They want fortresses, where their craft can be protected from high winds and flying debris. "Since Wilma, the pictures of dry stack facilities that have crumbled to the ground are embedded in people's minds," said Ray Kooser, sales manager for the Dania Beach Boat Club. The dry stack rackaminium that opened in October in Dania Beach has been constructed to withstand winds up to 146 miles per hour. As the new hurricane season gets under- way, inquires from the public are focusing on the facility's wind rating rather than its amenities such as a club room, tiki bar and security system, Kooser said. The Port Marina, another newly constructed rackamini- um in Fort Lauderdale advertised as being able to withstand category 4 hurricane-force winds, is also getting similar calls. "Hurricanes are a major concern of boat owners," said Carol Coffman, a sales representative at The Port Marina in Fort Lauderdale. The rackaminium opened in January with 125 dry stack slips for boats up to 52 feet, at 35,000 pounds wet. There are only 20 units left, said Ginger Homaday, director of sales. For unit owners, being inside a reinforced rackaminium is a sensible, safe solution, Hornaday said. "You see a parade of big boats going up river, but what do the smaller boats do? Lighter boats can be picked up more easily by the wind." At the Dania Beach Boat Club, Kooser said one boat owner purchased a unit after watching his boat bounce around on a lift in the backyard of his waterfront home dur- ing Katrina. "He came in here after Katrina and rented a unit. When Wilma came through, it damaged his seawall and lift. Because his boat was in here, it never got damaged.'The man brought a unit." With the 2006 hurricane season to start on June 1, Kooser is fielding more questions about the rackaminium's storm protection measures. "We got a rush of inquires after Wilma and it's becoming more apparent that people are thinking about it again." But they'd better act quick. "There's not that many places to put your boat any- more," Kooser said. "If people wait until the last minute, they might not find a slip, either wet or dry." Boat owners should also know that some of the area's more established marinas have implemented new policies following the aftermath of last storm season. Because of damage done to neighboring marinas hit by Hurricane Wilma last year, Keystone Point Marina in North Miami now requires boat owners to have a minimum of $100,000 in liability coverage, said Patricia Hamilton, owner and operator of Keystone Point. 1 i ;lll;ll 'lfUI[ill City of Hollywood to host second major racing event BY BETH FEINSTEIN-BARTL Waterfront News Writer The waters off Hollywood Beach will be turned into a racecourse on Sunday, June 18 for the first Hollywood Beach Super Boat Grand Prix. Some 25 to 30 powerboats are expected to compete in the event, which starts at 1:30 p.m. The race, which includes a practice the day before, is expected to attract 15,000 to 20,000 fans, according to city officials. "It going to bring great exposure to the city," said Linda Probert, director of Hollywood's parks, recreation and cul- tural arts department. With the upcoming debut of the grand prix, Hollywood Beach will have two major boating events. The other is the TYBEE 500, an annual catamaran race that spans from Hollywood to Tybee Island, Ga. The event marked its fourth year on Hollywood Beach in May, Probert said. The grand prix will further widen the two-and-a-half mile beach's appeal to both locals and visitors, Probert said. "It's a unique opportunity for Hollywood to host a motorized boat event," she said. "It affords us new opportu- nities and new clientele." Hollywood Beach is the latest site for John Carbonell, president of Super Boat Intemational/APBA Offshore in Key West. The company organizes and promotes nine races statewide, including Dania Beach, Fort Lauderdale, Deerfield Beach, Miami and the Florida Keys, Carbonell said. "[Hollywood Beach] is a good site," Carbonell said. "It will bring a lot of fans and money into the city." The grand prix's 1.5-mile course will run offshore, from Sheridan Street to the Westin Diplomat Resort & Spa. A designated area will be set up with buoys allowing spec- tators to watch the 45 to. 80-foot powerboats race from aboard their own craft. The race can be viewed from land too, along the beach, Carbonell said. Carbonell would like to make the grand prix an annu- al event. '"The city has the option to sign a three year con- tract," he said. About 20 participants are presently involved with Sailing For Success, a program run by Youth Environmental Alliance, a non-profit group based in Davie also known as YEA. The organization's president, Andrew Roberts, said he wants to expand enrollment to at least 100 students by the end of this year. Plans call for teens to serve as volunteers to give YEA the assistance it needs to serve more people with disabilities. An