In making the announce ment on November 29, Mr I ngraham told the House of Assembly that he had had two meetings with Bookfielda nd several with Kerzner I nternational to discuss the proposed transaction. He said Brookfield had agreed to continue with new investments in product of around $50 million annually, maintain the current employment levels of some 8,000 employees, and continue to market the Bahamas brand at their exist ing levels. As the Prime Minister has stated before, said Mr George Markantonis, president and managing director of Kerzner International Bahamas Limited, there will be no employee layoffs as a result of this transaction. The same management team con t inues to operate the proper ty and, as always, the employment of labour will be based on the general global econo m y and, more specifically, how our occupancies are impacted. We believe there are positive signs the trend will be upward, but time will tell,s aid Mr Markantonis. He said that Kerzner will continue to employ the samet actics in the slower fall sea s on as we have always done before. When those occupan cy rates are low, working hours are sometimes reduced and staff are encouraged to take vacations, but they are not laid off. These are not new tactics and they have nothing to do with the new ownership of the property. Rather they are just basic global hospitality management principles. The incident occurred around 4.20am on Blue Hill Road, at the corner of St Vincent Road. The victim was driving a green 1999 Honda Accord carrying two passengers, a male and female, when they collided with a red 2007 Ford Explorer, driven by a 46-yearold man. Police believe the 18-yearold lost control of her car when she tried to overtake the Ford, smashing into a wall. The driver suffered serious injuries and was pronounced dead at the scene. Her woman passenger was last night in hospital in a critical condition. The male passenger and the driver of the truck were unharmed. Police, who have not released the name of the victim, are investigating. In 2011, the Bahamas recorded 10,563 traffic acci dents, 44 of them fatal, according to statistics from the Royal Bahamas Police Force. Of those accidents, 8,653 were in New Providence, 1,160 in Grand Bahama and 750 in the Family Islands. Of the 44 traffic fatalities, 22 were in New Providence, 10 in Grand Bahama and 12 in the Family Islands. Police are also investigating the death of a man whose body was found in a car at the intersection of Abundant Life Road and the East West Highway over the weekend. The man was found shortly before 12.30am on Sunday morning in a black Nissan Maxima, with no visible signs of injury. The MSC Poesia was being p ulled out of the reef by two t ugboats on Saturday. It was e xpected to dock at Port Lucaya in Grand Bahama Island. No further details were immediately available. Nei-t her government officials nor a n MSC spokeswoman immediately returned calls for comment. The MSC ship was expected to depart Port Lucaya Saturday night. I t is unclear if the schedule h as changed. The ship has a capacity of more than 3,000 passengers. Cruise ship runs onto reef A RESIDENT, who lives in southwestern New Providence, has dogs whose favourite pastime is scavenging the neighbourhood. Everym orning, the residents front yard is littered w ith odds and ends brought in by the dogs from their nights prowl. Daily, its the residents task to clean her yard and deposit into the garbage b in the odd shoe, pieces of clothing or whatev er other detritus her dogs have collected. On Saturday morning, among the previous n ights finds, there was an ordinary looking mans white sock. It was ordinary until it was picked up. Its weight made it extraordinary a sock worth special examination. Taken into the house, its contents were dumped out. There on the table were 12 live cartridges. I have seen guns and cartridges before, s aid the alarmed resident, but never in my life have I seen such large cartridges and live at that! The resident turned them in to the Grove P olice station only to be told that they were cartridges for an AK47 rifle. The cartridges will be sent to the U.S. for forensic examina-t ion. Yesterday, the team visited St Andrew's S chool to distribute 60 life vests and other educ ational material among second year students. Lieutenant Commander Brian Betz, US Coast Guard liaison officer, said this is the third boat safety event carried out in the Bahamas, the first in Abaco and Grand Bahama, raisinga wareness on the issue and encouraging children not only to be safe, but respect the ocean. EDITOR, The Tribune. US Republican presidential nominee Rick Santorum is surging in the polls because he is militantly pro-life, morally consistent and politically courageous just what America needs. The foundation of Americas problems is not the economy, immigration, or its foreign policies, but