The Admiralty has thereby Initiated
what, it iano exaggeration to say, is
the greatest revolution in the equlp-
meptof the Navy since steam sup-
plavted sails—a revolution so full of
possibilities that it {a {mpossible ta
conjecture what the ultimate out-
come will be.

The ** Express” ts enabled ta state
tbat the Admiralty in pursuance of
its new policy has recently ordered no
fewer than 50,000 tons, or nrore than
11,000,000 gallons, of liquid fuel for the
current year, and that tenders ata
price which it is confidently believed
will prove satisfactory have alread
been submitted for the contract. It{s
understood that the price approxi-

FIRST LARGE ORDER.

Thisfethe first large order for oil
fuel ever given by the Admiralty, and
indicates that the Government hare
at length determined to recogulse
the commanding clans of oil fuel
against the practically obsolete steam-
raising qualities of coal,

assistance of liquid fuel.

The present order, however, Is only
the beginning, Within the last few
years the Governinent has been engne
ed in completing the erection of oil
fuel storage works at Turnchapel, io
the Plymouth Cattewater, on the
Medway, and at the various great
naval bases in home waters and else-
where, Attention was directed to
these and other naval oil fuel prense:
ations by the “Express” in the
autumn of 1007,

The off tanke which are now com-

lete have a storage capacity for

It is the Admtralty's wish and intense
tlon to fill up these tanks from Inde-
pendent sources - largely American
and Continental and then to rely on

the new destroyers and torpedo-boats

The objections to the use of oil fuel
now'that the * smoke bogey” and the
“inflamimability danger bogey” have
both been exorcised, revolved” them-
selves largely into the single question
of the adequacy of a continuous sup-
py; Heretofore the Admiralty has
had to depend largely on foreign sup-
plies with the consequent high prices,
which are thempelves in great measure
the result of heavy and fluctuating
foreign transport charges,

Admiralty, however, to develop the
