Courtroom Escapee


SAN IGNACIO TOWN,
Cayo, Tuesday, June 7, 2011:
Five days after escaping from
the courtroom in San Ignacio,
Mark Burrowes, 20, was
captured whilst "chilling out" in
Dangriga Town.
He saw the opportunity and
bolted out of the courtroom to
freedom on June 1 whilst
awaiting trial on charges of
robbery and aggravated assault

Thursday, June 9, 2011:
A male US national is today
in police custody awaiting
charges for being in possession
of excess ammunition and a
contraption suspected to be used
for marijuana smoking.
Armed with a warrant to
search for drugs, at around 9:00
am on Wednesday, June 8, a
team of policemen arrived at the
Unitedville residence of Hilary
Wade Delmar, 59, American,
retired mechanic, to search his
house for drugs.
Delmar was home alone when
the police arrived. During the
search police came upon a single
action, Baikah brand, 20 gauge


with a machete committed on
April 13, 2011.
It took police almost 50 days
to capture him on these charged
and within one day of being
captured on May 31, he was
gone again, escaping from the
courtroom on June 1. This time
however, five days later, he was
back inside the long arms of the
law captured by alert policemen
in Dangriga Town.

Despite the APB (All Points
Bulletin) issued by San Ignacio
Police shortly after he escaped
from the courtroom, Dangriga
police informed that they
actually became aware of Mark
Burrowes' escape by way of last
week's edition of the STAR
Newspaper.
It was around 10:00 am on
Monday, June 6, when a team of

The Accused
Hilary Wade Delmar, 59
shotgun with serial number
08003771 along with fifty four
20 gauge cartridges. Upon
request, Delmar promptly


produced a valid license for
the shotgun but upon close
inspection it was determined that
he was in violation of the
legal limit of 50 rounds of
ammunition as prescribed by the
license. While the search yielded
no drugs, police found, inside a
bedroom, a glass contraption
suspected to be used to smoke
weed.
Delmar was detained and
transported to the San Ignacio
Police station where is currently
held as he awaits formal charges
for the excess ammunition and
suspected weed pipe. He is
scheduled to appear in court on
Friday, June 10 to answer to the
two charges.

and a prayer led by the school's

Requena. The Valedictory Ad-
dress was delivered by the top
graduate, Shashaye Mendoza.
The program continued with
the introduction of the Guest
Speaker by graduate, Samantha
McCord after which the
Guest Speaker Alberto August,
Publisher of the STAR Newspa-
per was invited to address the
Class of 2011 (the address, in
its entirety, is published on page
6). The Guest Speaker was then
invited to remain on stage for
the presentation of Diploma,
Certificates and Awards.
The customary ceremonial
Torch of Learning was passed on
by a group students from the
Class of 2011 and received
by some of the students that
will be comprising next year's
graduating Class of 2012.
The program continued
with the Vote of Thanks
delivered by Graduate, Minette
Whylie, niece of the Chief
Executive Officer in the Minis-
try of Defence and Immigration,
CEO Allen Whylie, who was
also in attendance.
As the program was drawing to
an end, the gathering of
parents, other relatives, invited
guests; faculty and staff were
treated to a wonderful rendition
of the song "I Believe I Can"
which was gracefully performed
by the graduating Class of 2011.
The program ended just like it
began with the benediction
again led by Deacon Barbara
Rosado after which the activity
moved over to the Anglican
Cathedral College where a
variety of delicious food and
refreshing drinks was served.

