While those in the know are
keeping tight lipped, elements of
the local constabulary in San
Ignacio and Benque Viejo are
questioning the circumstances
which could have led to the
granting of police bail to a Santa
Elena businessman charged with
trafficking in 315.1 grams of
marijuana.
The concern is further
compounded by the fact that


allegations that the charge is yet
to be lodged in court.
Benque Viejo police reports
that at about 3:15 on the evening
of Sunday, May 8, 2011, the
attention of a constable at the
Western Border Station was
drawn to the presence of a red
single cab Toyota pick-up truck
with San Ignacio license plates
C-01951 as it was approaching
the customs checkpoint entering
Belize from neighboring
Melchor, Guatemala.

a search would be conducted.
Upon being questioned, the driver

he had nothing to declare.
Notwithstanding, the constable
proceeded with the search
leading to the discovery of a black
plastic bag under the passenger
seat inside the vehicle. When the
bag was opened in the presence
of the driver it was found to
contain suspected marijuana.

detained and, along with the
vehicle and the suspected
marijuana, was escorted to the
Benque Viejo police station
where he was identified as

When the suspected marijuana
was weighed, in the presence of
the accused, it tipped the scale
at 315.1 grams.
About five hours later, at
around 8:30 that Sunday night,
the accused was formally
arrested and charged for drug
trafficking. In a strange turn of
events, he was granted police
bail and released shortly
thereafter.

relieved from further handling
the matter.
Today, five days later, the
accused is yet to appear in any
court, either in San Ignacio or
in Benque Viejo.
Notwithstanding the apparent
irregular granting of police bail
in this matter, any such accused
person would normally be
ordered, by the bail, to appear
in court on the very next
available court date which, in
this case, would have been the
following day, Monday, May
9.
While the vehicle remains in
police custody at the police
station compound in Benque
Viejo, the accused is yet to
appear in court. This situation
does not seem to bode well
especially in light of last week's
high level military meeting in
San Pedro Town attended by
officials from Mexico, Guate-
mala and Belize, under United
States Military observation,
where the major topic of discus-
sion was geared toward the fight
against cross border human and
drug trafficking activities.
This development is further
contrasted against the case of the
common man from Esperanza
Village who, on that very same
Monday morning, was fined
$1,000 when he was found
in possession of a "roach"
weighing an almost undetectable
0.1 grams of marijuana that very
same weekend this being exactly
315 grams less than this one
which is causing major stirs
within the local constabulary
of the two westernmost

fruitless as none of them

A Major Crime Ring Busted Says San Ignacio Police


San Ignacio police, with the
assistance of two special
constables from the Mennonite
community in Spanish Lookout,
Cayo, are this week reporting
the dismantling of a major crime
ring operating out of Esperanza
Village, Cayo.
The incident began to unfold
during the early morning hours
on Friday, April 29, 2011 when
at around 12:50 am Norman
Dueck, Manager of Universal
Hardware, Spanish Lookout
reported that he was awakened
by the sound of the alarm for the
store. He immediately contacted
fellow Special Constable Harry
Letkeman and they both went
to the store to investigate the
cause of the sounding alarm.
Upon arrival they first checked
the exterior of the building
and immediately noted the
sound of people moving inside.
The community policeman
Cpl. 148 Norman Coye was
immediately contacted. Further
checks revealed that the main
door of the mechanic section
was breeched thereby suggest-
ing the entry access by those
inside the building. As they were
checking the area, a single shot
was reportedly fired at them
from inside the building. The
team returned fire.
Suspecting a connection
between the intruders and those
responsible for the burglary at
Koop Sheet metal about a week
earlier, one of the special
constables dialed the number of
the cellular telephone that was
stolen during that incident

one of them was shot and that
they were prepared to surrender.
They were kept at bay inside
the store for almost two hours
when at around 2:40 am the

immediately detained and
identified as Jason August, 31,
Fidel Estrada, 20, and Jesus
Estrada, 21, all Belizean
unemployed of Esperanza
Village, Cayo.

along with 9 live rounds of
matching ammunition and an
expended .38 shell. Also found
were a 16-gauge sawed-off
shotgun bearing serial number
06050257 with one matching
cartridge all of which, except for
the expended shell, were found
concealed in the suspended
ceiling inside two separate
offices.

