Futher the sbip could take no pas-
sengers or cargo from Watbados for
Trinidad, Colon or any port up to
New York.

Why was the colony treated in this
way by these outward bound ships of
the Royal Mail Gompany? Because
Jamaica eo willed it, Jatatca the
only British West Indian colony that
ia not in the Convention, and for that
reason ¢an enforce any arbitrary
Quarantine Regulatione agalost, Mar-
bados. They were arbitrary because
not only were passengers and cargy
for Janaica vetoed, but all cargo and

assengers from BdTbados forany in-

rinediate or beyond port were for-
bidden to be taken. Theoretically,
these colonies should hare the best of
feelinga for each otber, but from the
point of view of practical politica it le
pndoubledly @ fact that Quarantine
Rulesand Mtegulations have, judging
from past experience, alway sftorde
full scope for the exercise of duterin-
aular jealousies, aud that the Conven,
tion has been, and in tbe future will
be, the only meane of prerentio
regrettable quarantine incidents an
bardsbips.