orientation training session will be held at 1 p.m. on Saturday, June 17, at the college's sailing center, locat- ed at 580 Gulf Stream Way in Dania Beach. Classes are held on Saturdays and by appointment during the week. Donations are accepted, but no one is turned away, Roberts said. Sailing classes for people with disabilities had previ- ously been conducted for the past three years by another nonprofit group called the Tradewinds Foundation. Roberts said he helped establish the lessons while working as a program director at Tradewinds. YEA took over the classes earlier this year and renamed it Sailing for Success. Roberts and Peritore both serve as instructors, using three Access Dinghies owned by YEA. The small craft are specially designed to accommo- date people with disabilities. Participants range in age from 10-years-old to adult. Preregistration is required. If you hear me dismiss the dangers of close encounters with wildlife as mostly imaginary, you can denounce me with- out much risk of guilt for slander. Under oath, even my friends would have to say you're right. So here's a new corollary of Murphy's law, just for alligators: Anything that shouldn't happen can happen. From now on, expect it. Prevent it by fishing a little bit smarter. Freshwater fishermen think we know all about swamp creatures. In April, a friend asked me if her 8-year-old daughter would be safe on a school field trip to Shark Valley, a won- derful Everglades visitor site where you can see alligators in the wild- a great many when conditions are right. "More alligators are in more places than they were a month ago," University of Florida alligator and crocodile expert Frank Mazzotti told me. Our mid-May interview came right behind the first big rainstorm of the year. How many gators are still in the canals depends on how much rain there's been since then. "We have been surveying alligators in marshes and canals for over five years now," Mazzotti said. "The num- ber in canals always increases in the dry season and decreases again after water levels come up." That doesn't mean they all go back home to the Everglades. A few might find their dry-season spots attrac- tive enough to stake out a permanent homestead there. Especially in the western suburbs, it shouldn't be shocking to see a gator where you've never seen one before. Steely determination eventually lands elusive trout BY ARNOLD MARKOWITZ Waterfront News Columnist Fredonia-Dunkirk, NY- On Clear Creek, a western New York trickle where Lake Erie.steelhead trout come to make their minnows, two men tread softly upstream, carrying fly rods. The guy in front stops on a stony bar exposed by low April water. He peers through shadow and foam to the oppo- site bank, no more than 15 feet away. Alberto Rey and I are watching steelhead, oversized kin fish to the common rainbow trout. The small pool of dark, bubbly water before us holds at least six specimens larger than any fish I've ever caught in fresh water. I hadn't seen the one I'd missed that morning on Cattaraugus Creek, but Rey had a good view of the swirl it made. The one that just popped my eyes is posted beside an undercut riverbank at the far side of the pool, where deep water is garnished with froth whipped up by a shallow gravel bar a couple of yards upstream. Toward the middle of the pool, fac- ing the bank, several other fish hover in a rough semicircle. Every minute or so, the big one darts out, barking or hol- lering "Scram!," or something like that. The others back off, just temporarily. "He's got a female back in there, and he comes out to chase away the other males," Alberto says. When your eyes bulge at such a sight, the glasses stop them from popping out of the sockets. The next day on Canadaway Creek, another 12-pound leader will be broken by a fish. Again I will get several other bites but will set the hook too late. On the third day I shall catch one at last. We'll measure it against one of the flyrods about 28 inches. During that fish's few minutes in my custody, every hour in airports and planes and every cent spent on this fishing trip will be as nothing. Living in Florida where there's splendid fishing all year does not disqualify us from seeking the romantic far side of yonder hill. Up here, you'd find acres and acres of Concord grapes grown for Welch's jellies and juices, and once that thrill wears off you'd find the ilk of Clear Creek - Cattaraugus, Canadaway, Walnut and others infested with steelhead in spring and fall. I had only a vague idea about the fish until Rey, a profes- sor of art and part-time guide, donated a one-day steelhead trip for two to the IGFA's annual fundraising auction. I looked up his website, www.albertorey.com, ran a Google search on him and his creeks and entered the winning bid, $180, and a bargain. Rey's rate for one angler is $325 a day. Two guys split a $400 fee. No sense in flying to Buffalo, driving an hour west and