of Ramon Medina, in Teakettle
Village, was reportedly burglar-
ized.
That same Friday evening
however, the youngster in the
bunch, Fidel Estrada, escaped
from the police cell block
through a side door. He has not
been seen since. Notwithstand-
ing, the trio where hit with the
following ten joint charges:
1) Attempt murder of Norman
Dueck.
2) Burglary for entering
Universal Hardware Store as
trespassers and stealing there
from BZ$133.50.
3) Attempt murder of Harry
Letkeman.
4) Handling stolen goods
being the LG cellular telephone
valued at $150, the property of
Koop Sheet Metal.
5) Keeping a prohibited
firearm - to wit: one sawed off
16 gauge shotgun.
6) Keeping firearm without a
gun license in connection with
the .38 Taurus brands revolver
being registered to Lydia
Espino on behalf of Technical
Security Services.

2011. This day is celebrated
every year to mark the
founding of the World
Health Organization. This
year the focus was on
the issue of antimicrobial
resistance under the theme,
"No action today -No cure
tomorrow!"

Minister of Health,
Hon. Pablo Marin gave a
television address to mark
the day. He mentioned that
antimicrobial resistance can
be prevented if we take
simple precautions such as
taking the right medicines,
in the right amounts, at the
right time; checking with
the doctor or pharmacist to
make sure that the medicine
is right for you and also to

Vaccination Week in Belize


The Ministry of Health
in collaboration with the
Food and Agriculture
Organization (FAO), the
Caribbean Food and
Nutrition Institute (CFNI)
and the Institute for
Nutrition for Central
America and Panama
(INCAP) coordinated a
working session to
complete the work for
the development of the
Food Based Dietary
Guidelines for Belize.

Food Based Dietary
Guidelines are principles
that provide practical
advice for specific local
customs, dietary patterns,
economic conditions and
lifestyles. The objectives
include preventing and
promoting healthy diets and
lifestyles. The guidelines
will reflect the nutritional


situation of the country and
provide recommendations
to get messages to a target
audience.

The Minister of Health,
Hon. Pablo Marin
sees the guidelines as a
major contributing strategy
for promoting healthy
behaviour and practices,
promoting nutrition educa-
tion, helping the public
make healthy choices and
ultimately consolidating a
culture of health and
wellness lifestyle in all
Belizeans.

The two day working
session took place on April
12th and 13th at the IT VET
Building in Belize City .

Nutritionist at the Ministry
of Health.


The Ministry of Health
observed the ninth annual
Vaccination Week in the
Americas from April 23-30,
2011.

During the week, the
Ministry supported by
PAHO emphasized the
importance of immunization
by reaching populations
with limited access to
services that are at an
increased risk of contracting
vaccine preventable diseases.

Also during the week,
public clinics opened daily to
provide information on
vaccines, the diseases that
vaccines prevent and also to
offer children who have not
completed their immuniza-


tion schedule with the
necessary vaccines against
measles, whooping cough,
tetanus and Polio.

Political Conventions In Belize

Political Parties in Belize
select candidates for elections by
holding conventions.
The three types of conventions
I have witnessed over the years
are: Open; Closed and
Endorsement conventions.
An Open Convention is when
members of a political party
apply to become the party's
Standard Bearer in one of the 31
constituencies. A applications
are submitted by a given date
and they are screened by a
Vetting Committee to determine
if the applicant meets the party's
requirements to be a candidate.
After the person is approved to
contest the election, a date for
the convention is then set by
the party so that members of
the party, registered in that
particular constituency, can elect
a Standard Bearer from among
those approved by the Vetting

Committee. The convention is
"open" to the majority of
electors on the list whereby only
known, rabid and activist of the
opposition party are barred from
voting.
A Closed Convention is much
more controlled whereby the
candidates meet and agree on a
list of stalwart party members
who will allowed to vote. Those
with the slightest inclination to-
wards the opposition party are
barred from voting.
Endorsement Conventions are
held when there is only one
candidate for the position. In
these instances, there is no
voting and the candidate is
merely sworn in as the party's
Standard Bearer. This kind of
convention is used whenever
the party, in its own deliberate
judgement, has a particular
candidate of choice for the
constituency and does not want
to run the risk of that candidate
being defeated in a convention.
This position is generally
reserved for those candidates
who, in the opinion of their
party, can attract the funds to
finance their own campaign
instead of totally depending on
the party coffers.
It is a given that all three types
of conventions are marred with
unique challenges as follows:
In open conventions, the party
run the risk of opposition voters
participating in the process
thereby contributing to the
election of the weakest
candidate. In the end, candidates
and their supporters (unbeliev-
able as it my seem - even
winning candidates) are left
with a certain degree of
resentment towards their party
and other voters who were
actively supporting opposing
candidates.
In terms of closed conventions,
voters who are not allowed to
vote are turned off by the party's
action to disallow their vote.
These "rejected" voters feel
branded as not being a supporter
of that party.
In terms of endorsement
conventions, where it is evident
that a particular candidate is
being forced upon the voters,
they resent not given the chance
to make their own selection.
Endorsements conventions are
positive in outlook when it is
clearly demonstrated that only


