duties. Ou this account the ex extinguished
tinguished extinguished council though alive to the
neceesity for an increase of the honse
rate from 5 per cent on the annual
value of the property to per cent
never sought legislative authority to
impose the increased rate, now col collected
lected collected with comparative facility by
the Commissioners, until their des destruction
truction destruction _ had been decreed From
the circumstance that no arrears are
outstanding r.t this time, hasty persons
may be disposed to draw the inference
that the taxable capacity of Port-of-
Spain proprietors it far from being
exhausted ; and we have no doubt
that when the time comes for fixing
the inevitable sewerago rate, the
finance officials will not fail to lay
stress upon the prompt collection of
the house rate. But the truth is
that the power to enforce payment of
rates possessed by the Commissioners
is even more drastic than those
possessed by the Government for
the recovery of land charges,
and as the law leaves to the Port-of-
Spain ratepayer in default no alter alternative
native alternative but to cease to be an owner
within a few months after default,
the payment is less an indication of
the capacity to pay than of the effort
to protset his rights from complete
annihilation.
Louie has m place in the art of
Government, we know ; but the
action of the Government in reducing
by one half the fine of £2O imposed on
Mr Eitnon Pierre, tho lata Govern Government
ment Government Dispenser of Erin, for an alleged
oti'enco against the Medical Ordinance
surpasses the limit of inconsistency
permissible in the direction of public
affairs. The highest judicial authority
in the Colony held that tho conduct
of the Dispenser was entirely praise praiseworthy,
worthy, praiseworthy, that only a technical breach
of the law had been committed, and
that those who undertook his prose*
cution “ should have been in a better
business,” as the lady sa.d to the
retiring burglar who was carrying .off
her jewellery. Tho Government has
indirectly acknowledged {itself to
have induced the technical breach of
the law by amending the regulations
under which Mr Pierre acted and
which were declared to bo in conflict
with the law. And when called upon
to make reparation, they insist that
their victim should pay £lO into tho
Treasury, besides beating the heavy
costs of las unsuccessful Appeal, and
being deprived if hit tiluiiion i f
Government Dupenter ! We fear
that the absurd decision must be
attributed to an undue regard for
the susceptibilities of tho Medical
Boaid, who allowed their offended
dignity to betray them into an urr
worthy course of action.

Agostini was appointed by the Govern Government

quired required We are, however, informed
that Mr Agostini’s efforts have not met
wi'h th® success which was hoped
The poorer classes proved them themselves,
selves, themselves, as has always been tho
case in similar cireunrs'aacei else elsewhere,
where, elsewhere, to be quite ready aid
willing to give, or to sell at a
reasonable figure, the strips of land
required ; and the chief difficulty, we
arc informed, has come in where the
upper classes arc concerned. This is
a great pity, not only for the bad
example set, but also because of tho
result in retarding the construction
of many a much needed road in
Belmont. In the event of land
owners being obdurate, there is legal
machinery for the acquisition of the
laud, and poisibly the courts {should
thedisputes reach so far), would not
be even so generous as the arbitra arbitrator
tor arbitrator is ready to be. We sincerely
trust therefore, that the efforts of
the commissioners towards an ami*

6T. ANDREW’B DAY.
To.oat is a red-letter day in the
Calendar of ‘‘the Scot abroad"—
Bt Andrew, as everybody km,.vs is
the patron saint of Scotland and al although
though although the festival-day of the “ guid
auld sanct ” is hut little noticed in
the Mother-land, it has come to be
the recognized annual gathering-day
among all “ brither Scots" when
" far awa frae their ain countrie.”
And to-aight
In every laud, on every tea
Where Scotland’s ions may chance to be
they will meet in social union and re recall
call recall the memories ot their well loved
native land, -,hc deeds of its heroes
aud their manj hard fought struggles
for liberty and independence—strug independence—struggles
gles independence—struggles to the successful mutt of which
trie British F.tnpire cf to-day is far
more indebted than is generally
thought, for that civ.l and religious
liberty which is the real foundation
of all its greatness,