then going back to Florida after one day, so I booked a three- day late-April weekend. Dave Risberg, a fellow member of the South Florida Fly Fishing Club, joined me. Here's the academic stuff: All the creeks here flow into each other and/or Lake Erie. Steelhead come up the creeks to spawn, and then return to the lake. If you want to be pickery-bickery about it, steelhead are sea-run rainbow trout, and these things don't go to sea so they could be called postanadromous. Nobody tells the fish that. They got into the Great Lakes in the 19th century, imported from the McCloud River in northern California and transplanted by the State of Michigan. Naturally, they were a little disoriented. "Which way's the Pacific Ocean?" those fish asked the State of Michigan. "This is it," the State of Michigan lied. Pennsylvania and New York got into the act later. Five other strains of steelhead were brought in over a period of time. Even though they've interbred, experts can still identify dominant strains in the fish they catch. These days, the word has far greater meaning and legal ramifications. When it comes to owning a boat, citizenship can be the utmost concern and should not be ignored. Many boaters are nominally familiar with the concept of national documenta- tion, which allows a vessel of 5 net tons or greater to be documented with the U.S. Coast Guard depending on the vessel's proposed function, its construction histo- ry, and finally, the citizenship of the ves- sel's owners. Generally, ownership by U.S. citizens is a quintessential requirement of docu- menting a vessel in this country and using it for its designated function in U.S. waters. And if there's multiple owners, gener- ally all principals must be U.S. citizens. For corporations, the entity must be incorporated under U.S. laws or a state, ter- ritory or district. The corporation's presi- dent or CEO and its chairman of the board must be U.S. citizens. The limited number of people required to constitute a quorum must also be citizens. The controlling interest in the corporation must be owned by U.S. citizens or, if the vessel is docu- mented for coastwise or fishery trade, at least 75 percent of the interest in the corpo- ration must be owned by U.S. citizens. Vessels smaller than 5 net tons are not eligible for U.S. documentation. Also doc- umentation is usually optional for vessels used solely for recreation even if they are 5 net tons or greater. Vessels falling under the above scenar- ios may be eligible to be registered under a specific state or territory's numbering sys- tem, providing the process meets federal standards. While the state registration process does not necessarily emphasize or mandate it in their paperwork, citizenship concerns under boat ownership may still remain in play. It should be kept in mind that for rev- enue purposes, even a boat that is already U.S. documented may also be required to register with the State of Florida if it has remained in state waters long enough to meet residency. Moreover, this same requirement can also be true 'for foreign-flag vessels that fail to leave Florida waters in a timely manner, and fail to file proper paperwork with U.S. Customs that might otherwise mitigate such a registration requirement. As these examples indicate, both resi- dency and citizenship are separate issues in vessel ownership. Just because a vessel is registered in a certain state, doesn't nec- essarily mean that it is fully cleared to trav- el in navigable waters. This can be due to citizenship con- cerns that can follow the underlying owner. Regardless of whether a vessel is appropriately registered with a state, in the eyes of federal authorities, generally a ves- sel in this situation is deemed to take on the flag of the underlying owner. This means if an underlying owner of a boat is not a U.S. citizen despite long time residency and state registration the vessel in question can be regarded as a "foreign flag vessel," subject to all paper- work for clearing U.S. Customs and the Coast Guard every time it is in navigable waters of the United States. You have to learn to look for fish and figure out the meaning of what you see. A steelhead will pick up a fly and drop it and you'll never know. Alberto sees that happening, but we can't. We find by seeking walking the banks and the sand and gravel bars that braid the slow-to-moderate currents, peering intently into the moving water. Alberto has us cast our flies, usually weighted streamers, into deep holes where he knows steelhead hang out, and at shadows he sights in the shallows. Fish are hardest to see where the bottom is graveled or cobbled and the current is bubbly, even in water barely ankle deep. Alberto always spots those fish first. Using a fly rod like a professor's lecture wand, he points them out. What we see could be mistaken for almost anything, except that once in a while it moves a little bit sideways. The