PRECLUDING DR, DE VERTEYIU
from going to the hoepital,

Mr. David satd, from the first day
ot the Commission they understood
that those were charges preferred
against the Surgeon Cieneral and that

t. Wharton, ‘at all events, had un-
dertakento establish some of those
charges. They did not consider it
their duty to give Mr. Wharton epe-
cial facilitied for eubstantiating Lhe
cbarges. They had given him all the
documents got from the Surgeon Gen-
eral’a office, and ifhe wanted to sub-
etantiate any of the charges he could
have got hia solicitor to examine the
large bundle of vores behind him. It
is because Mr, Wharton himeelf is ae

of the charges as they were that those
difficulties were alluded to: they did
not, infact. exist. The peonle who
made the allegationsin the first tn
stance must have had some informa:
tion, Ashe had said before, if the
information exleted it ought to be put
before the Commieion then. If tt
could be shown that they had with-
held documents which would corrobo-
rate the statement of any witness
called by Mr. Wharton, then he
would understand the Commissioners
calling on them for an explanation,
But uptothat moment every docu
ment called for had been given and alt
the materials at their disposal ha
been placed at the disposal of the other
slde, Andto hiso, therefore, it was.
mere pretence that Mr, Whartion is
unable to proceed with the charges
and that difficulties had been put in
the way by them, Thatisan unten:
able position aa was wanafested by the
vhole courseofthiogs. Thé Comniis-
sioners had power to callon them for
the production of any document, and
he challenged bia friendto say that
they failed to prodace any. If the
charges had any foundation at all, Mr.
Wharton ought to be able to occupy
the time of the Commission with the
mass of documents in hia poseenton and
witnesess ought to be called to sub-
stantiate the charges, In going over
the charges they had pot tha renotest
ideaas to what the complaints are
with respect tothe ménagement of the
hospital, Those who made these were
expected to givethem point and shape

They were entirely at the mercy of