morality. When morality disappears, when men begin treating each other as mere commodities, then everything else falters. Decades of Godless Supreme Court decisions have created an anti-family culture of death in the US that now sanctions and promotes everything from contraception to abortion, homosexual activity, sex outside of marriage, pornography, easy divorce, embryonic stem cell research, sterilization and invitro fertilization. President Obama, more than any other president, has not only continued this tradition of moral bankruptcy, which in turn has devalued the economic currency of the nation, but he has worked endlessly to spread it abroad to other countries all at the taxpayers expense. He has gone so far as to discourage and eliminate especially through his healthcare reform religion and moral convictions from the public square. President Obama promised Americans great things. He challenged them to have The Audacity of hope and to put their faith in his anti-life, antifamily policies. In return he brought them only economic and moral despair. The only candidate seriously capable of altering this sad state of affairs and re-establishing America asa nation in touch with its democratic roots and moral foundation is Rick Santorum. W E HEAR so much from the politicians and the Downtown Development Boarda bout their high-flouting plans for the City of Nassau however the worst offenders in m essing the city up seem to be government. Who did the years-old tree on the top of Cumberland H ill at the west end of Princess Street offend? A chain saw cut that to the ground recently leaving for the ugliness of the street a vendors cart right on the corner. The buildings on that corner are dated to the late 17th century and from prints Ih ave seen the tree was there for almost as long. Someone n eeds to explain? Road i mprovement I hope not? Tree gone kudos to the Down Town DevelopmentB oard or Ministry of Works. If only we can understand where beauty is rather than t rying desperately to put everything new and artificial. The Vendue House development....the unfortunate fire h as given the restorers, those who really have the interest of restoration of Bay Street a golden opportunity I know plans have been drawn up but why couldnt we remove the first floor of Vendue House and restore it to its original design, open the old archwaysa nd re-create what the building was....A place where s laves were sold. I HAD the opportunity to visit the Carnival on Christ-m as day and I attended the B oxing Day Junkanoo Parade. What I saw at both of these events was very troubling to me indeed. At the Carnival, I saw scores o f young teenage girls dressed i n what can only be described as provocative clothing. Most o f these teenagers appear to be no more than 15 years old. They were very outlandish int heir attitude and they allowed young men to caress them in ways reserved for married coup les. T he young female teenagers walked with a par ticular stride so as to induce m en to look their way. Their attitude was worrisome at best and I was utterlya ppalled by their mannerisms. What was even more disturbing at the Carnival was the reggae music that was played near the rides that our children rode on. I heard a number of Vybz K artel songs, some of them which explicitly describe the female sex organs. I asked the workers present who was in charge of the DJ booth and was told that a Mr Bentley w as in charge. I was unable t o find this person, but the music played on and our chil dren went on as usual, danc ing and carousing to music that has no positive attributes. T he Boxing Day Junkanoo P arade was no different. Y oung men were on Bay Street and Shirley Street using profanity like it was going out of style. Young teenage ladiesa gain were wearing skin tight clothes that left little imagination for the eyes. Listening t o their conversations and w atching how they acted, you would wonder if we are a country gone wild. Our mostp recious resources are not supposed to behave this way. I have two daughters, one a t eenager and one a pre-teen. M y children are no different from any other young lady out there, but I would be remiss in my duties as a parent if I were to allow them to act in ways t hat are a detriment to their f uture and their country. Parents need to keep a more watchful eye on their children.I am of the view that young children aged 18 and under who live home with their pare nts or guardians need to have l imitations on where they can go and with whom. Parents need to ensure that t heir children go out with a responsible adult or have their children remain at home. It cannot be the wish of a concerned parent to have their young son using profanity and engaged in criminal activityo r have their young daughter t rying to entice grown men for varying reasons. The Carnival will continue to play inappropriate music, some