following appointments on transfer with effect
from 7th April 1975:-
(a) Mr. C. C. SAMUEL, Permanent Secre-
tary, Ministry of Communications,
Works and Labour as Permanent'
Secretary, Ministry of Education
and Youth Affairs.
(b) Mr. M. V. WILLIAMS, Permanent Sec-
retary, Ministry of Education and

CARIBBEAN COMMUNITY SECRETARIAT
VACANCY FOR CHIEF, COMMODITIES
SECTION.
A vacancy exists at the Caribbean Com-
munity Secretariat for a Chief, Commodities
Section with salary and house allowance at
the rates of G$18,879.00 and G$3,255.00 a year
respectively.
2. Duties:
The successful candidate will be immediately
responsible to the Director, Trade and Inte-
gration Division and his principal duties will
be to advise and assist on all matters relating
to the formation, implementation and coordi-
nation of regional governmental action affeet-
ingtL&development of regional major export

commodities and operation and evaluation of
inter-regional and extra-regional commodity
agreements.
3. Qualifications.
(i) At least a good honours degree in
Economies, Commerce, International
Marketing or other related fields but
possession of a graduate degree
would be an advantage;
(ii) work experience in international
commercial activities (private or
public sector) and knowledge of and
interest in the Region's major agri-
cultural export commodities would
be a positive asset.
4. Full details of duties and other relevant
information may be obtained from the Chief
Personnel Officer. Service Commissions Depart-
ment, Kingstown.
5. The closing date for the receipt of appli-
cations at the Secretariat in Georgetown is
9th May, 1975.

DEPARTMENTAL AND OTHER NOTICES

REMOVAL NOTICE

It is notified for general information that
the offices of the Central Housing and Plan-
ning Authority will be located at New
Montrose on the site of the old works with
effect from. April 1, 1975.


CUSTOMS AND EXCISE NOTICE

It is hereby notified that it is an offence for
Liquor Licensed Dealers or any other person
to sell spirits from vans. buses, or any other
vehicle. Spirits shall only be sold from Liquor
Licensed Premises and shall be accompanied


by a Dealer's Permit during transport to other
Licensed Premises. It is also an offence for
any person to purchase spirits from a vehicle.
Any person found selling or buying spirits
from a vehicle shall be liable to prosecution.
The spirits and vehicle shall be liable to seizure.
All persons presently concerned in this type
of trade are asked to take note and desist from
such illegal practice immediately.

Act, Chapter 219 of the Laws of Saint Vincent,
NOTICE IS HEREBY GIVEN that the follow-
ing Resolution was passed as a Special Resolu-
tion at an Extraordinary General Meeting of
Union Estates Limited held on Monday 13th
January 1975 and confirmed on the 24th Jan-
utry, 1975:-
"That the Company be wound up voluntarily
and that a Liquidator or Liquidators be
appointed for the purpose of winding up
the affairs and distributing the assets of the
Company.

at the aforesaid meeting Mr. Walwyn Spencer

AN ACT to amend the Saint Vincent Constitution Order, 1969.
S.I. No: 1500.

[ 8th April, 1975. ]

Be it enacted by the Queen's Most Excellent Majesty, by
and with the adivce and consent of the House of Assembly of
Saint Vincent, and by the authority of the same, as follows:-

1. This Act may be cited as the Saint Vincent Constitution
(Amendment) Act, 1975, and shall be read as one with the
Saint Vincent Constitution Order, 1969.

2. Section 59(2) of the principal Order is amended by
adding immediately after sub-section (2) the following:-
"Provided that if there are two or more such Elected
Members who do not support the Government but none of
them commands the support of the other or others, the Gov-
ernor may, acting in his own deliberate judgment, appoint
any one of them as Leader of the Opposition.

Provided further that in the exercise of his judgment
the Governor shall be guided by the seniority based on
length of service of the Elected Member and or by the
number of votes polled by the Member at the General
Election.
