“15th Jany., 1910.

~The Port-of-Spalq Gazette.

PORT-OF SPAIN
TUESDAY, 181 JANY, 1910,

AN INTERESTING EFFORT.

The movement which is now bein.
inade in the neighbouring colony ©}
Jamaica, under the chairmanship of
the Archbishop of the West Indies,
for the devising of some plan for pro-
viding for the more satisfactory
housiug of the poorer sectivn of the
population there, fa one which must be
regarded with epecial interest jn
Traldad, and more particularly in
Port-of-Spaln, where it urust be ad-
mitted there is ample roony for similar
effort, Exactly what the proposal
fe in the island of Jamaica, has
yet been made known here,
save that it seems tu alii ab
the abolition of overcrowding, and
at the provision of a ewali piece of
Jandas a part of every dwelling ofa
certain class, Ja Trinidad beyond a
doubt such # movement would bes
blessing, FPesbaps in the ordinarily
acceptel sense of the tern, we havepo
overcrowding In Port-of-hpaln, even
in the pourest parte ofthe citys that
is to say not In the sense that the
term is‘understood in some of the
large cities of Europe, [ut in our
bartack yards, where. In sume cases
there are four or tive grown persons,
avdoften nore than one or two chil-
dren with thelr parents, all living in
one simalt roorn, and all sleeping there
together at ni Lt, ft is certain y true
that we do find an overcrowding that
is serious abhe for the health and for
the morals of the rising generation,
Andeven where as is admittedly the
case in wome well reguiated barrack
yards, therp is none of this evil, it is
still a fact that numbers of families
are to found dwelling under the
aawe roof, in separate rooms, but all
using the saine common yard aod
conveniences, and-:none pomessing 60
much as @ foot of private space out-
side of thelr rooms, and surely It is
clear that such conditions of hfe
canuot but result fo the nun berless
evil consequences that are daily wen
to flow fru the pernicious Latruch
yard system of this city, Of course it
willbe said that the majatty of the
residents of auch placey are cf a clase
that are unable tg alfurd better how-
ing, and that for thein the alternative
would be the streets, Jt may Le wo
in soine cases ; but the evil exlots and
ie areal estiall the same, The renedy
je two-fold, In the first place, these
hariack yards should be se regulated,
as we Uiniesetand it fe lntended the
shall bo under the proppwed new publ
health ordinance, as to remove ail
eause of ronplalut on the scare of the
evil reeult of dwelling theresa so faras
the bealth of the {amates Is ooncerned,

colony of the team to represent
erara in the Intercolonial cricket
matches to be played here this week,

Costly we admitithia will be to the land
lords, who Will nodoubt at the same
time be unable to raise their rents any
higher than they are at present
for the accommodation previded by &
room in a barrack yard, And of
course there is certain to be opposition
to that course by Iintereste partes,
the landlords in particular, But the
evilof the present system is tou real
and seriousto adinit of pandering to
Buch oppoution, And the second
remedy 1s the adoption of some such
plan as seems to about to be at-
tempted in Jamaica. To some extent
we have an object lesson In that direc.
tion in VortofSpain already in the
case of the laying out of the Wood-
brook estate; forthe provision, for a
large section of the working popula-
tion, of decent aud better clasa residen-
ces in which district there is much
credit due to the firm of Messrs, bei-
ett and Sone the owners of the estate,
Sut two things seem to have com-
bined to retard the good work there,
One ia the iusecurity of tenure neces
sarily associated with land rented un a
monthly tenancy; and the second is
the very imperfect manner in which
until in recent years the authoritics
veconded the effurts of the owners in
the matter of street constructlon,
drainage, water service, street lighting
etc. We puggest that excellent as the
results already achieved here unde
niably are, they cuuld be greatly iun-
proved by attention to thesa two
ints s and we urge thé consderation
hereof on those reeponsible for them,
tn other parte of the city too the same

fact ie to be found, that givena cheap
and good bit of land on a reasonably
tecure tenure, the people of the lower
classes are theydy an

better than lit

case of Belmont isone input. What
ja required asa rule is assistance in the
eecuing of sites for such setpements,
and @n assurance that when taken up,
such reasonable demands as deceut
streets, lights, and water and good
dtaloage

anxious to db
io barrack yards. The

systema, will given,
Whether this is a matter fur the con-

sideration of the municipal authom-
tles, for the Government, or ter pri-
vate venture may
cussion; but we think [tis well worthy
of the attention of all concttned for
the welfare and jinprovement of the
working classes “ho form the back-
bone of the community ; aud we trust
