ending 31st December, 1961

Regulation 22 of the Motor Vehicles
and Road Traffic 'Regulations, 1938

OWNERS of public service vehicles (including
motor omnibuses and hiring cars) goods
vehicles and trailers, are hereby notified that the
half-yearly inspection of these vehicles will com-
mence as follows:-
St. George's Fire Station
From 9.00 a.m. to 3.00 p m.

Owners of such vehicles are advised to pay
inspection fees from now onwards at their respec-
tive District Revenue Offices and then approach
the Inspector of Motor Vehicles at the Traffic
Branch, New Fire Station, in advance with a view
to effecting any alterations that may be necessary
to comply with the provisions of the Motor Vehicles
and Road Traffic Ordinance, 1938, and of the
Regulations made thereunder.
Vehicles must be presented in a thoroughly clean
condition, and must have been recently overhauled.
The body and wings, axle, chassis, frame, steering

arms, springs, trackrods, brake connections, shackles,
bolts, nuts, split pins, engine, engine shield and
cas, clutch, gearbox, magneto or coil, air filter,
carburettor and all working parts must be cleaned
in order to admit of proper examination. Dust
covers, if used, must be removed before present-
ation in order to admit of an examination being
made in full. All split Dins, etc., must be clearly
exposed, also chassis and engine numbers. Drivers'
seats must be securely fastened so that the driver
can have proper control over the vehicle. Spot
lights, musical horns and whistles are strictly
prohibited. Each vehicle must have its tare and
maximum gross weight painted in white figures not
less than 21 inches in height upon a black ground
in a conspicious place on the right or offside of
the vehicle.
The registered identification marks on all
vehicles must conform to provisions of Regulations
7, 8 and 9 and the Second Schedule to the Regula-
tions, No. 35 of 1958, and be in such a condition
as to render each letter or figure readily dis-
tinguishable. The attention of owners of motor
omnibuses and goods vehicles is specially directed
to Regulation 23 (1) (a) regarding the position of
front lamps. Sp t ligh:s will not be allowed

The attention of the owners of hiring cars and
motor omnibuses is directed to the motor Vehicles
and Road Traffic (Amendment) Regultions, No. 6
of 1944. as amended by the Motor Vehicles and
Ro-d Traffic (Amendment No. 2) Regulations,
No. 70 of 1946, which require that printed copies
of the tariffs of maximum fares he displayed in
such vehicles. Toese are now available ani m-ay
be purchased at the Treasury, St. George's, and a.t
any District Revenue Office, at 4 cents per copy.
Vehicles which have been found by the Inspector
to have defects must not be used on the roads
until they have been issued with a certificate,
certifying that the vehicles may be duly licensed.

The entry forms must be returned duly com-
pleted and accompanied by Treasury receipts for the

THE Federal Government has accepted the offer
of a scholarship by the Federal Republic of
Germany to students of the West Indies for the
1962 Academic year.
The scholarship which is tenable at any Univer-
sity, Technological College, Vocational College or
Vocational School in Western Berlin or Western
Germany is available in the following fields of
study :
(a) Economics (Political Economy, Trade &
Industry and Sociology)
(b) Engineering
(c) Agriculture
(d) Forestry
Conditions of Scholarship: Educational quali-
fication must be proved by means of certificates
and recommendations of Professors. As a rule,
only such applicants are eligible to apply as have
already studied at a University or Vocational
School. Only candidates of graduate status or
those expecting to graduate within a year of this
announcement should apply. A working knowledge
of German will be an advantage.
Applications on the prescribed forms, which are
available at the Administrator's Office, should be
submitted in quadruplicate to the Secretary to
Government not later than 31st May, 1961.

Commonwealth Scholarship and
Fellowship Plan

TIHE Government of the Feleration of Malaya
are offering two-year scholarships in 1962 for
Commonwealth students to pursue post-graduate
studies or to undertake research in M\alaya.
Applicants must be citizens of a Commonwealth
country and normally resident in any part of the
Commonwealth other than Malaya. The scholar-
ships are open to both men and women who will
not have reached their 35th birthday by 1st
January, 1962, and who are, or by the end of 1961
will be graduates of a university or college, or
holders of an equivalent qualification.
The scholarship includes:
(a) transportation to Malaya and return,
normally' by tourist air passage, as
arranged by the Malayan Committee
(b) approved tuition, laboratory and examina-
tion fees ;
(c) a personal maintenance allowance, payable
monthly, at the rate of M$5,4C0/- per
annum (630 sterling);
(d) a grant for books or equipment of M$150/-
per annum ;
(e) a grant of up to M$ 00/- per annum for
approved travel within Malaya ;
(f) an additional marriage allowance at the
rate of 'll.:i)(i/- per annum for a male
married scholar ?ccompaniel by his wife,
plus the cost of the wife's fare to Milaya
and return. This allowance will not be
payable during the first year of the tenure
of the scholarship unless the scholar was
married at the time of his application for
an award, and will not be payable if the
wife herself holds a scholarship or is in
paid employment while in Malaya.
Applications on the prescribed forrm which are
obtainable at the Administrator's Office should be
addressed to the Secretary to Government to reach
him not later than 81st July, 1961.
