THE following instruments are published with and form part of this Gazette: -
1. Instrument appointing SIR HERBERT DUFFUS, MR. AUBREY FRASER and
Archbishop SAMUEL CARTER to be Commissioners.
2. Instrument appointing MR. MAUDSLEY JAMES to be Secretary of the
Commission.

GREETINGS:
WHEREAS, I, HILDA LOUISA BYNOE, Governor of the Associated State of
Grenada, acting in accordance with the advice of Cabinet, have issued a
Commission to certain persons named therein under the provisions of the Com-
missions of Inquiry Ordinance, Chapter 64, of the Revised Laws of Grenada, 1958,
for the purposes of inquiring into the matters set out hereunder, that is to say-
(1) All the circumstances leading up to the arrest and charging of six (6) persons
on unday 18th November, 1973;

(2) The alleged brutality by the police and the alleged denial of prompt medical
assistance to the arrested persons;
(3) The refusal by the Magistrate to grant bail;
(4) The Administration of Justice in the State;
(5) And to make specific recommendations upon:
(a) breaches of the Constitution as disclosed before the Commission;
(b) any evidence of a general breakdown of Law and Order within the
State.
AND I, acting as aforesaid, DIRECT THAT you the said HERBERT DUFFUS
shall be Chairman of the Commission.
AND I, acting as aforesaid, FURTHER
on such days and at such places as you

Now, THEREFORE, pursuant to section 6 of the said Commissions of Inquiry
Ordinance, Chapter 64, I do hereby appoint you MAUDSLEY JAMES to be Sec-
retary of the Commission to attend the meetings and generally to perform such
secretarial duties as are prescribed by Law.
AND, I, acting as aforesaid charge and command all officers, and all other Her
Majesty's loyal subjects in the State that in their several places and according to
their several powers and abilities they aid and assist you in the execution of your
duties as Secretary to the Commission.
GIVEN under my hand and the Public Seal of the State at Government
House in the said State this 6th day of December, in the year One
thousand nine hundred and seventy-three in the Twenty-third year
of the reign of Her Majesty QUEEN ELIZABETH THE SECOND.
