2. The Terms of Reference of the
Board are as follows:
1. To advise Government on the
economic development of the terri-
tory generally and in particular-

and make recommendations to Gov-
ernment in respect of:
(a) the agricultural progress and
development of the territory;
(b) the establishment of manufac-
turing industries including, the
manufacture of agricultural
(c) the development of tourism;
(d) the sale and marketing of the
products of all industries;

improvements as aids to eco-

ment may refer to the Board.
3. Efforts have been made to secure
the services of an Economic Adviser for
the Territory and information has now
come to hand that the Bureau of Tech-
nical Assistance Operations has initi-
ated recruitment for an Economist to
serve with this Government for a pe-
riod of six months in the first instance.
It is hoped that apart from its general
functions set out above, the Board will
be able to work in liaison with the Eco-
nomic Adviser in the formulation of a
comprehensive Development Plan for
the Territory financed from such funds
as may be available under the. new
Commonwealth Development Act and
from other sources.

NEW ISSUE POSTAGE STAMPS.
The General Public is hereby inform-
ed that arrangements are being made
to put on sale a New Definitive Issue
of Postage Stamps of St. Vincent to-
wards the end of 1964, and for this
purpose it is necessary to select as soon
as possible subjects of particular local
interest to appear on these stamps.
A Committee -has been appointed to
give consideration to this matter and to
make recommendations in connection
therewith, and it has been decided to
invite local photographers and artists
to submit photographs or small paint-
ings of such subjects of local interest
which can be recommended for approv-
al of the Government.
The following subjects are suggested:
(a) St. Vincent Parrot
(b) Harvesting of a Field of
(c) Sea Island Cotton (preferably
(d) Breadfruit Tree (with fruit)
(e) Crater Lake
(f) Mesopotamia Valley
(g) Port Elizabeth-Bequia
(h) Friendship Beach-Bequia
(i) Whaling in Bequia
I A prize will be awarded for each
photograph or painting finally selected
by the Committee, but it will be under-
stood however that any photographs or
paintings which the Government de-
cides to accept and use for the purpose
ot the Postage Stamps Issue will be
