After The March 11 Earthquake in Japan:

After a 9.0 earthquake hit Japan
on March 11, followed by a tsuna-
mi and nuclear crisis, everyone is
keeping an eye on what is happen-
ing in the Pacific. These events
have reopened the nuclear debate
in France and Europe, while in the
Caribbean and Saint Barth, seis-

mic preparedness plans are slow to
be put into place, mainly due to
technical and budgetary problems.
Scientists would like to eventually
be able to predict where and when
an earthquake might take place.
Two researchers, Frank Chanier
and Vincent Caron, have been

working for several months on a
study of the rocks and sediment of
Saint Barth6lemy and the region.
Their goals: To understand sedi-
mentary activity, identify the kind
of deposits left by tsunami-type
waves, and better know which
zones are at risk.

A little less than a ago, on
May 5-6, 2010, the mis-
sion of three experts*,
who came to St Barth6le-
my, was to present the
outline of a Seismic Plan
for the Antilles (PSA) as
put in place by the French
government. The Antilles
represent the French over-
seas territories with the
highest risk of earth-
quakes, and this inter-min-
isterial plan comprises
two main actions: to
reduce the vulnerability of
structures and to reinforce
public buildings. These
actions underline the
importance of understand-
ing and making sure the
population is aware of the
risk, as well as making
sure construction compa-
nies are informed, and that
a prevention and manage-
ment plan is in place in
the case of a tsunami.

What Can Be Done
in St Barthelemy ?

mate the cost of reducing
the risk to the public
buildings in St Barth.
According to this evalua-
tion, of the eight million
Euros, a little more than
680,000 for the island's
elementary schools. In,

specific risks to an area,"
adds de Steers. The data
collected should be con-
sidered when building,
and taken into account in
zones at high risk, and
will help create seismic
regulations adapted to a
local context, as well as
reduce risk to already
existing buildings.

station: "A seismic station
will be installed in Saint-
Barth6lemy by the end of
the year," confirms Jean-
Bernard de Chabalier,
director of the Seismic
and Volcanic Observatory
in Guadeloupe (OVSG-
IPGP). He confirms that
all is in place, "but the
problem of a location in
Saint Barth," slowed

down the installation. In
fact, "It will be placed on
a hillside in Anse des
Cayes," explains Cle-
menceau Magras, of Saint
Barth's civil service."
Once this station is func-
tioning, seismic data will
be collected and transmit-
ted directly to the observa-
tory in Guadeloupe.

AInstallation of a tide
gauge at the Port de Gus-
tavia: this idea has yet to
be financed. However, "a
tide gauge is still a good
idea," indicates de Cha-
balier. "Today, the only
one in the Lesser Antilles
is found in D6sirade,
installed by the OVSG-
IPGP, to transmit data to a
tsunami alert system, the
closest one of which is in
Puerto Rico."

Third Year for Annual CNI/SBYC

Mini-Bucket Regatta

For the third successive
year, Camper & Nichol-
sons (CNI), together with
the Saint Barth Yacht Club,
(an organization dedicated
to the yachting education
of the island's children) is
organizing a junior sailing
regatta held in conjunction
with the official St Barth
Bucket (March 24-27), of
which CNI is a long-time
sponsor. CNI believes in
encouraging youth to
respect and learn about the
world's oceans through the
love of yachting.

As the mini-event has
grown, racing, for the girls
and boys, ages 10-14, will
now be held over two days
- March 26 and 27. From
the original friendly contest
between club members in
the first year to become the
(still friendly) inter-island
rivalry between the yacht
clubs of Saint Barth's,
Anguilla and St Maarten.

This year, the regatta is
anticipated with much
excitement as St Barth
vows to win against visi-
tors from Anguilla - win-
ners of last year's event.
But now that St Maarten, a
formidable competitor, is in
the picture, all bets are off.
Racing promises to be fast
and furious and loads of
fun, especially as the fleet
of two-man Vanguards,
originally donated to St
Barth by Camper &
Nicholsons, are all sporting
new sails, also courtesy of
Camper & Nicholsons.

The weekend's festivities
give the local St Barth chil-
dren the opportunity to host
their fellow racers on this
beautiful island with a
beach barbecue at the end
of Saturday, and a fun prize
giving before everyone
catches their respective fer-
ries home.

The bright color in Hurd's
work establishes a dream-
like quality, while she
employs images of subur-
ban and rural landscapes,
domesticity, unmoored,
floating bodies, and sleep-
walkers to symbolically
weigh the promises of hap-
piness and predictability
against the more compli-
cated realities. In 'Flight,"
Hurd's most recent work,
she uses images from her

ancient Roman ruins and
Costa Rican farmland.

what different people and
cultures consider ideal. Her
'Sleepwalk' piece and 'Fly-
ing Animals' series further
demonstrates the displace-

blehead, Massachusetts.
She presently lives and
works in Brooklyn, New
York. She holds an MFA
from the New York Acade-
my of Art and has exhibit-
ed in numerous group
shows. Her work can be

Fifty sailboats are scheduled to set
sail in the second edition of Les
Voiles de St Barth, April 4-9, 2011.
This year, the regatta should take its
place among the top nautical events
in the Caribbean, with name sailors
at the helm.
April 4-9: Sailors focus on Saint
Barth, with 50 boats, in five different
classes, signed up to race under the
experienced eye of race director
French sailor Luc Poupon, whose
experience and knowledge of the
waters around the island helps pro-
vide varied and challenging courses
for the racers.

CLASSIC: older sailboats with a
