THE following instrument is published hereby and forms part of this Gazette: -
Instrument amending the terms of oreerece tie Commr,,ission appointed on
6th December, 1973 by instrument under the hand of Her Excellehcy HILDA LOUISA
BYNOE, Dame Commander of the Order of the "British Emprire, Governor of the
Associated State of Grenada and the public seal of the State.

GREETINGS:
WHEREAS I, HILDA LOUISA BYNOE, Governor as aforesaid, acting in accordance
with the advice of the Cabinet, deem it advisable to amend your Terms of
Reference as follows:
1. By adding thereto the following as ,clause 1A and renumbering clause 1 as
clause IB. .

"Whether or not any incidents occurred during the period January 1, 1973
to November 30, 1973 from which a finding can be made by the Com-
mission as to whether or not there has been any breakdown of law and
order in the State and whether or not there has been any infringement of
constitutional rights with particular reference to the operation of the Police
Force and "Police Aides", and the Magistracy during the aforesaid
period".

2. By deleting item 5 and adding the following:

"AND to report and make recommendations thereon".

Now KNOW YE THAT I, HILDA LOUISA BYNOE, Governor as aforesaid, acting as
aforesaid, do hereby direct you now to make diligent inquiries into the matters
set out hereunder:

1A. Whether or not any incidents occurred during the period January 1, 1973 to
November 30, 1973 from which a finding can be made by the Commission
as to whether or not there has been any breakdown of law and order in the
State and whether or not there has been any infringement of constitutional
rights with particular reference to the operation of the Police Force and
"Police Aides", and the Magistracy, during the aforesaid period.

IB. All the circumstances leading up t0 the arrest and charging of six (6) persons
on Sunday, 18th November, 1973.

2. The alleged brutality by the Police and the alleged denial of prompt medical
and legal assistance to the arrested persons;

3. The refusal by the Magistrate to grant bail;

4. The Administration of Justice in the State.
AND to report and make recommendations thereon.

GIVEN under my hand and the Public Seal of the State at Government
House in the said State this 20th day of December, in the year
One thousand nine hundred and seventy-three in the twenty-second
year of the reign of Her Majesty QUEEN ELIZABETH THE SECOND.
