A r uired by the Environmental Efficiency Act of 1986, I
am submit ng the second report prepared by the Department of
Community Affairs (DCA). This report contains recommendations on
the elimination of duplication of agency review and suggestions
for increasing the efficiency of agency review of environmental
and public health issues related to development in Florida.
