Dr. Glen E. Murphy, Dean of
the Canal Zone College, has an-
nounced that the accreditation
status of the College has been un-
conditionally reaffirmed by the
Commission on Higher Education
of the Middle States Association
of Colleges and Schools. The
Middle States Association is a
regional organization of the na-
tional accreditation service of the
United States which accredits col-
leges and universities in the north-
eastern area of the United States,
in Puerto Rico, and the Canal
The comprehensive accreditation
covers all associate degree areas
and certificate programs of the
College as well as the baccalau
reate degree program in medical
technology and the professional ac-
creditation of the degree area of
radiologic technology. The last two
degree programs are offered in co
operation with Gorgas Hospital.
The Canal Zone College has
held full accreditation status with
the Middle States Association of .
Colleges and Schools since 1941
when it was originally evaluated
for accreditation. The College has

Canal organization employees. As
of last Monday, appointments are
available during both on and off-
duty hours at the Office of Equal
Opportunity for individuals who

mester the Canal Zone College will
offer tests that measure interest,
personality and ability as an aid in
'the counseling process. In addition,

Col. Raphael J. DiNapoli, Jr.,
of the U.S. Army Medical Corps
with an extensive background in
aerospace medicine, has been ap-
pointed Director of Gorgas Hos-
pital and assumed his new duties
last week. He succeeds Col. John
R. Simmons who recently became
the new Canal Zone Health Di-
Colonel DiNapoli comes to the
Isthmus from an assignment at the
Army War College, Carlisle Bar-
racks, Pa. He was born in Brook-

lyn, N.Y. and has a bachelor of
arts degree from College of The
Holy Cross, Worcester, Mass., a
medical degree from State Uni-
versity of New York, Downstate
Medical Center, Brooklyn and a
masters degree in Public Health
from Harvard.
Following an internship in
straight medicine at Kings County
IIospital, Brooklyn, he trained in
.aerospace medicine at the Harvard
School of Priblic Health, the USAF
School of Aerospace Medicine,
Brooks AFB, Tex. and at the Army
Aviation Center, Fort Rucker, Ala.
Colonel DiNapoli completed a
number of other training courses,
among them, studies in Preventive
Medicine; Army Medical Services;
U.S. Navy Flight Surgeon course;
Army Aviation Medicine; Applied
Epidemiology; Global Medicine;
Forensic Medicine; and Aerospace
Pathology. He also attended var-
ious other military and military
sponsored schools and courses in-
cluding the U.S. Army Command
and Ceneral Staff College, Fort
Leavenworth, Kans. .
Among his previous assignments
are Corps Surgeon, XVIIIth Air-
liorne Corps, Fort Bragg, N.C.;
Commander, MEDDAC and U.S.
Beach Army Hospital and Director
of Medical Activities, U.S. Army
Primary Helicopter Center, Fort
Welters, Tex.; Consultant in Avia-

icine, Aerospace Medical Associa-
tion; and is licensed to practice
medicine and surgery in the State
of New York.
Colonel DiNapoli holds the Navy
Flight Surgeon Badge, the Array
Master Flight Surgeon Badge, and
among his military awards and
decorations are the Legion of
Merit, Bronze Star with "V" de-
vice and two oak leaf clusters,

Treaty Questions and Answers
The following questions and answers, continued from last week,
pertain to various personnel-related matters affected by the new Treaty.
Will the present personnel system for employment, position classifica-
tion, disciplinary actions, and retirement be maintained after the Treaty
is effective?
Yes, the Canal Zone Merit System is to be continued for the time
being. Prior to the expiration of the 30-month transition period, a new
employment system called the Panama Canal Commission Employment
System will be devised and placed into effect. However, immediately
after the Treaty effective date, new employees who are Panamanian
citizens will be covered by the Panama Social Security System rather
than the U.S. Civil Service Retirement System.
Will employees have appeal rights after the new Treaties are
Yes, no change is currently contemplated in employee appeals rights.
Will I have any opportunity for promotion after the Treaty becomes
Yes, it is expected that promotion opportunities will be available to
employees after the Treaty becomes effective. However, employees who
have been demoted through reduction-in-force actions will have priority
for repromotion.
If a terminated employee desires to remain on the Isthmus, may he
do so?
Yes, if the employee's spouse continues in employment with a U.S.
Government agency on the Isthmus. Otherwise, he must make appropriate

grade is eligible for repatriation to his place of actual residence in the
United States. The normal rules set forth in Chapter 572.4-6 of the
Panama Canal Personnel Manual (PCPM) will apply.
Who is entitled to severance pay? .
Permanent employees with 12 months of continuous service, who are
involuntarily separated and who aie not entitled to an immediate annuity,
How much severance pay will an employee receive?
Employees entitled to severance pay will receive I week's basic
salary for each year of creditable service for the first 10 years and
2 weeks' basic salary for each year of service thereafter. In addition,
an age adjustment allowance of 10 percent of the basic allowance will
be paid for each year the employee is over 40. The maximum severance
payment that may be made is 1 year's pay at the rate of pay received
before separation. Severance pay is paid each payday until the allowance
is used up.

Beginning in 1979, the school
year for the Panama Canal Ap
prentice Program will start on
October 1 instead of July 1.
The change, which has been
made with the concurrence of the
Industrial Training Committee rep
resenting both labor and manage
ment, will mean that new ap
prentice classes will start at the
beginning of the fiscal year. This
should make manpower and budge
planning and execution easier.
Apprentices already enrolled wil
not be affected. They will still nor-
mally advance within the appren
tice program or graduate in July

during two 30-minute periods,
sometime between 2 a.m. and 5:30
a.m., Sunday. The Maintenance

During July the Railroad Divi-
sion plans to rebuild the rail-
highway crossing at Jadwin Road,
Gatun and at Keyes Road, Gatun-
Fort Davis.
The Jadwin Road crossing will
remain closed to vehicular traffic
from 8 a.m., Friday, July 21 to
9 a.m., Sunday, July 23. Suitable
detour signs will be installed on
adjacent streets to divert traffic
around the work area during the
construction period. On Monday,
July 24, the Maintenance Division
will place permanent pavement at

Las siguientes preguntas y respuestas, continuadas de la semana pasada,
se refieren a los distintos asuntos relacionados con el personal que serin