flatness of shale makes sighting easier. Each slab has a distinct shaded edge. You can't tell right away if it's only that or a fish, so you stare at it for a while. If it wags its tail, it's a fish holding its spot in a current, facing upstream. In such a situation, Dave saw his big one, half of a spawning pair, but not too clearly. The female showed herself every several minutes, per- forming half a roll sideways to deposit a load of eggs in a cir- cle of stones that steelhead fishermen call a redd. Dave was casting a lightly weighted streamer fly with big eyes, again and over again, hoping one of the fish would accept it as an hors d'oeuvre or snap at it in annoyance. His line was rigged with a 12-pound leader tippet a bit fat, but with the fly coming directly at them from upstream, the fish wouldn't notice the trailing leader. Dave couldn't see the fly in the turbulence. Alberto could. "Strip," he'd say as it neared a fish nose. "Strip, strip, strip." Dave complied, retrieving line in short strips with his left hand. If a cast was a bit short, Alberto instructed Dave to let his fly bottom-bump a little further downcurrent: "Give yourself another foot of line...Good. Now six more inches. Jig it, jig ., . If the cast was long, he told Dave to play it anyway because moochers lurked a short way behind the minnow- makers, picking off eggs that drifted away from the redd. Finally, the spawning male struck and so did Dave, pulling on the line with his free hand and raising the tip of his rod. The steelhead was .a near three-footer, maybe bigger. Both of us had been a little skeptical of our ability to subdue such fish with the six-weight Orvis flyrods that Alberto had us casting. Now that one was hooked, we showed ourselves how to do it. If we have it in the shallows and apply just enough rod pressure and reel drag to keep the fish away from a channel a few yards away, we control the battle and net the fish. If we yield enough line to let him reach the channel, the odds flip in fishy's favor. Dave did it right. I wasn't getting bites by feeding my flies straight down- stream to fishes' faces, so Alberto substituted a 5-pound leader and had me cast at an oblique angle when we spotted fish. The drift would move the fly from right to left across the fish's field of view. The leader would be on brazen display, but too fine at 5 for the fish to notice it. 'The other thing I want you to do, instead of strip-setting the hook, is just lift your rod," Alberto said. That would set the hook softly. The rod, with a soft-action tip and lots of flex down to the middle of its 9-foot length, would absorb enough energy to prevent the fragile tippet from breaking at least on the strike. I didn't throw as many casts at my steelhead as Dave threw at his, but I threw plenty. Eventually, my line appeared to stop momentarily and I lifted the rod horizontally, not at all hard, but the hook still set. My fish leapt into the air. "Got him!" I think three voices shouted that, all at once. Just a moment. Let's listen. Yes, three voices. What, you didn't hear them? Strange. Experienced eastern steelhead anglers may prefer to go on their own, but a guide can spare you a lot of packing and luggage worries. At Oldsmar, 20 miles north of St. Petersburg, yet another was found dead, her body bearing many gator bites and one arm gone. To fishermen, alligators are professional guides work- ing free, a welcome sign that fish are close by. In custom- ary gator water, if we don't find gators it's a safe bet we won't find many bass. Same goes for wading birds and for ducks. Where they're fishing, so should we. Last time I was on the Alligator Alley canals with bass buddy Joe Oglesby, gators were everywhere. We were delighted. We got bites on almost every cast. We didn't bother with a landing net; we never do. Bass are toothless. We're pretty good at bare-handing them without getting stuck by fish hooks: use the rod to lift the fish's head out of the water, reach down with the other hand and get a thumb-and-forefinger grip on the mouth. Upsy-daisy. If the fish is exhausted, we hold it in the water, letting it catch its breath until it feels good enough to swim away. That submerges one hand, sometimes two. We always do it that way. Right now, it feels awfully risky. Next time, I'll bring a landing net. I'll dip the fish out of the water and unhook it over the deck. If he's pooped, I'll supervise his recovery in the water with a few feet of net handle between us. Then I'll take a water jug and rinse the fish slime off my hands with that, riot by dipping these typing fingers into gator water. We keep hearing and saying that we shouldn't fear alligators, just respect them. Better to fear them a little, too. If I'm paddling my own canoe, I'll bump it side- ways right up against dry land. I never worried before about getting my feet wet. Now, if I have to step in the water, first I'll give the surface a