For students in primary
school, the culmination of their
8-year studies is the Primary
Selection Examination (PSE).
The PSE is a national exam that
students take in Standard Six.
The actual preparation for this
exam should begin at Infant
one
I listened attentively to the
comments made by the diligent
students interviewed by the
media, as they listed all the
extra preparations they had to go
through for this exam. Morning
classes, evening classes, Satur-
day classes, Easter classes and
private classes. Such comments
left me astounded as I am to
believe that we don't have
sufficient time in the day to
cover the curriculum in order for
students to perform well in the
PSE.
As an upper division vice
principal I want my school and
students to excel. But the notion
that all these extra classes and


work is needed, goes against
what we have been learning in
the Teacher Leadership Program
(TLP).
Many of the strategies that
we have been using in this
leadership program are adapted
from Dr. Spencer Kagan, an
internationally acclaimed
researcher, presenter and author
of over 100 books, papers, and
scientific journal articles, from
the Kagan Institute (brain-based
research). Dr. Kagan wrote an
article entitled, "Teach Less,
Learn More." It is all about
teaching better, to engage all
learners and to prepare them
for life, rather than teaching
more, for tests and examina-
tions; performance instead of
productivity. This statement is
contrary to what the top
achievers are saying about
their own preparation for the
PSE.
The reality of the matter is that
schools and teachers are graded/
scaled, based on their PSE
results. The community at large
do not consider the area in


which the school is situated, the
socio-economic background of
the children, the involvement
of parents in their children'
learning and the environment,
just to mention a few.
"Teach quality", the article
further explains that more
quality in terms of better
classroom interaction, opportu-
nities for expression , the
learning of life-long skills and
the building of character through
innovative and effective teach-
ing approaches and strategies.
"Less quantity" in terms of rote-
learning, repetitive tests, and
following prescribed answers
and set formulae.
I have read the draft of the
Quality Child Friendly School
Initiative by the Ministry of
Education and am proud of the
ministry for venturing into such
bold moves but would further
applaud them if they were to
reconsider the way they admin-
ister the achievement tests given
at Standard Three and Standard
Six.
If it had not been for the TLP
at Santa Elena Primary School I
would have been frustrated by
the results of our PSE scores,
because I strive for excellence.
Graciously I now understand
that it is not about making a
grade but it is more about
moving children form one level
to a higher level. It is about
teaching the learner and not
about rushing through the


curriculum. It is about teaching
for the test of life and not for the
life of tests.
The program also advocates
the use of technology in the
classroom, and at SEPS we are
grateful to the BNE Trust
because through the use of funds
for the program we were able to
purchase a LCD Projector for
the school.
Please note that this article is
in no way intended to discredit
what teachers have been doing
and the time they have been
putting into preparing their
students for the PSE it is simply
to say that we cannot continue
to use the same failed teaching
methods, otherwise we will get
the same results. It is time that
we make a paradigm shift in
education. I will also be bold
enough in saying that the chil-
dren that did well are those that
have support from their parents.

Address To The Graduating Class


Of The Anglican Cathedral College

"WITH MOTIVATION AS OUR
DRIVER, SUCCESS IS OUR
FINAL DESTINATION" what an
appropriate theme indeed. And so
I begin by congratulating those
who came up with such powerful
words.
Class of 2011, I thank you for this
wonderful opportunity to share in
your achievement. When I was
first asked to be your guest speaker
- my initial reaction was - What
do I say to a group of young,
intelligent minds? The first logical
reaction was to prepare an
academic speech - I started
making the notes - I sat back -
reviewed it - and eventually
discarded it - I came to the
conclusion that you are just
emerging from the academics and
that I would bore you with another
academic presentation - further-
more, I also concluded that I must
address you from the heart and
so I take this noble opportunity to
address you in the context to
today's reality.
Class of 2011 - you are today
embarking on a new phase in your
young lives - You are at that stage
where you have successfully laid a
solid ACC foundation. You must
now build on that foundation
because a foundation alone does
not a complete structure make.
Please allow me now to share
with you my thoughts on your ACC
Foundation.
How can you use your A-C-C
Foundation? - I encourage you
to take the "A" and transform it
into ADVANCEMENT. Positive
ADVANCEMENT - ADVANCE-
MENT IN THE RIGHT DIREC-
TION ALWAYS - ADVANCE-
MENT IN EDUCATION. It
has long been established that
Education is the most reliable
vehicle for positive and true
advancement. You must accept
neither mediocrity nor find excuses
to reach your highest potentials.
Some of you here today come
from nuclear families - some of
you come from single parent homes
and yet still there might some
among you who come from homes
with no parent at all. If you fall
in the second or third category,
your graduating today clearly
demonstrates that you have not
used this condition as an excuse
and, for this, I congratulate you.
The reason why I included the
third category is because of my
personal experience. My mother
passed away when I was 14, when
I just about to enter third form at