one candidate has applied to
contest the convention and this
happens in those instances
when, usually the incumbent, is
a visibly strong candidate, who
portrays a winning aura in the
constituency.
All the political parties have
the right to formulate their own
rules as to what members should
do to become eligible candidates
to represent their parties.
In Belize and some other
countries there are no laws on
the books to make sure that
political parties conduct their
elections in a free and fair
manner. From time to time you
would hear people making
allegations such as; candidates
being paid to withdraw from the
contest, candidates paying
people to vote for them in a
convention, people who do not
belong to the party voting in the
party's convention, more party
cards, for distribution to voters,
are given to those candidates
favored by the party, technical
clauses used by the Vetting
Committee to disqualify a
candidate and convention dates
are withheld from some
candidates until the last minute
to favor one candidate over the
other. All these complaints are
legitimate and has been brought
against two of the major
political parties over the years.
In some states in the United
States of America, when a
person registers to vote, he or
she must choose a political party
on the form. If they do not want
to choose any of the political


parties they would register as
Independent or other. Once a
person chooses his political
party preference, he or she can
run for office in the Primary
(Convention) held by that
political party. If a person wants
to change his political party, he
or she must do so six months
prior to an election.
If we were to pass this law in
Belize, most people would
prefer to check their status as
independent for fear of political
victimization by the political
parties when they become the
government. However, this
would stop PUP's from voting
in UDP's conventions or vice
versa. Having members of
another party selecting a party's
nominee is undemocratic and
should stop. Most people
in Belize are becoming
disenchanted with this political
process and the conventions
are not attracting too many
voters due to these concerns.
The purpose of a convention,
is for the political parties to
choose the most suitably
qualified person to represent
their party in an election and
nothing else. If the parties fail
to do this, then most of the
Ministers of Government we
elect, will lack what it takes to
become able and competent
Ministers to represent our
country at home and abroad.
We must always remember,
that the people we select to
represent us, tell other people
something about ourselves. With
this in mind, we should always
try to elect the best candidate
from among us in this 21st
century.

A policeman stopped a taxi driver
who had just gone through the four
way traffic light on Freetown Road.
The policeman was writing up
the ticket when the taximan
rebutted "Officer you can't give
me a ticket for that!'
"Why not?" asked the officer.
"Because although I did not stop
I slowed right down and its almost
the same."


An obviously drunk man walks
into the front door of a bar. He
staggers up to the bar, seats
himself on a stool and asks the
bartender for a drink.
The bartender politely tells him
that it appears that he has already
had too much to drink and that he
could not be served additional
liquor at this bar but could get a
cab called for him.
The drunk is briefly surprised
then softly scoffs, grumbles, and
staggers out the front door.
A few minutes later, the same
drunk stumbles in the side door of
the bar. He wobbles up to the bar
and hollers for a drink. The
bartender comes over, and still
politely, but this time more firmly
refuses service to the man due to


"But you did not stop " replied the
officer, "the light was red and red
means STOP."
"But the way was clear and it
was safe" replied the taximan.
The officer then pulls out his
baton and starts hitting the taximan.
"What are you doing!" yells the
taximan in surprise.
"Do you want me to slow down
or stop?" says the officer.

for a moment angrily, curses, and
walks out the side door, all the
while grumbling and shaking his

A few minutes later, the same
drunk bursts in through the back

and belligerently orders a drink.
The bartender comes over and
emphatically reminds the man that
he is clearly drunk, will be served
no drinks, and either a cab or the
police will be called immediately.
The surprised drunk looks at the
bartender and in hopeless anguish,
cries "Mein! How many bars do
you work at?"