young men will continu e to behave in a disrespectful m anner and some young ladies will continue to wear c lothing in public suited for lingerie models. These acts will only subside w hen the moral consciousness of our country is awakened and parents start to see the n eed for them to play the role t hat they are supposed to play in their childrens life; and thats guardian and protector,n ot necessarily best friend. I know that it must be tough for children these dayst o maintain a positive attitude because of all of the negativity that they are exposed to but I think that parents need to play a more key role in their childrens behaviour and their day-to-day activities. W e are in moral crisis in the Bahamas and the change must start with the parents. It is never too late parents, but you must be willing to put in the effort. F-485, Freeport, Grand Bahama DESPITE assurances from Kerzner International and Atlantis new Canadian owners that their agreement will in no way affect the resorts staffing levels, DNAl eader Bran McCartney is convinced that to meet the terms of the agreement, hotel p rofits will have to increase by 20 per cent a nnually. Mr McCartney claims that this cannot be d one without staff lay-offs, which he predicts will be inevitable after the election. F rom a Bahamian point of view, the major plus in this whole transaction is that Kerzner International retains managementc ontrol in the $175 million debt-for-equity swap in which its main creditor, Brook f ield Asset Management, becomes owners of Atlantis and the One & Only Club. The Prime Ministers assertion that this transaction will not jeopardise B ahamian jobs is simply not true, Mr M cCartney said. While we believe that Atlantis will not lay-off people until after the political season, we will not allow MrI ngraham and Mr Christie to hide behind false assertions. We do not believe in playing politics with peoples lives, and we w ill not tolerate this misleading behavi our from the Prime Minister and the l eader of the Opposition. It is true that Brookfield has set a high f inancial bar for the Kerzner team to meet in a short period of time a level that in fact the resort did meet on its own in 2008. H owever, regardless of who owns the hotel if the economy collapses, or if there is indus trial unrest, then staff will have to be laid off. A s Kerzner Internationals president and managing director George Markantonis has emphasised: There will be no employee layoffs as a result of this trans a ction. ( S ee story page1 ) The same management team continues to operate the property and, as always, t he employment of labour will be based on the general global economy and, more specifically, how our occupancies arei mpacted, he said. A nd so if the team pulls together and this means at every staff level and the global economy improves then good qual i ty service should at least encourage visitors to remain loyal and return regularly. Of course, labour unrest as displayed over thel ast two weekends at Lynden Pindling International Airport, could destroy the whole industry. Labour would be the first to suffer. Thats why these go-slows, sicko uts and strikes are so foolish its the blind leading the blind to destruction. As for hotel workers we encourage t hem to take a look at what happened to the Princess Hotel, later to become the Royal Oasis, in Freeport. The Princess Hotel had a glorious beginning, a checkered middle passage and an inglorious end under a new name the Royal Oasis. In the end, although destroyed by a hurricane, it was buried by union agitation. As soon as the failing Princess was bought by the Royal Oasis, and before the new owners could settle onto the prop-e rty, union leaders started to flex their muscles, encouraging their members to m ake unreasonable demands. Eventually a hurricane destroyed the hotel. There was some talk of rebuilding and reopeni ng, but when the union problems were factored in the new owners bolted the d oors and walked away. What the short-sighted unionists failed to realise was that by closing the hotelt hey lost all their customers to the once busy International Bazaar and the Princess C ountry Club. The union was heavily invested in both of these properties. They cried and complained for some time, but they had only themselves to blame. No t ourists, no business. W e recall in December 2003 when there was industrial unrest at Atlantis, an Atlantis worker called a morning talk-show to tellf ellow workers how wrong their disruptions were. This is wrong! she told the radio host. She said she had left Freeport to get w ork in Nassau. You know what going on i n Grand Bahama right now? she asked. Ever since the unions caused the close of the Jack Tar Hotel in West End workers h ave lost their homes and their cars. And the Shalamar is not open to this day. Yes, unionists should look at Freeport a nd learn