Sacred Heart College in San
Ignacio. By the time I graduate
from High School, I was parentless
and in the care of a maternal uncle.
While life was extremely difficult
without the love and guidance of a
mother, I continued to press on
eventually earning a scholarship to
pursue a Bachelor's of Science
Degree in Venezuela.
Today however it's not about me
- Today, it's all about YOU
Class of 2011-This is your time.
This is your moment - You are for-
tunate to be in the present, where,
realizing the importance of Educa-
tion in the macro economic devel-
opment of the nation, government
is making education much more
affordable. You are in an era where
almost 25% of the national budget
is assigned to education.
You are also in the present where
institutions like the Belize Natural
Energy Trust is making a large
portion of its capital available
to credit unions countrywide
exclusively for "easy access"
student loans thereby providing
the unique opportunity for any of
you to fund your own educational
advancement. You must tap into
these available resources - you
must be motivated to advance and
in so doing SUCCESS WILL, NO
DOUBT, BE YOUR FINAL
DESTINATION.
I further encourage you to
transform the first "C" in
your ACC foundation into


CONSISTENCY As you advance
educationally, you must
consistently seek excellence in
all you do. You must be CONSIS-
TENT in attending classes. You
must be CONSISTENT in
your studies. You must be
CONSISTENT in the high quality
of assignments you produce,
always adding value to your
final product. You must be
CONSISTENT in keeping the right
company as you steer clear from
the ills of harmful drugs, crime,
violence and lawlessness generally,
which are all too prevalent in our
society today.
In rounding off your ACC
foundation; I implore you to
transform the second "C" into
COMMITMENT. Stay committed
always to your pursuit of Higher
Education. Many of you have
read job vacancy notices in the
local newspapers and in so doing,
you should have already come to
the realization that in today's
reality, a high school diploma is
just simply not enough to land
you a decent paying job. You will
realize that being in possession
of a high school diploma is
hardly enough to successfully
create your own employment.
It is therefore imperative and
incumbent upon you that you
remain COMMITTED to
educational ADVANCEMENT
and CONSISTENCY.

draw that example from among
your very own ACC family.
The example that stands out as
clear as crystal is none other than

Technical College and despite the
cultural shock of relocating from a
laid back village to the fastest
moving city in this country. He
quickly adjusted to the change. He
was not distracted by the new
urban lifestyle and it amenities.
Not all - on the contrary, he
remained CONSISTENT and
COMMITTED to ADVANCING
his education.
Today, twenty six years later, that
same young boy who came to
Belize City from the deep south,
holds a Masters Degree in
Education from the University of
North Florida and sits at the top
of this fine institution of learning.
As you venture into this
new stage of your young lives, I
encourage you to be motivated by
the example of your Principal and
surely SUCCESS WILL BE

Before concluding I would like
to draw your attention to one of the
most recent realities.
One of the frequent excuses for
failure we often hear is that I come
from the south side of Belize City
as if coming from the south side of
Belize City is a prerequisite for
failure. Well that myth has again
been shattered. It was shattered just
2 days ago with Friday evening's
announcement of the results of
this year's Primary School Exami-
nation. Of the almost seven

STATEMENT BY PARENT COMPANY TO DR. HENRY CANTON
We respond to the "Statement by the Management of Citrus Products of Belize Limited" that was published in last week's newspapers.
Firstly, where in the world does the "management" of a company use the resources of the company to call the majority owners of the company an
"ostrich"? We know that the employees at CPBL, management included, must toe the Canton line or suffer the wrath of demotion, or worse, termination,
and see the release as him now hiding behind management because he is intent on terminating 105 employees who work in the factory plus management
employees as well. Our issue is not with the management and employees at CPBL - it is with Dr. Henry Canton who has all but destroyed our investment.
Closing down of CCB Facility

