Sir: I have the honor to submit herewith report of the Citrus Inspection Bureau for the season 1938-39, containing a record of shipments of oranges, grape- fruit and, tangerines from September 1, 1938, through June 30, 1939, also other phases of the work done by this Bureau. It is with pride and pleasure that I wish to point out the fine record of loyal and efficient service of the Bureau, including the office personnel, the inspectors in the field, the road guards and the laboratories. I wish to gratefully acknowledge and call to your attention the splendid co-operation given us by the industry as a whole, and especially the Citrus Com- mission, whose co-operation and advice was always available and proved of great value to us in effec- tively enforcing the laws. JJT :pg Summary of Shipping Record for 1937-38 Season The shipping records appearing in the Annual Report of the Citrus Inspection Bureau for the 1937-38 season were neces- sarily closed as of June 30, 1938. During July and August, the remaining months of the 1937-38 season, 30,500 boxes of grape- Boxes Grapefruit 8,007,947 Boxes Oranges 21,409,903 Boxes Tangerines 1,969,232 fruit, 156,215 boxes of oranges and 27 boxes of tangerines were certified and shipped, of which 27,832 boxes of oranges were "Color Added." In addition to the regular stations Patrol men were on duty at all times to see that no trucks carrying citrus fruit evaded the station inspection. The Federal Court on March 23rd granted an injunc- tion against the Commissioner of Agriculture pre- venting further enforcement of this law. Arsenical Spray Law Enforcement 1938-39 SEASON Field Inspectors made 22,985 arsenic tests of spray or dust residue on leaves from orange and tangerine groves over the entire citrus belt. When traces of arsenic were found on the leaves to indicate any grove had been arsenated, samples of both leaves and fruit were submitted to our Win- ter Haven Laboratory and were analyzed for arsenic under supervision of the State Chemist, or his assistant. Approximately 110,000 boxes of oranges and 55,- 000 boxes of tangerines, that contained arsenic in violation of the law, were condemned and destroyed. C. P. DAVIS, Chief Laboratory Inspector.