a lesson if they want to secure their own future. They cannot afford to lis ten to the empty-headed rabble rousers in t heir midst. And so it is difficult to credit the DNA when they say that they do not believe in playing politics with peoples lives whent heir very scare tactics could help destablise Atlantis work force. If this happens the same mistake that unionists made in F reeport, first with the closure of the Jack Tar hotel, followed years later by the Royal Oasis, could happen at Atlantis. M r Christie was also blamed for his decis ion to allow the Kerzner company to leverage the Atlantis property in order to secure loans to build in other countries. T o this accusation, Mr Christie told Tribune Business that he made the decision he thought best at the time. He blamedK erzner Internationals debt on the extraordinary impact of the world recession. Yet, the PLP refuse to face reality and a ccept that today the Bahamas economy is suffering from that same recession and regardless of who is in power the peoplesa gony has probably been less burdensome under Mr Ingraham than it would have been under an indecisive Mr Christie. Meantime, if the workers at the Atlantis resort work as a solid team with their managers they will not only save their hotel, but they will save their jobs. By LAMECH JOHNSON T HREE men, two charged with murder and the other attempted murder, are behind bars at Her Majestys Prison waiting to be brought before the courts in the next three months. The men, ages 27, 22 and 21, were remanded in custody after they were arraigned before C hief Magistrate Roger Gomez in connection with four incidents. Two of them were killings that took place on holidays. The latest one being on New Years Day, the countrys first homicide for the year. On Friday afternoon, Gerald Rolle, 27, was charged in con-n ection with the stabbing death of 28-year-old Godfrey McPhee. On Sunday, January 1, around 11.45pm, the victim was stabbed outside his apartment on St Michael Road, off Prince Charles Drive. He died of his injuries in hospital. Rolle was not allowed to enter a plea to the charge due to the n ature of the offence and was informed he would be served w ith a Voluntary Bill of Indictment (VBI Bill will fast track the case to the Supreme Court for trial, bypassing a lengthy preliminary inquiry. The accused, who was represented by Gregory Hilton, w as remanded into custody until that time. B efore leaving court, the accused told Chief Magistrate Gomez that a gentleman seated during the proceedings had threatened him before leaving. He said: A gentleman walked out and looked at me and said Id be dealt with. The chief magistrate told the accused that he could file a complaint with the police. The second accused to be charged with murder was 22year-old Ormond Leon. Prosecution alleges he is the other man responsible for the 2011 Independence Day shooting death of Francisco Hanna at Wilson Tract. Leon joins Dennis Mather in prison, who was already arraigned in connection with the crime last year. However,he was also charged with attempted murder and robbery. It is claimed that on November 16, 2011, Leon made an attempt on Jerome Josephs life, and on Thursday, January 5, he robbed Philip Johnson of a $400 gold chain. Leon was not required to enter a plea to any of the charges brought against him and was told that two VBIs would be served against him. Before being remanded into custody, he requested to be examined by a doctor. Leon further claimed that police brutalised him in an attempt to geta statement. Chief Magistrate Gomez said he could not say whether the allegations of police brutality were true or not but said that this court doesnt condone anyone being beaten. Before both of these men were arraigned, a 21-year-murder accused granted bail last year was arraigned on charges of attempted murder and causing harm. Rashad Paul, who had been charged in 2010 with the shooting death of Brendamae Johnson and attempted killings of Burton Sands and Latario Morley, was arraigned in connection with a shooting at a night club off Nassau Street on December 12, 2011. Gregory Miller had been wounded in that incident. He was further charged with causing harm to Anton Coakley on September 29. Paul pleaded not guilty to this charge, though he was not required to enter a plea to the charge of attempted murder. He also will be served with a VBI and he was remanded into custody. AN attorney representing a man arraigned on three firearm possession charges in Magistrates Court will address the gun court today. Gregory Hilton, defence attorney for Anwar Smith, 28, of Garden Hills, will ask Magistrate Joyanne Ferguson-Pratt to allow three of the alleged victims of the crimes to testify that the charges brought by police against his client are false. Prosecution alleges that Smith, on Wednesday, January 4, was in possession of a