The purpose of our release was to inform our members, CPBL employees, the government, industry stakeholders and the nation of the fallout of
Dr. Canton's failed policies at CPBL. We reiterate that this paper was not only sent to the Board of CPBL but was also sent to Government. Discussions
were held with the CWU and Pound Solids Authority before the Board or we should say the directors appointed by the majority shareholders were made
aware of such a "concept". Furthermore we were made to understand that for some time now even before the end of the crop actions were being taken to
get BFP ready to operate as the sole processing facility come the start of the next crop. Below is an excerpt of Dr. Canton's 'concept paper' which speaks
volumes as to his intentions.

"Management notes that in maintaining primary processing operation at only the BFP Factory this would result in reduction of Factory
Production Employees from the total of 278 employees to a total of 173 employees, a reduction in employment strength of 105 employees. There
would be additional reduction in employees at the management and supervisory and other levels of the Administrative and Support sections of
CPBL if only one factory would be processing. The plant of choice would be the BFP Factory for the following reasons:
1. CCB's processing capacity is limited at approximately 28k boxes per day and daily fruit deliveries for seventy five percent of the
processing period exceed this figure.
2. CCB's fruit processing capacity cannot be easily expanded as additional extraction and evaporation capacity cannot be increased
without major capital investment.
3. BFP's current processing capacity is approximately 43k boxes per day and this can easily be increased to 60k daily through the addition
of six more extractors and the refurbishing of the 20k evaporator.
4. BFP's solid waste stream can easily be transferred to the Feed Mill by the existing waste screw transfer whilst CCB's waste has to be
trucked from CCB to the Feed Mill, incurring transportation charges for the 2.5 mile journey from CCB to BFP.
5. Juice required both for the operation of the Top Juice Freeze Concentrate Plant and the production of Not From Concentrate Juice
would be produced at BFP by the use of "Premium Juice Change Parts" for the JBT Extractors. Premium Juice would therefore be
transferred directly from BFP, thus removing the cost of transferring juice by stainless steel tankers from the CCB Factory to the Top
Juice Plant, located on the BFP Factory Compound, for the production of Freeze Concentrate.
6. BFP Factory has a one million gallon capacity Tank Farm which provides for the bulk storage of product while product in final
packaging will continue to be sent to the CCB Cold Stores for storage prior to shipment to customers.
7. Stores, engineering and other factory support functions and employees would be relocated to the BFP Factory Compound and this would
result in savings from the elimination of constant runs between the two factories.
8. Reduction in employee numbers will result in an additional cost saving from the reduced number of employees to be transported in buses
hired by CPBL."


Staff Signing Correspondence Under Duress
Dr Canton boasted that "To date, staff has refused to meet with the said Directors." A copy of a letter, signed by what appeared to be representatives of
staff, that was sent to the Office of the Prime Minister was sent to the Board. In the letter the staff called on certain directors of CPBL appointed by the
majority shareholder to resign from the board because of conflict of interest. A meeting was held with one of the signatories to the letter in which an
invitation was extended that if the employees wanted to discuss their concerns with the five directors appointed by the majority shareholder the directors
were agreeable to meeting.

In any corporate setting it is not the business of employees who the owners of the company decide to appoint as directors. Furthermore when the employees
are saying that the presence of the CEO of CGA on the CPBL Board is a conflict of interest but do not draw the same conclusion for the presence of the CEO
of Banks Holdings on the CPBL Board then at best the employees are being misled. Anyway, the fact that the employees have not taken up the invitation
to meet to discuss their letter to the Board shows what we know - they can't, less they risk the wrath of Henry Canton.

