As to citrus, fresh fruit movement fell short of can- nery utilization by better than 131/2 million boxes. Can- ners will utilize over 50 million boxes of this season's crop, with the big increase in favor of oranges (3/5 of the total). The 1947-1948 season was a record production of better than 91 million boxes, with oranges exceeding the estimate by a figure close to the amount of grapefruit charged off as "economic abandonment". Shipping holidays and the embargo period, each for a week, encouraged spasmodic operations; this, with con- stant changing of regulations affecting fresh fruit move- ment, made it difficult to maintain a balance of man power with tonnage. There were 1159 licensed dealers and 48 registered packing and processing plants on citrus this season. In addition, there were 45 registered lime shippers, with an increase of approximately 10% in tonnage over last sea- son. The vegetable branch of the Division had a compara- tively good season, on tonnage. The fastest deal, and by far the greatest in tonnage, was watermelon inspection, which is always for a short duration. The over-all vegetable tonnage inspected this season was 28,486 equivalent car- lots. (See break down pages 76 and 77). Citrus and Vegetable tonnage, certified in fresh form, shows 100,000 carlots, with cannery utilization of citrus at an equal figure. Personnel employed reached a new high this season due to record tonnage on both citrus and vegetables. I wish to gratefully acknowledge the cooperation and services of every individual connected with the Division this season; also, to thank all industry organizations, every citrus and vegetable shipper, and every canner for their coopera- tion and support of the service of this Division. Arsenical Spray Law Enforcement Season 1947-48 Twenty-two field inspectors, under the supervision of the chief laboratory inspector and arsenic supervisor, made over 43,000 arsenic tests of spray or dust residue on leaves from orange and tangerine groves over the entire citrus belt. When traces of arsenic were found on the leaves to indicate any grove had been arsenated, samples of both leaves and fruit were submitted to our Winter Haven lab- oratory for analysis. The shipment of approximately 5,057 boxes of oranges and tangerines that contained arsenic in violation of the law, was prohibited. The majority of violations were caused from use of spray tanks and duster hoppers after spraying or dusting other fruits with arsenical sprays and dust without properly/ washing the spray tanks or duster hoppers. Report of Laboratory Division During the 1947-48 season the laboratory work con- sisted principally of analytical regulatory work in connec- tion with the enforcement of the Arsenical Spray Law, the Citrus Maturity Law, the Color-Added Law, the Law Regu- lating the Use of Soaps, Oils, Waxes, Gases, etc.; technical investigations relative to these laws; and the preparation and issuance of field supplies for inspectors. In addition, considerable field work was carried out in connection with the Unwholesome Fruit Law and the Lime Maturity Law. Application of this law is under the direction of the Commissioner of Agricul- ture through regulations of the Florida Citrus Commission. This Division maintains inspection at all citrus can- ning and processing plants within the State, through a serv- ice of periodic and representative inspection of fruit re- ceived for canning. Daily reports are issued covering all fruit received during the period the inspector is on duty at each plant. This work is in addition to that required at each canning plant during the maturity season which expires December 1st of each year. While the work under this Act does not call for full time service during the entire period of operation of the cannery, it has, over a period of years, greatly attributed in improving the condition of fruit utilized at canning plants. However, it does not call for any check on the quality and quantity of juice. In addition to maturity (to December 1st) and con- dition inspection this Division, in conjunction with the Florida Canners' Association, furnishes the service of a sanitary inspector who makes scheduled and routine visits to all plants in the State. This service was of great assist- ance in maintaining satisfactory condition of fruit received for utilization. Moreover, it was a means of maintaining a greater degree of uniformity of application of condition inspections at all plants. Fruit received at canning plants this season will show an all-time record with utilization running better than 30 million boxes oranges, 19 million boxes grapefruit and /2 million boxes tangerines. ROAD GUARD STATIONS AND PATROL Nine Road Guard Inspection Stations were maintained on all roads leading out of Florida or into the northwestern part of the State, where all trucks carrying citrus fruits were checked for proper inspection papers, inspection and advertising fees, and fruit itself. All stations were suffi- ciently manned to operate 24 hours daily and regular station inspectors were supplemented by three patrolmen who were on duty, or subject to call, at all times to maintain contact with stations and patrol highways against evasion, and to assist with administering the Federal-State Marketing Agree- ment in prohibiting the movement of restricted fruit. The stations furnish copies of their Daily Passing Reports of citrus fruit to the Growers Administrative Committee in Lakeland who in turn passes this information on to the Federal-State Marketing News Service for use in their Marketing News Reports. These stations also check truck passing for vegetables and report these passing to the State Marketing Bureau at Jacksonville. In addition these stations examine incoming trucks and report the passing of eggs to the Florida Inspection Bureau at Tallahassee.