handgun with intent to put Mural Agustine, Lynda Agustine and Velande Gerlin in fear of their lives. It is further claimed he caused nearly $800 worth of damage to a 2000 Honda Civic belonging to one of the complainants. The accused was arraigned last Friday and was not required to enter a plea. He was also informed that during todays hearing, he would know if the prosecution intended to fast track the case to the Supreme Court for trial. Mr Hilton told the court that the complainants had only made one complaint at CDU concerning the accused, and that was in relation to the fourth charge of causing vehicle damage. Accordingly, Mr Hilton said the complainants were outside the courtroom prepared to tes tify if given the chance. How can police lay charges against persons and not verify them with the complainants? he asked. LOCAL NEWS PAGE 6, MONDAY, JANUARY 9, 2012 THE TRIBUNE BELOVED Andros educat or Reverend Bertram Newton was the first to be honoured in the month-long renaming schedule for several public schools in the country. Prime Minister Hubert Ingraham traveled to Andros on Friday, to officially rename t he Red Bay Primary School to Bertram A Newton Primary. Mr Ingraham said he is p rivileged to rename the school in honor of a devoted son of Andros and a beloved member of the historic community. Rev Newton is no longer with us. But how good it is that his family and friends, former students and those he mentored, as well as others who admired him are gathered to acknowledge his many contributions. During his many decades as an educator, R ev Newton worked tirelessl y to build competence, form the character and cultivate citizenship within generations of students, he said. Through his efforts, the children of Red Bays grew an appreciation of their West A frican and Native American a ncestry. Rev Newton also s ought to safeguard the nat ural and cultural heritage of Andros and our Commonwealth and he was as passionate about nurturing ands afeguarding some of our g reatest and most precious t reasures. According to a party release sent last n ight, Prime Minister Hubert Ingraham m et with party executives on the island this weekend. Howard Johnson has been recommended for the South Eleuthera seat, and Theo Neilly has been selected f or North Eleuthera. Mr Neilly will replace sitting MP Alvin Smith who will not be seeking re-election, the party has confirmed. M r Smith, current Speaker of the House, entered front-line politics in 1992 w hen he unsuccessfully contested the G overnors Harbour, Eleuthera Con stituency. T he Eleuthera native was appointed to the Senate by the newly elected FNMG overnment and appointed Parliament ary Secretary in the Ministry of Education in 1995. He served as vice president of the Senate from 1992 to 1995 and as Chairman of the Air Transport Authority. He was e lected to the House of Assembly in 1997 and served as Executive Chairman of the Bahamas Agricultural and Industrial Corporation (BAIC M r Smith was re-elected Member of Parliament for North Eleuthera in 2002 a nd served as official leader of the Free N ational Movement in Parliament until November 2005. A t Home After the Holiday: Break down boxes, espec ially for expensive electron ics, into small pieces and discard them in non-clear trash b ags. Keep valuables hidden from view of outside windows. Lock all doors and win dows even when leaving the home for a short period oft ime. Leave spare keys with a trusted neighbor rather than hiding them outside, such as under doormats or in fake rocks. Burglars are not fooled by most hiding places. Indoor and outdoor lights on an automatic timer should be used whenever possible. When youre away from your home for an extended period of time, have a neighb or or friend watch your house. Beware of strangers at y our door. Criminals can pose as couriers or soliciting donations for fake charita ble causes while driving on t he streets. Ask for identification or information about a charity. In the Car After The Holiday: Lock all doors and roll u p all windows even when leaving the car for a short period of time. Bring items purchased into homes overnight rather than leaving them in yourc ar. When shopping, keep packages in the trunk or hid-d en from view in the interior of the car. Put all of your packages in the trunk before depart-i ng one parking lot and dri ving to another. Waiting until your next shopping destina tion allows others to see packages go into the trunk of your car and then you departing into the mall ors tore. Avoid parking next to vans and large trucks that block your space from general vision of others. Make a mental note or w rite down exactly where y ou park your car to avoid w andering around longer than necessary. During the day, park away from buildings to reduce the chance of dingsf rom car doors or shopping carts and the likelihood of vandalism. At night, avoid