erected for the resident labourers, but on
thootherestatesorlands under cultivation,
the arrangements do not appear satisfac
tory. Inthe event of Immigrants being
applied for ty, the proprietors of these
eatates or lands, It real be necessary for
them to provide proper accommodation
in this respect before the allotment could
bemade. In conection with the balata
Industry [t has been nted out to us
thas, in consequence of the acene of opera
tlouas being transferred from one district
to another at short notice, the provision of
substantial dwellings ia not practicable,
and as the same reason would prevent
effective supervision by the Government
over the labourers it appears sufflient to
warrant the refusal of Immigrants under
indenture in such eases, This objection
applies, Ina lesser degree, to the timber
Industry also.

10, It ls recogalsed that the labour of
the East Indlan can be more profitably
employed in connection with the cultlya
tion of the soil, and applications for his
servicesjulght be entertained from per
sous engagad fn euch industries asthal of
sugar, rice, rubver, limes, cacao, coffee,
sisal, ete., alone, 1f Javanese are intro:
duced they would be found equally useful
inthe tlaber and balate bush, rubber
plaotation or on the sugar estate,

INDENTURED SYSTEM THE MOST
SUITABLE

lf, From the general tenor of the ert
dence taken, it appeara to by the opinion
that the prectice how in existence of
accHimatiziog aod training the immigrant
undera systeus of Indenture is that most
suitable fu the peculiar conditions of the
country and ite climate, the only diver
gence of oplnion expressed by the wit
nesses being with regard to the duration
of the Indenture, severat recommending a
short contract of two or three years: It 1s
dloubtfal, however, whether the advovate
of this curtallmjen€ would, in any case,
take advantage sf the opportunity
afforded to thea of obtaining inmlgrants
under iudenture and the shorter period
during which the tmumigrnts services
would be reserved exciusively to tre
employer might and no doubt woud be
regarded as @ grievance. The introduc
tion of the Immlgrants under Indenture
appears tous the only means by which
continuous work daring the year could be
Ruaranteed to these peuple,

12, The question as to the manner In
which the labourers fntroduced should be
treated whea sick iy that on which the

tent diversity of opinion hay
een found to exist. In the bhalata
bush,” as alrendy pointed out,
the sudden change from ove dis
trict to er of the people em
plored In bleeding the treeg renders it
impracticable to bulid permanent boepitals
or ta provide the Becessary medical at-
tendanes end the requircwents of the law
could hot therefore, be complied with.

13 With regard to other fndustries the
law forbidsthe allotment of immigrants
to any plantation oa which there is not
hospilal accommodation for all the inn:
gteute resident n, io the proportion
of ten beds for fifty, fAfleen fur one
hundred and five for each additional
hundred. Thls restriction has hitherto
prevented the prowoters of industries
other than sugar from avalling themselves
ofthe benefits derived from the ewploy
ment of lwrolgrants under indenture, and

itis tobe feared that the la spense
entalledin keeping the honpltal itself op
to the ulreaenta of the dfediom

Autboritles has restrained some of the
sogor plauters themselves frow making
epplicatlons.
4. It is true that undic the provisions
of section 75, suvsrtion of the Imml
gratlon inaoce a Joint hoepltal for
two or foore catates can be authorised,

HOW TO AUGMENT THESUPPLY.

19. The only other potat upon whith we
bave still to report js the way in whica
the supply may best be augmented, It
will have been gathered from what has
alrendy boen written that we are in fayour
of a conriderable increase In the numbers
{utroduced from India, but the difficultles
dn the way of so doing appear insurmount-
able, in View of the limitation of the
anatters to be dealt with by the Com
tilasion,

She Indian Government lave rewrved
to themselves the power to declare
emigration illegal to Ary country where,
tnfer alice the giortalitv amung the
ewigranta ls excesalve; or where per
measures bave nut been taken for the pro
tection of emigrants lmmedlataly on thelr
arrival in the country o1 during the fr real
dence therefn and tosecure this protection
to the people, more particularly while
under indenture, the provisionsof the Im!

ration Ordinances have been enacted,
tis very unlikely therefore that the Ia
dian Authorities would permit emigration
trom Indla except under conditions which
would render that provection effective
the Oox ernment of
which, in oounectlon with the
em! ; tlon of Vavancee to Burioamn, has
practically ato; our reguletiona wi
respect to East Ladiant, would relax the
stringency of these requiationsin farour
of a Uritish colony.

20, The only provisions of the Ordnance
to which for ibe purpose of thle report,
referenve need be made, are those in oon:

A SUGGESTED BOLUTION REJECTED.
