Classifieds 0 Commentary 9 Event Calendar N- Galley Tide Tables Q) Broward's flotilla plan among few in the state By BETH FEINSTEIN-BARTL Waterfront News Writer Each year, the Marine Industries Association of South Florida holds meetings to inform boaters of Broward County's hurricane flotilla plan. It's a message that bears repeating, said Frank Herhold, the association's executive director. "It's a worthwhile reminder because there's so much at stake:' he said. Broward County is one of the few areas in South Florida that even has a flotilla plan, which is used in the event of an approaching hurricane. "We are extremely fortunate," Herhold said. "We're not aware of anything similar in our neighboring counties." A breakfast meeting was held in June by the associa- tion to explain the flotilla plant to industry representatives. Another meeting for the general boating community is expected to be held soon. A date will be announced, Herhold said. The meetings are planned to take place during hurricane season, which spans from June 1 to Nov. 30. Broward's flotilla plan is designed to move large numbers of boats up river to safe refuge. The plan has been in effect for a number of years without any changes, Herhold said. 'The plan is simplicity in itself," Herhold said. "It's something we hope we never have to use. But it's worked well whenever it has had to be implemented." The plan, for boats requiring bridge openings, works well because it is designed to get the vessels up the New River in an orderly fashion, said Broward Sheriff's Office Marine Unit Deputy Steve Salach. In the event of a hurricane watch, boats will assemble at Pier 66 or the Bahia Mar resorts in Fort Lauderdale. Vessels will then be escorted in small flotillas up the New River. Once up river, boat owners must have pre-arranged plans at marinas or private homes to store their boats. Boats anchoring in the middle of the channel will be towed, Salach said. "It's extrethely important for boaters to be prepared," Salach said. "They must have pre-arranged plans and they must do it early. All the bridges will be locked down when winds reach 39 mph." Broward Sheriff's Office Marine Unit Sgt. Larry- Whitford said the flotilla plan has been implemented about a half dozen times since he joined the marine unit in 1989. 'It's worked very well each time," he said. "For new res- idents and visitors, it's important to keep stressing that we have a plan and it works." In June, Whitford spoke at the Marine Industries Association of South Florida meeting on the flotilla plan and at the Governor's National Hurricane Conference in Tampa. At the conference, Whitford did a presentation on Broward's flotilla plan. "There doesn't seem to be many sim- ilar plans around the state,' Whitford said. In Miami-Dade County, there is no flotilla plan. County officials do recommend that boaters make arrangements for safe harbor or secure their vessels to withstand storm surges and high winds, said Erin Mohres, emergency management coordinator for the Miami-Dade County Office of Emergency Management. The Marine Industries Association of South Florida also publishes a Broward Safe Boating Guide, with hurricane preparedness tips and an outline of Broward's flotilla plan. The celebrations will vary from place to place, with activities ranging from boat inspections by the U.S. Coast Guard Auxiliary to face painting and food. But one theme will remain the same. The day's goal is to show the "important role marinas play as safe, fami- ly-friendly gateways to boating and the invaluable service marina operators and owners perform as stewards of the environment," states the Marina Operators Association of America website. MOAA began promoting National Marina Day three years ago. The group, based in Washington, DC, serves as the national trade association of the marina industry and represents some 950 marinas, boatyards, yacht clubs and moorage basins across the United States. Last year, 156 marinas held activities nationwide. This year, MOAA is projecting that about 250 marinas will take part in the recognition, said Stephen Wakefield, the association's manager of state government relations and outreach. The other two are the Hall of Fame Marina in Fort Lauderdale and Haulover Marine Center at The Point in Miami Beach. Roth paddles his saddle, an inflatable open kayak that looks like a bathtub toy. If he feels like king of the cowboys right now, well yippee-yi-yo for him, but his time's coming. So's mine. Flung into fast current and coughing up water by the throatful, I'll scarcely feel cold. You guess that isn't fun? I'd love to go back upstream and try again. Lots of rivers have middle forks, but when whitewater lovers say middle fork, we mean the Middle Fork of the Salmon River. Its popularity is enormous, in spite of or because of rapids that can be quite threatening at times of high water. It's one of North America's showcase wild and scenic rivers, and one of four especially great ones in Idaho where license plates tout potatoes, not whitewater. We bought potatoes in Boise before driving three hours to the Boundary Creek launch ramp to begin our 100-mile, eight-day river run. Food shopping, a big job with 14 mouths to feed, wasn't necessary. We could have bought an all-inclusive tour pack- age, paying about $1,700 a person for five days on the river. That's not our style. We brought our own camping gear, rented rubber rafts with field kitchens and other accessories, rowed and paddled ourselves and ate very well for less than $750 a person. Had we gone to a do-it-all commercial outfitter, profes- sional guides would have rowed us through all the rapids. At each campsite, we'd have found tents already pitched and meals cooking. On the upside, that would have given us more time to watch for wildlife even while busy rowing and pad- dling, we saw a black bear, mountain goats and