We regret, that ao far as we have
beard, there will be no public cele celebration
bration celebration of the day by our local
“ brithst Scots." This we are sure
is not due to any lack of patriotism
on the part of that small, but much
respected and prosperous section of our
fellow colonists, to whom the "land of
mountain and of flood,” is endeared
as being either their own or their
fathers birth-land No ! the Scotch Scotchmen
men Scotchmen of Trinidad t»-day, are as loyal
and as proud of their grand old na«
tire land as any of their brethren else elsewhers;
whers; elsewhers; what is wanting among them
and has been so wanting for some years
past, is a leading tpirii —someone
to bring them togethor aud
take the lead in initiating
and carrylug out a united plan
of action. Let us hope that such &
leader will be forthcoming before ,tha
return of St Andrew s Day, and
that next year wa may see the revi*
val of those annual St, Andrew’s
Balls of some nine or tea years ago,
which aro admitted to have been
among the most successful social
reunions that have taken place in this
colony.
SCOTLAND.
Oh ! Scotia, n,y country !—thee can I fo’. ¥ ? et
Dear land of the mountain, the stream an®
the vale
Unconquer’d-triumphant -since natnre
let
Thy haughs to the Saxon—thy hills to the
Gael;
Os old, like a torrent, they rush don the valley
Enur’d, with their fathers to plunder or kill
When ihuy saw our bold spearmen—aud brave
archers rally,
They shun’d the tall Saxon—and tied to
their hill.
No feuda now distract us —we’re happily
blended,
Thine int'rest, my country—tbiue honour
the tie —
Thy fame we've defended—thy glory ex extended
tended— extended
The day-star that led us to conquer or die
And France, while thy widows are chauuting
the story,
To fatherless infants of sad Waterloo ;
T'was the blood of their sires—that clotted
and gory,
Deep-dy’d the Gael’s tartan —and Sas Sassenach’s
senach’s Sassenach’s blue.
Thee—land of my fathers—forget I shall nevar
Till clay cold this heart be, and nervelesa
this hand
Dead—dead to the call of my country for ever—
A clod of the valley—• wreck on the strand.
Lord Roberts has bean for over a year

The gathering in qui*stion was a most

Lord Roberts in the toast oi the

to ernpbftsitie tbe strength oft htf tie* which
bound them to their countrr, and Jfhff liiiiWelj

In the previous year he actually auifri ded two

Scotch dinners, arul he did not know whether
it spoke more highly for the haggis or for hie
constitution that he still survived. (Laughter.)
The first was at Mian Mir. where he was the
guest of the King’s Own Scottish Borderer*.
The tccond was at Umball*. to which place
he travelled IS I miles in order to he present
at the St Andrew’s dinner of the Highland Bri Brigade,

honour, held their annual festival on Ist
December. Moreover, since his return from
India he had been honoured by the presenta presentation

Dundee, Inverness, and others. (Cheers.)
Henceforth, therefore, when among Scotch Scotchmen
men Scotchmen he would consider that his foot was on
his native health and would feel that he was
entitled to wear the garb of old Gaul.
(Laughter and cheers.) In advocating the
Scottish Corporation’s claims to support, he
said it illustrated singularly well the power of
cohesion in the Scottish race and its vigorous
nationality. It was those qualities which
enabled Scotchmen to hold their own all the
world over, and he was sure his hearers would
agree with him in thinking that the British
Empire would do well to follow the example
which Scotland set in this respect. (Cheers.)
The peaceful and uninterrupted development
of the whole Empire could not be secured
unless the mother country and her several
colonies and dependencies were prepared
to work together In defending Imperial

to him to be a tendency on ths part of a

BYP.RH is a savoury drink, eminently tonic and appetising. It is made I
of old red wines, exceptionally generous, put into contact with cinchona Bj
bark and other bitter substances of first quality. It borrows from all B
those substances an agreeable flavour and some precious cordial and â–
febrifuge properties, and it owes to the natural wines which alone I
jiBYWlSii contribute to its preparation, its high hygienic superiority,
fj j.*’, 1 As an appetising and tonic BYRRK should bo taken pure, at a dose of I
one claret glass.
Mixed with cold water, and in preference with seltzer or soda water I
it makes a drink which perfectly refreshes without debilitating.
