During this season we have continued our auto- mation program in the Test Rooms in processing plants. We now have fifteen plants automated, and within the next six months we will add an additional ten. This automation program will practically elim- inate the human element for determining the pounds of solids per box of citrus fruit. The overall deal, as far as rendering service to our growers and shippers, was a success. A large part of the success is due to the good work done by employees of the Division. Also contributing to the success was the excellent cooperation we received from every segment of the fruit, vegetable, nut and grain industries. Respectfully, H. M. WESTBROOK Chief Bureau of Technical Control Period of Employment 1937 -1979 Dr. Westbrook was Chief of the Bureau of Technical Control for the division. He joined the agency in 1937 in Clermont and a year later transferred to Winter Haven where he served the remainder of his career. In 1970, Westbrook was presented the Florida De- partment of Agriculture's "Outstanding and Dedi- cated Service Award." He was also one of the early members of the State Air Pollution Control Com- mission which eventually became the Environmental Regulation Commission. He was respected for his testing procedures, in- cluding the use of computers, and an authority on the use of an analysis for using arsenic on various citrus varieties. REPORT OF THE BUREAU OF VEGETABLE INSPECTION The 1978-79 season has been the most successful in recent years for the Bureau of Vegetable inspection. The Bureau inspected and certified thirty different types of produce, of these 72% of the products showed an increase in the total number of packages certified for the 1978-79 season. In addition the demand for quality control inspectors has continued to grow, which is not reflected in the above figures. The lime and avocado industries have made tremendous recoveries from the devasting freeze in January, 1977. The production of limes and avocados has more than doubled over the 1977-78 season. Tomato production in the state showed an increase of over 5 million 30 lb. packages, even though the acreage planted was reduced. The Gadsden County fall and spring tomato crops showed an increase in production. Even though this area is outside of the marketing order production area and inspection is not compulsory, over 90% of the packages shipped were certified by the Vegetable Bureau. Melons........... 20,572 9 REPORT OF THE BUREAU OF CITRUS INSPECTION Season 1978-79 Good impartial inspection and certification of all citrus fruit shipped in fresh form, at a reasonable cost. is the main function of the citrus bureau. In operation. Inspection personnel are assigned to citrus packinghouses as re- quired and routinely transferred to fresh processed or vegetable inspection jobs when the need arises. While the average fresh citrus packinghouse runs only about 7 months in a given season, a few will operate as long as 10 months Most of the bureau's field personnel continue to accept out-of-state summer assignments return- ing to Florida citrus and vegetable inspection jobs in the fall of the year. Maintaining a high level of proficiency and uniformity of grade interpretation is of utmost import- ance in inspection work. Inspection procedures are constantly updated to conform with changing packinghouse operations, changes in citrus regulation, marketing or- ders and grade standards. Inspectors are required to attend a refresher course con- ducted by the bureau at the start of each shipping season and pass a written examination on same. During the 1978-79 citrus fruit season (August 1 through July 31), over 71 million 4/5 bushel boxes of citrus fruit were Inspected, certified and shipped in fresh form from packinghouses throughout the state. This was 7 million boxes over the previous season and approximately 16 percent of the state's citrus production. Even though the majority of the state's citrus packinghouses still pack by hand, approximately 20 percent have one or more lines of automated or semi-automated packing facilities while other operations within the packinghouses are practically or totally automated. Over 128,000 1-3/5 bushel boxes of citrus fruit had to be *destroyed by inspectors as unfit for human consumption (*or diverted to resources such as animal feed). Because citrus inspection is mandatory, all truck passing are checked for proper certificates and loading manifest by the road guard bureau at highways leading out of state and all westbound Suwannee River crossings. The road guard bureau and the citrus bureau cooperate fully in this regard. REPORT OF THE BUREAU OF PROCESSING PLANT INSPECTION AND FUMIGATION Season 1978-79 The Bureau of Processing Plant Inspection and Fumigation has the responsibility for the inspection and certification of all fresh citrus for processing, and the fumi- gation and certification of all citrus for export to Japan. This past season more than 7,000 trailer loads of citrus were fumigated at the two fumigation stations located in Winter Haven and Fort Pierce for a total of 7,912,052 415 bushel cartons. This was an increase of approximately 3,400,000 cartons from the past season. Fumigation is carried out over a twenty-four period using twenty trained department personnel during the peak periods. This past season 84% of all citrus was inspected and certified by trained field per- sonnel of processing plants statewide. This inspection is made initially for conditions to prevent the processing of unwholesome or decayed fruit, and then for maturity and internal quality. The internal quality analysis is used by processors for blending purposes as well as for determining the value of the load to the grower. This past season some 400,040 load evaluations were made by trained personnel under this Bureau. This Bureau works closely with the Bureau of Technical Control to assure that the equipment used in the extraction and testing process as well as the sampling system is maintained in a satisfactory condition to assure accuracy as well as uni- formity. An additional responsibility of this Bureau is monitoring the staffing of all Fresh Fruit Packing Houses and Processing Plants statewide. Staffing is based on man hours per box at packing houses and man hours per load at processing plants. Weekly tabulations are made for each packing house and processing plant showing the order of effectiveness. An annual report listing each packing house and process- ing plant in order of effectiveness is given to appropriate personnel for each pack- ing house or processing plant. These Stations are a Bureau