sheep, otters and Canadian geese and to hike and fish for trout. Otherwise, doing wilderness that way reminds me of an expensive bus ride. "I don't want to ride the bus," Rick Cava agrees. "I like being responsible for my own actions." I was glad to see him because he is a very nice plumber, but especially glad because he was here to work on my neighbor's plumbing, not mine. I was out in the carport sharpening hooks or something when Jerry drove up the alley and as usual we fell into conversation about fishing. "Good offshore boat," Jerry Arnold Markowitz says, patting my vessel on the bow. "What do you fish for?" Every time I see Jerry we have the same conversation, same questions, same answers. "Whatever's biting," I say. "I'm not picky." "Right," says he, "but what do you fish for?" I stick to my story: "Whatever's biting that day, that's what I fish for," I say again. "If I go on your boat, and you're set up for something in particular, I fish for that." "That's not what I mean," he says. "I take what I can get too, but I mean what do you fish for? What do you try to catch? I do bottom fishing for snapper." "I don't specialize," I insisted, not mentioning that I haven't used live bait in a long, long time which Jerry might argue makes me an artificial lure specialist. The conversation made me wonder if I'm peculiar; it reminded me that nearly all the fishermen and women I know specialize in one way or another. Some are like Jerry the plumber, devoted to one species and one technique. Makes no sense to me. I know lots of fly fishermen, and a lot of them fish only with flies for snook, tarpon, bass, any species they can hook, but they are specialists too. Fish could demonstrate, carrying placards saying, "We Won't Take Flies," and those people would go right on flinging feathers. Whatever I'm fishing for, I usually bring a flyrod, but if it's too windy or if flies aren't getting strikes, I revert pretty quickly to spinning or baitcasting. It's fun to fish with a fly purist, but it's a little more fun with one who brings a spinning rod just in case. That way, I don't feel like I'm committing a sin by resorting to spin myself, even if I switch first. Once I spent a day on brackish Everglades water with Gary Meyer, such a flyguy that he's a certified casting instructor. When we couldn't raise the tarpon we were after that day, Gary took up a light spinning rod and tossed a soft plastic lure up against the mangroves. "You catch tarpon on that?" I asked. "Sure," Gary said, but he didn't get one that day. Neither did I. I fish a lot for bass, and I know lots of bass-only fisher- men and I like them, but privately I think they're missing great fun by not using the same tackle for snook. I know lots of fly fishermen, and a lot of them fish only with flies for snook, tarpon, bass, any species they can hook, but they are specialists too. Remember when the largemouth bass movement erupt- ed a few decades ago? It started with easily-read big-type magazines that imputed to bass all the powers of the great white shark, except devouring skinny-dippers. Fisig Bass fishing was converted from a sport to a cult. It seduced my friend Joe Oglesby, who adopted that vocabu- lary. "Let's go BASS fishing Saturday," he'd say. He had to sign over all his worldly goods and stand on a street corer with glazed eyes, peddling flowers and pros- elytizing. No, wait, that was someone else, a different cult. The BASS cult let Joe live normally, except that he could fish only for BASS. Once I took him far out on the Gulf Stream, where he caught a sailfish. He felt guilty for weeks and never went near salt water again. On the upside, he's an awfully good bass fisherman, which is the usual excuse for being a purist: Do one thing; do it well. I say fishing's too much fun to refuse any of it. I guess the last two things I would do are setting trotlines baited with chicken guts for muddy-water catfish, and bouncing deep sea bottom with tackle so heavy-duty you could hoist a yacht with it. On the other hand, if I have to choose between doing either of those or not fishing at all, I'll meet you anywhere you say at six, a.m. or p.m., it makes no difference to me. It makes a big difference to a specialist. Sherman, the gent who sold me my boat, fished only at night. He wasn't a vampire and he wasn't limited by a day- time job he was a retired merchant, able to fish any time -but like a vampire he would not be caught dead on the water in daylight. He told me stories of leaving Miami for Bimini at nightfall and getting back to Miami by dawn. I guessed he was selling his 20-footer to buy a bigger boat, more suitable for overnighting at sea, but it wasn't that. He was giving up fishing. "I'm afraid of being mugged and robbed," he said, sur- mising most such crimes were committed at night. I had never heard of anyone being mugged at a launch- ing ramp, but I asked if that was a concern, why didn't he just switch to daylight fishing? C0 Admiralty Law Avoid denial in boat matters By MARK ERCOLIN Waterfront News Columnist My mom used to dub certain people "avoid-avoidance types." She was refer- ring to those folks who choose to ignore a problem rather than take warning that the situation could get worse. This atti- tude was reflected by an old friend of ours, who used to say, "No reason to fix the roof today it ain't raining!" Having an avoidance attitude can limit protection for boat owners and those thinking of becoming boat owners. With virtually no exceptions, when clients tell me they're buying an expen- sive boat, the issue of insurance never comes up until I initiate it. Inevitably, my suggestion is to con- sult several insurance brokers or agents knowledgeable in the maritime field, even before the final selection of a boat takes place. Here's why: *Owriing a large vessel is very differ- ent from almost any other enterprise. A potential owner