CPBL's claim of a Cash Flow Crisis
Please make up your mind with this. In a recent Amandala article the PM is quoted as saying the company needs $10m; a source under the condition of
anonymity is quoted as saying the company is over the cash flow hump; BHL unilaterally told government CPBL does need the money but yet you are
saying the company is in a cash flow crisis. Our position was that CPBL should be able to manage through the situation without suspending processing and
it seems we were correct. We do know that there is an impending crisis for the 105 factory employees plus management employees and their families who
may be affected.

No investment in grove productivity
We never said there was no investment in grove productivity. The proof is in the pudding. There was not enough investment in grove productivity and
growers being consistently under paid resulted in growers not being able to afford investing in their own groves and plant expansion outpaced grove
productivity. The addition of the value added lines has changed the entire cost structure of the company and that is impacting its profitability despite strong
prices over the past two years. We know there would have been some investment in groves as Dr. Canton's private company is responsible for managing
some of the CPBL groves and CPBL has almost exclusively bought its nursery plant from ADS.

The impact of HLB on the industry
We note that his release did not touch the topic of HLB disease and how it is now impacting the industry. In his concept paper he made a passing reference
to the effect the disease is having on the productivity of the industry. He should come clean to the growers and explain how he and his private company, the
Belize Citrus Mutual, have effectively lobbied Government for there, (to date), not to be a national response to HLB disease in the industry. Meanwhile the
CGA continues to provide services to all growers who need help in combating the deadly but manageable disease. We applaud the growers in southern
Stann Creek who are currently working with our Citrus Research and Education Institute (CREI) to carryout coordinated sprays to control the Asian psyllid
vector that spreads HLB.

The CGA and its members are not ostriches. If we were we would believe that the Investment Agreement was in the best interest of all growers. We would
believe that all is well in the industry. We would believe that HLB cannot have a catastrophic effect on the industry. We would believe that all is well at
CPBL despite over 105 employees being on the chopping block. We would believe that the feed mill and value added investments are profitable, and we
would believe that Dr. Canton will continue at CPBL to finish destroy our investment. However we are not ostriches and we know you are in your final days
at CPBL.

Mr. Minister Of Sports: Do What Is Right For

The Advancement Of Football In Belize

Since the President of the
Football Federation of Belize
(FFB) Bertie Chimillio did
not make sure that his league
met the requirements of the
National Sports Council it is
clear that he thinks he is above
the laws of Belize.
The Government of Belize
was elected by the citizens of
the country and as such they
have an obligation to carry out
its function in the best interest
of the people and country of
Belize.
The FFB under the leadership
of Bertie Chimillio, has been
running football in Belize for
many years now and they have
not improved the sport or have
developed any football team to
make Belize competitive in the
international arena as the record
can attest.
Also, with the current scandals
taking place within the FIFA
organization, it is obvious that
some of their officials who are
incompetent were elected due to
payoffs and bribes as opposed
to their knowledge and
professional expertise in the
sport. This scandal will lead to
more information that we were
not aware of because many
countries in the world will
begin to investigate the
FIFA representatives in their
homelands.
Allowing FFB to continue
running football in Belize and
expecting better results is
wishful thinking because of their
long history of failure.

Bin Hammam, were recently
suspended by the league's
disciplinary committee on
alleged inappropriate conduct
over a reported $40,000 US
bribe to regional delegates to
secure votes on behalf of an
aspiring President Mohammed
Bin Hammam.
If found guilty they could be
banned for life for any further


involvement with football
anywhere in the world.
The Government of Belize
cannot wait for FIFA to
discipline their officials before
they plan for the improvement
of football in the country. The
Minster of Sports can now
authorize the Belize National
Football Association (B.N.EA.)
to form a committee to select
the best players in the country
to attend a football training
camp.
Selecting a National Football
Team over the years have always
been unfair from my own
personal experience when I was
playing football in Belize. Most
of the people who were chosen
were not picked because of
their abilities and capabilities in
playing football. A majority of
them were selected because of
favoritism.
With a selection committee,
they will have the opportunity
to select three of the best
players for each position and
send them to the Training Camp
to compete among themselves
for those positions. However,
they must bear in mind that some


