Abstract: Until recently most of Florida's problems have arisen as a result of too much water. Although classified as a riparian state there are semblances of prior appropriation as well as correlative rights. Placed under a hybrid system by legislative enactment of the Water Resources Act of 1972 it is yet to be fully "wrung-out" through the adjudicatory process. The participants will discuss these concepts and consider illustrations of how the five independent water management district governing boards are approaching the respective regionally different problems.
