Report of the Cannery Department 1956-1957 Season This department assists the field force in the application of condition inspection and maturity and internal quality inspection of all fruit received at the processing plants, and grade inspection of the finished pack through contractual agreement with the United States Department of Agricul- ture. CONDITION INSPECTION Condition inspection of all citrus fruit received at processing plants is maintained to prevent the processing of decomposed, unsound, or stale fruit. Daily reports are issued covering all fruit received and processed at each plant. MATURITY & INTERNAL QUALITY INSPECTION Under the Florida Citrus Code of 1949 as amended, all citrus fruit canned or concentrated is subject to the maturity requirements throughout the entire season. Repre- sentative samples were drawn, generally mechanically, from each load received, accurately analyzed, and certificates issued thereon. Information thus obtained not only in- sured compliance with the Code, but was used extensively by the industry in maintaining uniform quality by proper blending, and also as impartial data on all lots received. When gallons or pounds of juice per box was requested by the processor on an optional basis for the determination of pounds solids, commercial juice extractors, modified to suit inspection needs, were employed in the testing procedure. As a further service, comprehensive records of average percent acid and solids, and juice content, by weeks, are compiled by the department for the information and use of the industry. A summary of this information is included with this report. GRADE INSPECTION OF FINISHED PACK Close liaison was maintained with the Agricultural Marketing Service, United States Department of Agricul- turd, who by contract with the Florida Department of Agriculture, performed the grade inspection and certifica- tion of the finished pack and other controls necessary under the Code. Irregularities reported by the United States Department of Agriculture inspectors were promptly fol- lowed up by this department, and necessary corrective measures taken to insure compliance with the Code. All stations were manned to operate twenty- four hours daily: and regular station inspectors were sup- plemented by patrolmen who were on duty, or subject to call .at all tines to maintain contact with stations, and patrol highway .against evasions and assist in prohibiting the move- ment of restricted grades and sizes under Federal Marketing Agreement. "Thesc stations checked passing of vegetables, making reports directly to the State Marketing Bureau at Jacksonville. Citrus pissings are reported to this office daily. In addition, incoming trucks are checked and reports made on passing into Florida on eggs and livestock with reports going directly to the Tallahassee office. A further portion of the laboratory work is the preparation and maintaining of field supplies for inspectors, which is continuous throughout each season. In connection with the arsenical spray provisions of the Code, field inspectors who find traces of arsenic on leaves from orange and tangerine trees during the summer months, submit samples of both leaves and fruit to the laboratory for analysis. When arsenic is found in viola- tion of the Code, the affected fruit cannot be used for human consumption. (Most of the violations are caused by carelessness due to improper cleaning of spray tanks after spraying other fruits, the use of high-pressure sprayers too near orange and tangerine trees, and spraying or dusting when the wind is blowing.) Several thousand boxes of oranges and some tangerines were found to contain arsenic in violation of law and withheld from utilization, mostly through voluntary elimination upon notice to the owner. Additional duties of the laboratory department include both laboratory and field work under Citrus Commission regulations in setting up and carrying out the maturity testing and load evaluation programs at all citrus process- ing plants; and furnishing liaison personnel in the co- ordination of fresh fruit inspection at all canning and con- centrating plants with the finished product inspection.