secluded areas and park directly under lights whenever possible. Look underneath your car before you reach it when returning from shopping;c riminals can lie underneath and wait. While Shopping During The After Christmas Sales: Use a credit card in o rder to avoid thefts of large a mounts of cash that cannot be replaced. Shopping with a single c redit card is preferable it is easier to cancel one rather than several if your wallet or p urse is stolen. Keep purses zipped and i n your possession close to your body rather than leavi ng it in your shopping cart where it is more susceptible to theft. Two unrelated persons said they tried dialling both 911 and 919, but the lines just rang and rang for several minutes. Despite calling each num ber more than five times, nei ther ever got through to an emergency service official. Thank goodness it turned out to be a false alarm, said a woman who called about reports of a break-in yesterday afternoon. Someone called to say a man dressed in black was breaking into my sisters house. They saw the man throw something over the fence and then enter the property. In the end, it turned out to be a workman doing a job on the property, who was playing catch with the dog, but what if it had been a real emergency? I called and called and nothing happened. I almost had a heart attack until my sister called to explain what was going on. The woman said she under stands that all the operators may have been busy with other calls, but there should at least be an answering machine system in place to ensure no emergencies go unaddressed. The other person, who called emergency services at 2am, said he cant be sure if anyone ended up hurt as a result of the unanswered calls. It was late and I was driving home. It was a cold night, so I thought it very strange to see a young man walking with his shirt off in an empty lot near Montagu. He looked like a tourist and appeared to be stumbling about, kind of disoriented. After I passed him, I said to myself, Maybe I should just let the police know hes there. If he was a tourist, he could have been very drunk, or a robbery victim who lit erally had the shirt stolen from his back or both. Lord knows, the last thing we need in these difficult economic times is a tourist going missing, so I thought asking a squad car to check on him wouldnt be such a bad idea, he said. The man said he called both emergency numbers repeatedly, but also got no answer. When told of the womans experience, he said: It could just be a coincidence, but I really hope the emergency lines havent unmanned from 2am to 3pm on the same day. Thats more than 12 hours. A ccording to reports, the men entered John Chea, on Wulff Road, armed withh andguns and demanded cash sometime after 4pm Saturday. The robbers escaped with an undetermined amount of cash w hen they fled the area on foot. Meanwhile, police recovered two handguns and arrest e d a juvenile found in posses sion of an imitation firearm. The 16-year-old boy was a rrested at Lewis Street, off Market Street, shortly after 9pm on Saturday. The firearms were discovered by officers oft he Southeastern Division in a busy area off Charles Saunders Highway sometime around 5 .30pm the same day. He said: There is much to be done to combat the rising level of violence that is affecting the youth of our nation. By SIR RONALD SANDERS THE Government of Canada has placed itself in the f ront of the drive to reform the 54-nation Common-w ealth. The 62-year old organization should be all the better for Canadas initiative. At the end of last year, Canadas Foreign Minister, John Baird, announced the appointment of Hugh Segal as Canadas special envoyf or commonwealth renewal. Segal is a much-respected s enior member of the Canadian Senate. He is also a former chair and present member of the Standing Senate Committee on Foreign Affairs and International Trade. That experience served him well asa leading member of the Comm onwealth Eminent Persons Group (of which I was also am ember) that delivered a report on urgent reform of the Commonwealth to its Heads of government at their meeting in Australia last October. The EPGs report entitled, A Commonwealth of the People: Time for UrgentR eform, dominated the Australia summit and is nowr egarded as a seminal document in the Commonwealths history and a solid basis for re-organizing the grouping to make it relevantt o its times and its peoples. B ut some governments found key recommendations of the report unpalatable, particularly a much misunderstood proposal that the Commonwealth should have a C ommissioner for Democrac y, the Rule of Law and Human Rights. Some governments wrongly interpreted this proposal as an attempt by the white Commonwealth governments to create a stick with which to beat black Commonwealth governments whose respect for Democracy in all its forms is lacking or deficient. Otherg