of our country's rated players are
out of the country playing and
they must meet their contractual
obligations. These players
should be given the opportunity
to participate in this process as
Belizeans.
I am not too sure about the new
way in selecting the country's
national football team. I was told
that over the years the country
used the team that won the
National Football tournament
which in this case will be the
Belize Defense Force, as the
core team and then picked other
players from several teams to
make up the national selection.
I am opposed to this method and
prefer when three of the best
players countrywide for each
position are chosen to compete
against each other for the
positions on the team.
Belize have six districts
and each have a President and
committee members who are
familiar with the players.
Among themselves, they should
be able to formulate the rules and
regulation as to who are the best
players for each position in their
districts. Then, they could also


consider having the fans vote for
the best player for each position
in the country to relieve
themselves from this burden as
is done in the United States
for some sports.
The Government of Belize will
have to start soliciting funds for
this project and I am more than
convinced that many diehard
football fans, businesses, former
football players and others will
be glad to contribute towards
this worthy cause. This is a
golden opportunity for the
Minister to demonstrate how
serious he is. If he wait too
long, he will give the FFB
the opportunity to re-group,
mobilize and re-gain control of
football and we will return back
to the Doomsday of football in
Belize. Belizeans have been
waiting too long to see a caliber
football team represent their
country and this is the golden
opportunity they have.
I am now calling on the
Minister of Sports John
Saldivar to use his power and
act because this chaos and
confusion over football in
Belize must come to and end if
we are to have any future in
this sport.

policemen surprised him while
he was "chilling out" at a
residence in the New Site area
of Dangriga Town.
He reportedly offered no
resistance as he was taken into
custody. He was transported
from Dangriga to San Ignacio
that same day and on Tuesday,
June 7 he appeared before
Magistrate Dale Cayetano
where he pled guilty to the
escape charge.
While an escape charge
would carry an automatic, 6 to
12 custodial sentence, The
prosecution pressed for the
customary custodial sentence,
the Human Development
Officer however requested
otherwise, he told the court that
the escapee was a "smart
person with 7 CXC" and as
such should not be sent to jail.


Concurring with the request
from the Human Development
Officer, Magistrate Cayetano
imposed a $500 fine instead of
confinement ordering for the
fine to be paid by August 31 in
default 6 months imprisonment.
Magistrate Cayetano then
proceeded to hear the substan-
tive charges of robbery and
aggravated assault against the
accused.
He pleaded not guilty to both
charges and was offered bail in
the sum of two thousand dollars
to reappear in court on Friday,
July 29, 2011.
The accused was unable to meet
bail before the jail ride left town
on Wednesday evening and so
he was transported to the
central prison where he will
remain until he is either
released on bail or returns to
court as scheduled.

W ith a selection co mm ittee, they wi l l ha v e the op p ortunity t o s e l e c t t h r e e o f t h e b e st players for each position and send the m to the T rainin g Ca mp t o c omp e t e a m o n g t h ems e lves for those p ositio n s . How ev e r, t h e y mu s t be a r i n min d t h a t s o me o f o u r c o u n t r y ’ s r at e d p l ay e r s a re out of the country playin g and they m ust m eet their contractual obl i g atio n s . Th e se pl a yers should be g i v en the opportunity to participate in this process as Belizeans. I a m not too sure about the new w a y i n se l ec t in g th e co u ntr y ’s n a t i o n a l f o o t b a l l t e a m . I w a s t o ld that o v er the years the country u s ed t he tea m th a t w on t he Nation a l Football to u rna m ent w h ic h i n t h is c a se wi l l b e t he B e liz e D e fe n se F or c e , as t he core tea m and then pic k ed other p l ay e rs fr om s e v e r al te am s to m a k e up the national selection.