First Cocaine Lab
Honduran police have for the
first time uncovered a cocaine lab
in the country.
Officers found an installation full
of barrels of chemicals and tools
used to process the drug in a
mountainous area north of the
capital, Tegucigalpa.
Security Minister Oscar Alvarez
said the 'first rate" facility was
probably being run by Mexican
gangs. The discovery could
indicate that Mexican cartels, who
are increasingly moving into
Central America, are also making
cocaine themselves.
It would also signal a shift
northwards for cocaine production,
traditionally dominated by Colom-
bia.
The drugs laboratory was found
on a coffee plantation in a remote
area of Honduras known as Cerro
Negro, about 175km (100 miles)
north of the capital.
It is thought that it may have been
run by a drugs cartel from Mexico,
operating in Honduras to produce
cocaine to be smuggled into the
US.
Local people said they had seen
helicopters land and heard people
talking with a Mexican accent.
Mr Alvarez likened the facilities
to the best in Colombia and called
the operation a "resounding blow"

BTB Launches New Social Media Partnership With Matador Network


BELIZE CITY, Belize,

The Belize Tourism Board
(BTB) is pleased to announce a
new partnership with Matador
Network's journalism school,
Matador University, for a new
innovative social media project
aimed to promote tourism in
Belize.
The "Road Warrior" project,
launched in April of this year, is
designed to share information
with international travellers
about our sites and attractions,
through the perspective of
personal experiences.
The one-year partnership
allows Matador University
students participating in the
Road Warrior project to travel to
various destinations within
Belize, experience the country
firsthand, and write about their
journeys and interactions.
The students' stories, which
will be featured on Matador

uled to begin running in May
2011.

San Pedro Town Saddened By The Passing Another Girl Commits Suicide
Of Their Beloved First Resident Doctor With EMO Cult Implications

SAN PEDRO TOWN, Belize
District, Thursday May 12, 2011;
He was affectionately known on
the island town of San Pedro as
Dr. Chapatin, and today residents
of La Isla Bonita are mourning the
passing of their beloved and highly
respected community health care
provider, Dr. Otto Rodriguez, 61.
An official release from the
Ministry of Health, issued today
by the Government Press Office,
informs that the Hon. Pablo
Marin, Minister of Health, along
with Senior Management and Staff
of the Ministry of Health express
deep condolences to immediate and


extended family and friends at the
San Pedro Poly Clinic on the death
of Dr. Otto Rodriguez, who passed
away on May 11, 2011 at the age
of61.
The release further informs
that Dr. Rodriguez had been
employed with the Central Health
Region, since November 1, 2001.
In keeping with his wishes, Dr.
Rodriguez, who is originally from
El Salvador and relocated to San
Pedro, Belize in 1977, will be laid
to rest in San Pedro Town
following funeral services on
Saturday, May 14, 2011. May his
soul rest in eternal peace.


Monday, May 2, according to
her aunt, Marina Elizabeth
Bautista, 48, Guatemalan
domestic, also residing in Buena
Vista Village, at around 10:00
am on Monday, May 2, the
deceased reportedly broke the
lock from a storeroom at her
aunt's residence where she was
staying as a means of avoiding
her mother's effort at curbing
her unusual behavior. She
reportedly removed a bottle of
Gramaxone from the storeroom
and is said to have drunk the
poisonous herbicide. She was
later found on the floor in an
unconscious state and was
rushed to the Western Regional
Hospital in Belmopan, where
she remained for seven days,
until she passed away at around
1:00 pm on Monday, May 9,
2011.
According to the village
Chairman, Eddy De La Rosa,
he had a chance to speak with
the deceased while she was
undergoing treatment at the
hospital in Belmopan. She
reportedly indicated meddling
with the EMO movement
operating at the high school she


attended. She reportedly spoke
about attending regular after
classes meetings, usually on
Tuesday and Fridays, inside the
Carmen Memorial Cemetery in
Santa Elena Town, where, she
said, the group would "pray to
the devil".
According to Chairman Del La
Rosa, her body bore numerous
signs of admitted self inflicted
injuries. She reportedly also had
a large stock a blood stained
family photographs.
Since the beginning of this
year, Glenda Marie Lue
Carranza is the third known
girl to have committed suicide
with EMO implications, the first
being Kristy Melendez, 17,
Belizean student from Santa
Cruz, Benque Viejo Town who,
on January 19, was found
hanging by the neck from a
beam inside an adjacent kitchen
in the family yard.
The second victim was Daisy
Cerda, 18, 4th form student of
Mopan Technical High School
in Benque Viejo Town. Her dead
body was found on April 4,
handing by the neck from a tree
branch in Bullet Tree Falls
Village.
