CITY OF ST. AUGUSTINE

The City of St. Augustine is requesting proposals for engineering services necessary to produce
plans and specifications required for the reconstruction of a Colonial era fortification known as
the Santo Domingo Redoubt.

Proposals will be evaluated based on criteria delineated in the Requests for Proposal available
from the Office of the City Manager.

Proposals must be received no later than 2:00 p.m., Tuesday, February 1, 2000.

REQUEST FOR PROPOSALS

The City of St. Augustine is requesting proposals from interested firms for engineering services
necessary to produce plans and specifications for the reconstruction of a Colonial era
fortification (Circa 1808) known as the Santo Domingo Redoubt and adjoining defensive wall.

Project Description

The City of St. Augustine has received from the Florida Department of State a grant-in-aid to
reconstruct the Santo Domingo Redoubt and a section of the defensive wall that connected the
redoubt to the City Gate. The original structure consisted essentially of an earth and log
revetment that shielded a wooden gun deck or platform.

The reconstruction site is near the intersection of Cordova and Orange Streets. An example of
sections of the reconstructed wall may be examined on the grounds of the Castillo and the nearby
City Gate.

The selection process will be in accordance with F.S. 287.055, the Consultant's Competitive
Negotiation Act. All submissions will be reviewed and ranked by a staff evaluation Committee.
These rankings will be presented to the City Commission with the recommendation to allow staff
to negotiate with the highest ranked firm.

Ranking and final selection will be based on criteria which may include, but are not limited to,
the following:

1) Discipline and capabilities of the firm.

2) Current and previous general project experience.

3) Historical or archaeological background relative to historic structures.

4) Experience in any phase of reconstruction based on historical or archaeological
documentation.

5) Current project workload.

6) Office proximity to project.

7) Proposed project development strategy to accomplish project.

8) Demonstrated stability of firm (Forms SF 254 and 255 shall be included).

9) Client list including project locations

10) Composition of project team and individual qualifications.

11) Quality and originality of submittal.

12) Minority/female owned and operated firm.