overnments argued that the priorities for developing countries were environment, migration, debt and health and that these issues were far more important than a Commissioner for Democracy. T he arguments advanced against the Commissioner missed the point that much oft he EPG report centred on development issues, including all that the governments identified and much more besides.F urther, the EPG recommended that the largest portion of the Commonwealths resources should be devoted to development. However, the post of D emocracy Commissioner is v itally important. The report argues that just as there can be no democracy without devel-o pment, there can be no development without democracy. Increasingly, investors whether they are foreign or l ocal are looking for countries where the rule of law is upheld and human rights are r espected. They are perfect ly aware that where countries experience political and sociali nstability, their investment is at r isk however rich in natural resources the country may be. Investors shun or leave coun-t ries whose governments are intolerant of human rights or make laws to suit themselves. T he role of the Commissioner was envisaged by the EPG as one that would help governments to stay on the d emocracy track and thus improve their countries prospects for investment, g rowth and development. Contrary to the view, espoused by some governments that fearedt he Commissioner, the role of the post was not seen as punitive. That role properly belongst o the Commonwealth Ministerial Action Group (CMAG which has the power to susp end or recommend the expulsion of a country. The role of the Commissioner, working with the Commonwealth Secretary-General and the Chairman of CMAG, was seen as one that could help governments that violate the Commonwealths democratic values to re-embrace and enforce them. When such successes occur, the Commissioner could also become an advocate fort he government concerned in the UN and other bodies con-c erned with human rights. The role of the Commissioner is still vital and much needed in many Common-w ealth countries where, for instance, journalists are a bused; women and young g irls suffer discrimination by law; and vulnerable groups are denied rights. In announcing S egals appointment, Foreign M inister Baird made the point that human rights, including the rights of women and reli-g ious minorities, as well as the de-criminalization of homos exuality in certain Commonw ealth countries, will be a f ocus of our government. T his, then, will obviously be an area of Segals focus. It will n ot be the only one. And, developing Commonwealth countries would do well to sup-p ort him in ensuring the implementation of the 100-odd recommendations of the EPG report that directly address their welfare. He has a clear mandate from Canada which is the second largest contributort o the Commonwealths bud get after Britain. Foreign Minister Baird states clearly that Canada continues to press for the EPG recommendations to be implemented. Senator Segalw ill advise me directly on progress and represent me and the Government of Canada in public outreach on Common-w ealth renewal. Developing Commonwealth countries should take M inister Baird at his word, and they should engage Segal in the implementation of ther ecommendations that would b enefit them. For countries of the Caribbean, debt is now a hugep roblem. The EPG made solid recommendations on how the Commonwealth couldh elp Caribbean countries and other small states burdened by debt to meet this challenge and how the richer Commonwealth countries could help t o champion their cause and b ring about change in the international financial archit ecture that is desperately needed if these countries are to survive. One critical reform recommended by the EPG is that the criteria used by intern ational institutions to determine eligibility for low cost f inancing should be radically a ltered. No longer should it be only the rigid rule of per capita income, it should also include a countrys level of i ndebtedness, its capacity to f inance development prog rammes; and the higher costs i t pays for trade because of its remoteness. T his is only one area of the EPGs recommendationsf rom which developing count ries and Caribbean countries would benefit from joining with Canada in their adoption by the Ministerial task force appointed by CommonwealthH eads of Government to oversee their implementation. Another one is a programme t hat encourages direct investment by firms from large Commonwealth countriesi nto smaller ones that will not o nly create jobs and reduce poverty, but also increase trade. There are 100 more opportunities in the EPG recom mendations to make the C ommonwealth matter to its people and deliver benefits to them. Canada is taking the lead in seizing them for which t he government should be applauded.
