Much has been said during the past month about redistricting -
and what it does and does not mean. The confusion
comes from the fact that the School, Board and County Com-.
mission districts have different criteria, as established' by law. : STEAK Ib 9S
and they have set up different district lines. .
The law calls for school Board districts to be divided according
to the number of registered voters. The County Commission :

These criteria could-greatly :affect the size of a district.,

population and the adults have a nearly 100'percent voter reg

ratio and a much lower percent of voter registration, .both due,
largely, to the large Negro ,population. Thus 'under the law,

As a matter of fact, Flagler Beach does not..have a resident
