The purpose of the meeting was to discuss Robert Gordon's letter of January 13,
1982, requesting additional information on the above-referenced consumptive use
permits (CUPs). Following is a list of the topics that were discussed:
A. Information Requested by Staff
1. An accounting (matching needs to sources) of specific service areas
(location and acreage) to be supplied by each well field.
2. Present and projected (term of proposed permit) per connection
average water use by type of connection (i.e., residential, com-
mercial, etc.).
3. Population and water demand projections for the next ten years.
4. Maps and descriptions of proposed interties and interconnections.
5. Information on current and projected land uses around each well
6. Description of phasing program for phasing out 17 existing CUPs
and development of Northwest Hillsborough Regional Well Field.
7. Description of "gallon for gallon" exchange in the northwest Hills-
borough County as brought up by West Coast Regional Water Supply
Authority (WCRWSA).
8. Description of proposed sale of "excess water" (difference between s
actual daily needs and permitted quantity) by St. Petersburg to s
Hillsborough County.
9. Description of proposed Hillsborough County interconnect along
Dale Mabry at Section 21 Well Field (target date: June 1982).
B. Problem with "3-foot swing/168 MG per day cap"
Vince Patton said that in the dry season, the "3-foot swing" in regu-
latory levels restricts him from attaining the combined maximum of
168 MG/week from Section 2 and Cosme-Odessa Well Fields.

C. Work to be Done by Staff (prior to next meeting if possible)
1. Graph regulatory levels (as was done for Eldridge-Wilde), and
2. Develop map showing adjacent permitted uses of water around each
well field.
D. Preliminary Conditions Discussed
Staff will develop a communication condition for proposed Northwest
Hillsborough Regional Well Field on which wells listed on 17 existing
CUPs will be kept as standby.
E. Miscellaneous
Term of proposed permits:
South Pasco, Section 21, Cosine-Odessa: 10 years
Cypress Creek, Northwest Hillsborough Regional: 6 years
