EDF Increases Production Capacity


The island's electricity
will be augmented at the
EDF plant in Public with
the installation of two
new 8 MW motors. The
maximum per household
will continue to be moni-
tored.

"Two new eight megawatt
motors will be installed to
meet the rising demand,"
explains Yvan Delmas,
regional director for the
EDF Archipel Guade-
loupe. However, for tech-
nical reasons, the extent of
the plant's electric produc-
tion is never fully avail-
able. On the other hand,
maintenance of the motors
on a regular basis guaran-
tees their performance.
Electricity per household
will be limited to 6KW (or
6000 watts) in spite of the
increase of EDF's capacity
for the island, which will
go from 23.1 megawatts to
39.7 MW.

Over 40 people attended the Janu-
ary 20 meeting of the St Barth
International Property Owners
Association held at Santa Fe
restaurant, with Bruno Magras,
president of the island's territorial
council, as special guest. Called to
order by association president Lar-
ry O'Donnell, the meeting
addressed various issues of interest
to homeowners and residents.
Magras noted he was "happy that
people from outside have an inter-
est in the island and what's going
on." In assessing the healthy finan-
cial status of the
island, he point- "_ _ _
ed out that no
new taxes will
be added in
2011, and that a
budget surplus
of 39 million
euros, built up
over past years
through solid
financial man-
agement, was
being used for projects, such as
repaving the roads and building
the new stone walls to the building
of an old age home and new sew-
ers in Gustavia. "The only tax we
are considering," he said, "would
be taxing EDF and France Tele-
com to encourage them to put their
wires underground, which we
hope would cost less then the tax."
Magras also mentioned that the
European Council in Brussels
accepted the island's request to
become a PTOM (Peripheral
Overseas Territory) as of January
2012.

Questions from the floor ranged
from utilities-can the island pro-
duce enough water and electricity
(see page 2)-to gambling: "There
is no more talk of a casino in Gus-
tavia," confirmed Magras. "The
French minister indicated there
would be no permit for a casino
issued in Saint Barth. A private
club was suggested but is not
going forward now."

cussed the implementation of a
new land use map, explaining that
new zones have been opened but
that is island now has full control
over the issuing of building per-
mits, which was not the case in the
past. "We are talking about buying
some land so that we can sell small
parcels of 400 to 500 sq meters to
young people who want to build a
house in the future faced with ris-
ing land costs," the president
explained. "The right to build on
the island is the same for everyone,
it depends on
the location."

broached as well
as the ecological

project in Grand
Cul de Sac.
Magras insisted
that as long as he was in power the
hotel in Saline would not be built
and that in any case a petition was
signed by 1200 people to stop it.
As for Cul de Sac: "The property
is owned by a hedge fund from
Britain and Switzerland who are
asking 65Me for it," Magras
pointed out. "It is my understand-
ing that people are trying to nego-
tiating with the bank to buy it for a
lesser amount."

In stressing that the island's beach-
es are all public, Magras noted that
the Collectivity is paying to bring
sand from behind the coral reef
onto the beach in St Jean based on
the advice of the scientists. "Hurri-
cane Louis caused water to flood
the houses along St. Jean beach;
therefore many walls were built to
stop this from happening again. In
turn the walls have created an ero-
sion of the beaches," he points out.
The final question: Will Magras
run in the island's 2012 elections?
A question he is not ready to
answer!

The same is true for the gold
pearls."

As for the stones, Schildt
likes any stone as long as
it's perfect. "It's about
reflecting light," he says. "If
a stone is not cut properly it
doesn't reflect light and it's
not beautiful."
But as he said the first time
we met, "the most interest-
ing thing about any piece of
my jewelry is the woman
who wears it."

Protection of the island's
biodiversity is a major issue
for Saint Barth6lemy If its
insularity is synonymous
with an exceptional biologi-
cal diversity, it also points
to a serious fragility whose
survival depends on the
actions of public decision
makers.
Many different species on
the island are endemic to
the West Indies or Saint
Barth6lemy, such as certain
cactus and the local Saint
Barth6lemy "pear" tree.
Every time a species
becomes extinct represents
an important loss for global
biodiversity. That's why it's
essential for Saint Barth6le-
my to protect its natural
heritage.
Aware that the only means
to efficient action is an
awareness of the situation,
the non-profit association,
St Barth Essentiel, is
launching an ambitious
project: bringing in experts
to do an inventory of all the
species of fauna found on
the island. This will serve
as a first step in effective
preservation of species
emblematic to the island,
species that add to the beau-
ty of our landscapes and to
the reputation of the island.

The project comprises:
- A look at the existing
inventories of Saint Barth's
flora and fauna;
- Updating these invento-
ries to make new, more
complete versions:
- Focusing on species spe-
cific to Saint Barth, their
rarity and risk of extinction;
- Examining the conse-
quences the invasive
species have on the local
biodiversity;
- Field observation to sug-


gest measures of protection
for certain species and limit
the proliferation of certain
invasive species;
- Creating reports, articles,
books, maps, and any other
documents that can help
promote awareness of the
state of global biodiversity;
- Creating a space for infor-
mation collected in the field
as well as scientific materi-
als needed for research.
This would be the first step
in the creation of the Saint
Barth6lemy Natural History
Museum.
- Informing the Interna-
tional Union for Conserva-
tion of Nature (UICN) of
the results of the inventories
and request that certain
endemic species be placed
on the Red List of Threat-
ened Species.

botanist Claude Sastre, hon-
orary professor at the
National Natural History
Museum, February 11-
March 5, 2011, and later in
2011: Anne Breuil, Michel
Breuil, L6onide Clini...

Yvon Magras. Captain of the Voyager


Last Thursday, I saw the
first whale of the season,"
notes Yvon Magras, captain
of the Voyager, one of the
daily ferry services between
Saint Martin and Saint
Barth, who always enjoys
catching sight of the migrat-
ing humpback whales.
For 30 years he has been a
seafarer, and every year at
the same time he sees
whales and dolphins as he
plies the ocean. These
marine mammals are often
seen frolicking in the open
seas between Anguilla and
the Northern islands, a spot
they seem to particularly
enjoy. Between January and


June, it is not unusual to see
them between Pinel and Tin-
tamarre, for example. "Ten
years ago there were a lot
more of them, I'd see as
many as seven whales at the
same time," recalls Magras.

boat has arrived or via the Internet, 24 hours in advance.
Payment can be made in Euros (cash or checks) or by cred-
it card (VISA or MASTER CARD) before the boat leaves
the port, or at any time during its stay as requested by the
port authorities.
All maneuvers in the port zone must receive authorization
from the port via VHF Channel 12. Boats may leave the
dock between 7am and 3:30pm and arrivals are between
7:30am and 5:30pm.
Please note that after 5:30pm, if any boats have not
returned to the dock, berths will be reassigned.
