I gratefully acknowledge and appreciate the work of all Department employees of this Division, the cooperation given the Division by the fruit and vegetable industry organizations, each individual shipper and processor to whom we render the 'Orvice. The 1961-1962 season broke all records for tonnage on total boxes certified (fresh channels 34,783,396 - cannery utilization 109,697,718). The canned pack likewise was a record 177,855,242 cases (equivalent 24 No. 2's,. Section Reports: Vegetable, page 8; Bond and License, page 47-77; Technical, page 44-46. The graph on page 6 depicts the most ready picture of our operation for the entire season. It is noteworthy to review the close balance of tonnage and personnel throughout the season. General. The Citrus Technical Section is con- cernea with all technical duties in connection with the administration of the Citrus Code. These duties include, but are not limited to, routine analyses and testing of fruit treatment materials, preparation of standard testing solutions, supply of inspection equipment and materials to the field force, the arsenical spray enforcement program, certain field work as outlined below, and, under the Division's policy of cooperation with the in- dustry, a limited program for monitoring of pes- ticide residues and food additives on citrus and in citrus products. In addition, all technical ad- visory and consulting work of the Division is handled through this section, including such mat- ters as technical papers, meetings with the in- dustry, lectures and demonstrations to students at the University of Florida and elsewhere. 2. Arsenical Sprays. In connection with the arsenical spray provisions of the Code, field inspectors who find traces of arsenic on leaves from orange and tangerine trees during the summer months, sub- mit samples of both leaves and fruit to the lab- oratory for analysis. When arsenic is found in violation of the Code, the affected fruit cannot be used for human consumption. (Most of the viola- tions are caused by carelessness due to improper cleaning of spray tanks after spraying other fruits, the use of high-pressure sprayers too near orange and tangerine trees, and spraying or dust- ing when the wind is blowing.) Several thousand boxes of oranges and tangerines were found to contain arsenic in violation of law and withheld from utilization, mostly through voluntary elimina- tion upon notice to the owner. 3. Processing. Additional duties of the Technical section include both laboratory and technical field work under Citrus Commission regulations in connection with the setting up and carrying out of the maturity testing, condition, and load evaluation programs at all citrus processing plants; and furnishing liaison personnel in the coordination of fresh fruit inspection at all can- ning and concentrating plants with the finished product inspection. This work may be summarized as follows: (a) Condition Inspection. Condition inspection of all citrus fruit received at processing plants is maintained to prevent the processing of de- composed, unsound, or stale fruit. Daily reports are filed covering all fruit received and processed at each plant. (b) Maturity & Internal Quality Inspection. Under the Florida Citrus Code of 1949 as amend- ed, all citrus fruit canned or concentrated is sub- ject to the maturity requirements throughout the entire season. Representative samples were drawn, generally mechanically, from each load received, accurately analyzed, and certificates issued thereon. Information thus obtained not only insured compliance with the Code, but was used extensiely by the industry in maintaining uni- form quality by proper blending, and also as im- partial data on all lots received. When gallons or pounds of juice per box was requested by the processor on an optional basis for the determination of pounds solids, commer- cial juice extractors, modified to suit inspection needs, were employed in the testing procedure. Forty-three plants used this extra service dur- ing the season, with approximately 99'; of all oranges being inspected on this basis. As a further service, comprehensive records of average percent acid, solids, and juice content, by weeks, are compiled by this section for the information and use of the industry. A summary of this information is included with the cannery data. It is necessary during each season to work con- tinuously towards improvements in testing pro- cedures and equipment. Extraction and finishing equipment is being standardized. Small scales are being replaced by printing-type platform scales. An electronic "Brixometer" is now being perfected for greater efficiency in determining amount of solids in the sample. Even more com- plex systems are under study. With assistance from industry, the citrus machinery companies, and the various research organizations, the en- tire testing operation is continuously being modernized. Ic) Grade Inspection of Finished Pack. Close liaison was maintained with the Agricultural Marketing Service, United States Department of Agriculture, who by contract with the Florida Department of Agiiculture performed the grade inspection and certification of the finished pack and other controls necessary under the Code. Irregularities reported by the United States De- partment of Agriculture inspectors were promptly followed up by this section, and necessary cor- rective measures taken to insure compliance with the Code. 4. Fruit Treatment Materials.
