Sir,—Critical moments in the life of nations
not seldom escape public notice. Only alter
the lapse of years a later generation discovers
the significance of events which were regarded
as indrfle-ent or immaterial by its predeces predecessors.

relating to our own and foreign na\ies shows
that we have lost the command oi the sea,
possibly not irreparably, but that it is gone

other words, if maritime war were to break

the first time since 1814 foreigners would be
able to dispute with us the control of the

4. Other nations have ostentatiously and
successfully increased their programmes ol

given, and the Police Band played the
