WHEREAS by Section 2 of the Commissions of Enquiry Ordinance,
(Chapter 160) it is provided, inter alia, that it shall be lawful for the Governor,
whenever he shall deem it advisable, to issue a commission appointing one or
more commissioners, and authorising such commissioners to enquire into any
matter in which an enquiry would, in the opinion of the Governor, be for the
AND WHEREAS I have deemed it advisable for the public welfare that
an equiry be held to consider on the basis of an assessment of the limitations
of Associate Statehood and the constitutional status of Montserrat, what if any
constitutional advancement should be made in and for the Associated States.and
Montserrat and to make recommendations-including such as may be appro-
priate for approving- the proposals which may be recommended, and the
Commission should have particular reference to:
1. The problem of small States in the international community, bearing
in mind the issue of the financial and economic viability of such Stat .<
2. The worsening terms of trade between developed and developing c '
tries, with special reference to the less developed countries i

3. The current deterioration of the balance of payments position related
to higher oil prices.
4. The cost of administration in the context of the political structure in
the Associated States and Montserrat, individually and collectively.
To consider what if any constitutional advance should be made in and for
the Associated States and Montserrat and to make recommendations-
including such as may be appropriate for approving the proposals which
may be recommended,
AND WHEREAS I have directed a Conmmittee comprising: MEREDITH
ALISTER MCINTYRE Esquire, GEORGE EDWARD WILLIAMS Esquire, Dr. VAUGIAN
LEWIS and ARNIIIM ULRIC EUSTACE Esquire to be responsible for the examina-
tion of the economic and other.issues involved in the terms of reference of the
Commission as aforesaid and to present a Technical Report thereon in writing
to me and to the Commissioners.
NOW THEREFORE I, RUPERT GODFREY JOHN, Knight Governor of
St. Vincent, do hereby in pursuance of the powers vested in me as aforesaid,
issue this my Commission appointing you, The Right Honourable Sir HUGH
OLIiVIERRE BERESFORD WOODING, Q.C. as Chairman, The Honourable Mr. Justice
PHILIP TELFORD GEORGES, Q.C. as Deputy Chairman and the following as
members: GEORGE EDWARD WILLIIMS Esquire, Dr. VAUGHAN LEWIS, ARNIIIn
ULRIC EUSTACE Esquire. I further appoint AUGUSTUS BENJAMIN COMPTON
Esquire as Member and Secretary.
You the said Right Ionourable Sir HucHn OLLIVIERRE BERESFORD WOODING,
Q.C., and other Commissioners, are hereby directed to proceed forthwith upon
receipt of the Technical Report referred to in paragraph 3 of the preamble
hereto, to such places and at such time as may be appropriate and convenient
with due diligence and despatch to enquire into the aforesaid matters and to
report to me in writing upon the same, giving your opinions and recommend-
ations and the reasons leading to your conclusions.
I further direct that you the said Right Honourable Sir HUGH OLLIVIERRE
BERESFORE WOODING, Q.C., and the other Commissioners furnish me separately
with a full statement of the proceedings of the Commission.
I further direct that, except to the extent to which it may be found neces-
sary by you to hold a part of the enquiry in private, the enquiry shall be held
And I further direct that any three (3) of you the said Commissioners
shall constitute a quorum for the purpose of any part of this enquiry.
And this my Commission shall continue until you have finally reported.
