RETURN OF ADMINISTRATOR.
With reference to Government Notice No. 18 of 15th January, 1953, His
Honour W. F. COUTTS, M.B.E., Administrator, returned to the Colony by air
at 3.15 p.m. on 17th January, 1953.

ACTING GOVERNOR.
With reference to Government Notice No. 17 of 15th January, 1953, His
Honour WALTER FLEMING COUTTS, M.B.E., Administrator of St. Vincent,
to-day took the prescribed Oaths as Acting Governor and Commander-in-Chief
of the Windward Islands in accordance with the provisions of Sub-section (1) of
Article 8 of the Windward l,;ands Letters Patent bearing date 27th August,
1951, and assumed the Aiiniistration of the Government of the Windward
Islands.
His Excellency Mr. COUTTS expects to proceed to Grenada about 24th
January.
19th January, 1953.

GOVERNOR'S DEPUTY.
His Excellency the Acting Governor of the Windward Islands has appointed
Mr. L. OOOLS-LARTIGUE, Chief Secretary, Windward Islands, as Governor's
Deputy with effect from today, and until further notice.
The relevant Commission is published in this issue of the Gazette.

ACTING ADMINISTRATOR.
The Honourable CYPRIAN BERNARD GIBBS, Assistant Administrator,
today took the prescribed Oaths in accordance with the provisions of Sub-
section (2) of Article 7 of the Windward Islands Letters Patent bearing date
27th August, 1951, and assumed the Administration of the Government of St.
Vincent consequent on the assumption of the Administration of the Govern-
ment of the Windward Islands by His Excellency W. F. COUTTS, M.B.E.
(A. 49/1949).

By His Excellency WALTER FLEMING COUTTS, Member of the Most
Excellent Order of the British Empire, Acting Governor and Commander-
in-Chief in and over the Windward Islands, comprising the Islands of
[ L.S.] Grenada, St. Vincent, St. Lucia and Dominica, and their Dependencies,
issued under my Hand at Government House, Saint Vincent, and the
Public Seal of the said Island of Saint Vincent this 19th day of January,
One thousand Nine Hundred and Fifty-three.

GREETINGS :

By virtue of the power and authority in me vested by Windward Islands
Letters Patent bearing date at Westminster the twenty-seventh day of August, One
thousand nine hundred and fifty-one; I do by this Commission under the Public
Seal of the Island of Saint Vincent appoint you the said LOUIS COOLS-LARTIGUE,
Chief Secretary, Windward Islands, to be nru, Dputy within the said Windward
Islands from on or about the 19th day of Jani, ry. One thousand nine hundred and
fifty-three and until further orders, and in that capacity, should the necessity
arise for so doing, to exercise, perform, and execute for and on behalf of the
Governor and Commander-in-Chief of the Windward Islands during the period
recited, but no longer, all things that belong to the office of Governor and
Commander-in-Chief of the Windward Islands according to the tenor of such
Letters Patent already recited or in other Letters Patent adding to, amending or
substituting for the same, and subject to the Royal Instructions and other
Instructions passed under the Royal Sign MLnue 1 ,nd Signet to the Governor and
Commander-in-Chief of the said Windward 1 dis of Grenada, St. Vincent, St.
Lucia and Dominica, and during Her Majestys.; pleasure :

II, AND I Do HEREBY direct that you the said LOUIS COOLS-LARTIGUE shall
not continue to act as Deputy to the Acting Governor after the Governor has
arrived at Grenada or some other Officer having a prior right so to act or to
administer the Government of the Windward Islands has notified that he is about
to assume it :

III. AND I Do HEREBY require and command all and singular Her Majesty's
officers, civil, military, naval, air and otherwise, and all others the inhabitants of
the said Windward Islands and all others whom it may concern to take due notice
hereof and to give their ready obedience accordingly.