few loud smacks with a paddle, just in case something hungry lurks there with only its eyes protruding above the surface. That's how alligators hunt. We have so many miles of inviting shoreline beside canals that run alongside our city and suburban roads. Stop and fish those waters, I keep telling people. Gators? Hardly ever see one. Could be that I haven't been looking carefully enough. I will now. You too, please. We keep hearing and saying that we shouldn't fear alligators, just respect them. Better to fear them a little, too..Fear is our friend when it prevents us from doing something that could get us killed. Up close Here's some realistic fishing advice from University of Florida alligator expert Frank Mazzotti: Watch out for gators when retrieving a lure. A Creek Chub Darter (a long-popular surface lure.) \ill attract a gator just as surely as a fish. and a hooked fish is an open invitation. Don't cast your line over the heads of several large gators unless you want to end up in a rug of nar. Don't dip your hands into the water. Use a net to land your fish. Keep a jug of wash water on the boat to rinse off fish slime. If you fillet your catch, don't share the scraps with a gator. Take them home and get rid of them with your household garbage. When fishing from shore: Avoid going alone. Bring a friend and a Louisville Slugger (It's against the law to hit an alligator, but not if it hits one of you first,. Keep bait in a bucket or cooler. I R0NT-NE 0 Midship The real Deale: Chesapeake town dazzles without trying BY TERRY CONWAY Waterfront News Writer When you cross the bridge into Deale, Md., you've arrived at a place that seems more comfortable in the past. There's no sidewalks or a police force in this town only 20 miles south of Annapolis. No stoplights except for a blinking yellow light near the Deale Road Bridge that car- ries traffic over the water. People population 1,400 - come to-relax and enjoy the beauty of the Chesapeake Bay. Weathered clapboard cottages, sideways houses and crab shanties share the shores of Rockland and Parker creeks, fronted by waves of marsh grass. Sherman Marina sits on the east bank of Rockland Creek. The bridge is a bit over a mile up the creek's dredged channel from Herring Bay. Deale has several small marinas, plus two large, full service marinas Shipwright Harbor and Herrington Harbor North -that generally have slips for overnighters. The area, known as South County, is a nice spot for boaters and fishermen. Visitors find over 40 charter fishing boats and easy access to the Chesapeake Bay. Deale Charter Fishing Fleet, www.dealecaptains.com/roster-frameset.htm plies the bay, chumming for rockfish, bluefish, trout, Spanish mackerel, croaker, flounder and perch. Deale is also home to several of the last remaining skipjacks on the Chesapeake. Look for the Ida May on the harbor's north side. Built in 1906, she is fully restored and one of the oldest of this vanishing breed that once roughly numbered 1,000. The skipjack's great white sails are emblazoned against a bright blue sky. It is the last fleet of working sailing ves- sels in North America. There are no winches, just manpow- er and blocks and tackle, along with the luck of a good breeze to set time back in motion. Once numbering nearly 1,000, today there are only about a dozen of the wooden sailing vessels remaining in commercial use. Autumn signals the start of the Chesapeake Bay oyster- dredging season, which runs from September through April. State law allows the use of yawl boats for power only on Monday and Tuesdays. Today, a number of the single-mast vessels are under the care of various foundations and educa- tional groups. Aboard a historic skipjack, visitors relax and enjoy the sounds of wind and water. There's osprey and waterfowl. Undeveloped waterfront and historic towns. Most impor- tantly, visitors can learn about the ecology of the Chesapeake Bay. A more unique way to explore this tidewa- ter region you will not find. Each Labor Day weekend for the last 46 years, Deale Harbor has hosted the Deale Island Skipjack races. The two- day festival also includes a crab skiff race, fishing and swim- ming contests, boat docking contest, a parade, amusement rides, arts and craft booths, and terrific local seafood. You can launch kayaks from the sandy beach and paddle out for a closer view of the race. Most of Deale's fishing fleet is docked at the Happy Harbor dock, where the Happy Harbor Inn includes a bar and lunchroom-style eatery with an outside deck overlook- ing the creek. Further west on Deale Road, you'll come across Calypso Bay, a waterside restaurant and sports bar with a Caribbean motif, located next to Herrington Harbor North, and Skipper's Pier, a waterside crab house with dockside bar, located off Drum Point Road. Another town hotspot is the Good Deale Bluegrass music store, where bluegrass jam sessions are hosted regularly on Friday nights.