under the Division of Inspection, with headquarters in Tallahassee. All Stations are manned twenty-four hours daily, with regular inspectors under supervision of patrolmen and Chief of Road Guards, with headquarters in Trenton, Florida. All trucks carrying citrus fruit are stopped for proper clearance papers and citrus passing are reported to this office daily. GENERAL. This Bureau s responsible for all technical duties in connection with the administration of the Citrus Code, including extensive laboratory, administrative. and field duties. The laboratory program Involves but is not limited to routine analysis and testing of fruit treatment materials, preparation of standard testing solutions, supply of inspection equipment and materials to the field force, the arsenical spray enforcement program, and the monitoring of pesticide residues and food additives on citrus and in citrus products. Approximately 850 samples were analyzed through sophisticated export shipments of fumigated grapefruit for ethylene d bromide residues and other additives has been increasingly important, and with excellent industry cooperation has assured importers of compliance with their particular regulatory requirements The administrative responsibilities of this Bureau include extensive work in connection with both packing house and processing plant inspection, as outlined under (3) and (4) below, and rost of the technical advisory consultin work of the Division, including such matters as technical papers and technical conferences and meetings with the industry 2. ARSENICAL SPRAYS. In connection with the arsenical spray provisions of the Code, field inspectors who find traces of arsenic or leaves from orange and tangerine trees during the summer months, submit samples of both leaves and fruit to the laboratory for analysis When arsenic is found in violation of the Code the affected fruit cannot be used for hurr an consumption (Most of the violations are caused by carelessness cue to imDroper cleaning of spray aanks after spraying other fruits, the use of high-pressure sprayers too near orange and tangerine trees, and spraying or dusting when the wind is blowing Approximately 4 400 boxes of oranges and tangerines were found to contain arsenic in violation of law and withheld from utilization, mostly through voluntary elimination upon notice to the owner 3. FRESH FRUIT. By Department of Citrus rule, all packing houses shipping more than 200.000 boxes (4/5 bu ) of citrus fruit during the preceding season are required to install AMC Model 2700 single-head extractors in the testrooms. Some 124 such extractors nave been leased from the Automatic Machinery Corporation, and individually released to licensed dealers. The Technical Bureau handled setting, maintenance and servicing in order to insure uniformity of testing procedures 4. PROCESSING. These responsibilities of the Bureau involve both laboratory and technical field work under Department of Citrus rules in conjunction with the setting up and carrying out of the maturity testing, condition, and load evaluation programs at all citrus processing plants; and furnishing liaison personnel in the coordination of fresh fruit inspection at all canning and concentrating plants with the finished product inspection. This work may be summarized as follows: (a) Condition inspection Inspection for wholesomeness is handled by field pro- cessing plant inspectors The Technical Bureau is concerned with adequacy of sampling and interpretation of applicable requirements (b) Maturity & Internal Quality Inspecion This is the basic program carried out by processing plant inspectors The Technical Bureau furnishes equipment and technical, but not administrative supervision. Comprehensive records of the load evaluation data (average percent acid, solids, and juice content), are compiled and distributed by the Bureau each week to the industry. A summary of this information is included with the cannery data. Improvements in testing procedures and maintenance of equipment, including the Kinsey samplers, are a major portion of the Bureau's work in conjunction with the load evaluation (pounds of solids) testing program. The 55 FMC Model 091B leased testroom extractors were set, maintained, serviced and checked for uniformity of operation against the mobile (truck-mounted) extractor control unit, which is a continuing responsibility of the Technical Bureau. The new program to automate testroom procedures and equipment, including deter- mination and printout of all weighing, percent acid, degrees Brix, with all calcula- tions and certification performed through a mini-computer and teletypewriter, was operated very successfully at 13 commercial plants. The industry and this Division have agreed that the systems will produce uniformity of operation and labor-saving, and have ordered 10 additional units for the 1979-80 season. (c) Auditing Inspection for Yield. Each plant processing oranges is required by the Department of Citrus regulation to certify weekly that the yield of orange products for the preceding week did not exceed four percent more than the cal- culated yield based on the oranges received This same regulation further requires that the Inspection Service audit plant records for verification purposes. The Technical Bureau handles the auditing as an added responsibility, and em- ployed a special highly-trained inspector on a part-time basis for field work in this area (d) Grade Inspection of Finished Pack Close liasion was maintained with the Food Safety & Quality Service, United States Department of Agriculture, who by contract with the Florida Department of Agriculture & Consumer Services performed the grade inspection and certification of the finished pack and other controls necessary under the Code Irregularities reported by the United States Department of Agriculture inspectors were promptly followed up by this Bureau, and necessary corrective measures taken to insure compliance with the Code 5. A complete listing of all citrus fruit dealers and their agents is compiled several times each season. Administrative responsibilities include extensive field work in the investigation of purchases or sales of citrus fruit in all forms. Complaints involving citrus fruit are filed with the Commissioner of Agriculture and handles as provided for in the Citrus Code and other applicable Statutes. The appropriate order, based on sworn testimony, is entered in the matter by the Commissioner with provision for suspension of license for failing to comply. All interested parties are served with the Order and the file is closed upon compliance.
