven more important than
a consensus, your participation and advice will be a valuable
contribution to the State Water Use Plan.
Thank you for your willingness to serve on tho State Water Use
Plan Advisory Committee. I look forward Lo working with the
Committee throughout this very important planning process.