should be made aware of possible liabilities if they're contemplat- ing such a venture. *In the realm of large vessels (and even small vessels), each type and model has their own unique issues in the eyes of those who might insure it. Find out what those issues are in advance and the costs of insuring them. (Note: this may also give you some insight into the underlying costs of certain maintenance issues). *Find out if you're prepared to use and enjoy a large vessel the way you'd actually like to. For example, some large boat buyers are actually surprised to find that their boat may not be able to get good insurance rates (or any insurance at all) unless there's a paid captain and/or crew to operate it. If this is not the lifestyle the potential boat buyer was going for, it is better to know this before any contracts are signed. *Finally, while you're considering buying a large vessel, you'll generally want to insure your interest in it long before you actually take full possession. This should usually be reviewed and done almost at the same time you sign any purchase contracts. Why should you insure a boat before Staking possession of it? Unlike most other purchases, when Having your interests insured can sometimes make the difference between being compensated or having to spend several years in costly litigation while swallowing a loss. you buy a large vessel there is generally a lot of preparation to complete before a new owner can or would even be will- ing to take full possession of it. Electronics and other appurtenances may have to be installed, surveys will have to be conducted, and sea trials-will most likely take place. And, depending on the wording of the contracts and agreements, the buyer could potentially incur liability during any of the above-described steps, includ- ing liability and losses due to damage done to the vessel itself. How would this occur? Let's say the purchaser hires people to install certain amenities on a boat before the sale is finalized. Then, let's say the installers incur an injury, or just do damage to the vessel. To further add to the complica- tion, the sale doesn't go through. In a less complex situation, let's say the purchaser hires a captain and a surveyor to take the boat out on a sea trial. The boat is damaged during the trip, making it a less enticing buy. Who is responsible for the damage? Yet another reason for the buyer to have his interests insured. Or, let's say, the purchaser installs new and expensive equipment on a vessel that is stolen before the completion of the sale. There is a dispute over responsibility. Having your interests insured can sometimes make the difference between being compensated or having to spend several years in costly litigation while swallowing a loss. As you can see, anticipating complications that could arise from a boat purchase should be planned for long before you sign any contracts. HAWKINS Waterfront News Writer William Manno may only be 10 years old, but he's already certain that he wants to captain his own sailing vessel when he grows up. "This is great," said the youngster, who was among dozens learning how to sail boats this summer in a pro- gram run by the Gulfstream Sailing Club in Hollywood. The hardest part is learning where the wind is." Aside from the fun of being on the water, kids study sailing basics. "This is a great opportunity for young people to learn a new skill and it's very exciting to see the changes they undergo during the training period," said Stewart Barcalow, volunteer coach of the weekly classes since mid-June when school ended. Classes will conclude in August as school resumes. For William, a student at Embassy Creek Elementary School in Cooper City, the sailing classes have given him new confidence on the water. "I love the water and it's great that my sister is here to help," he said of older sister, Sierra, 14, a volunteer with the classes. Last year, Barcalow taught 54 kids and this year will exceed that number since Gulfstream has expanded the program by offering scholarships to select students. Gulfstream first started the youth sailing classes a year ago to meet a request by the City of Hollywood, which leases the club its space at Sailor's Point on the Intracoastal in Hollywood Lakes where classes are held. The non-prof- it club has been headquartered there for a decade. The club donates most of the boats and there's also been support from the Hollywood Parks and Recreation Department and civic groups, like the Hollywood Kiwanis Club, which bought a new sailboat. The 10-foot boats accommodate just a single sailor. Students range in age from 8 to 13. Classes run twice a week for three weeks, or students can opt for an acceler- ated five-day course. Both sessions total 18 hours of instruction with classes limited to 10 students. Downtown was gutted; storefronts were vacant and boarded up. Even McDonald's fled., But these days, Red Bank is a hidden enclave just inland from the northern end of the Jersey shore towns now known for its trendy art scene, open-air dining, live music nightspots and colorful festivals. The sweet, salty breeze wafting off the river engulfs visitors who range from teenagers with soul patches and ponytails to gray-haired folks in boat shoes. So foot traffic is brisk as newcomers poke their heads into stores worth browsing, strolling along brick sidewalks under vintage streetlamps. Expect a blend of old-town charm and modern conve- nience, visible in the mix of high-rise apartment buildings and blocks of lovely Victorian houses. Red Bank (population 12,000) supports more than 60 restaurants, 15 art galleries, three music stores, a recording studio and the 1,400-seat Count Basie Theatre. Basie was born in Red Bank a century ago this August. The Count Basie Orchestra performs at the theatre every August, this year on Friday, Aug. 20. See www.countbasietheatre.org.
