Just a note to thank you for the courtesies extended to me during
the ceremonies at St. Augustine last week. I enjoyed all of the
proceedings and I thought they came off quite well. I know that
you are glad they are over.
I was quite impressed by the meeting of the Federal Commissioners
and I believe that this group will prove to be a very effective
Commission. I know that the Director had the same reaction and he
will be pursuing with members of the Commission some of the matters
which came up at the meeting.
I have a copy of your letter of March 15 to the Director and I note
your plan to stop in Washington on your way back from Madrid on
Tuesday, April 2. If I can arrange to be there I will try to join
you for the meeting with the Director. You mentioned coming on to
Richmond for further conferences here. I appreciate this and would
be glad to see you but I hasten to assure you that this is not
necessary if only to post me about matters discussed with the Director.
It is important, of course, that Bert Roberts and I know what
transpires in the Federal Commission and I appreciate very much your
own sensitive regard for this but neither Bert nor I wish to cause
needless time and effort on the part of those doing business with
our respective offices. We have a pretty good system of communications
up and down and I am always anxious to avoid having so many layers
in the bureaucratic system which is so often characteristic of the
Government. I look forward to seeing you after your trip to Spain.
