The first of three public meetings was scheduled as of this writing on March 24 to discuss developing new boat- ing facilities in the most suitable locations that wouldn't endanger manatees. The March workshop, at the Anne Kolb Nature Center in Hollywood, was slated to be informal. A second workshop.is being planned for summer, with a third one to follow in the fall, said Pamela Fletcher, a natural resource specialist with the Broward County Department of Planning and Environmental Protection. The March workshop was to display information col- lected so far. The workshop this summer will be held to explain the criteria. Its goal will be to find suitable sites that minimize the amount of interaction between boaters and manatees, a state and federally protected species. Boating safely and manatee education components of the county's manatee protection plan were approved by Broward County Commissioners in 1992 and were adopt- ed in the county's comprehensive plan in 2001. For the Boating Facility Siting Plan, county officials are seeking contributions from the public, either at the workshops or by letters and emails, Fletcher said. "We're back!" he exclaims. The spacious, 5,200-square-foot Tigertail Lake Center that Metcalf manages opened in January. The pro- ject's completion marks a long awaited return to Tigertail Lake in Dania Beach. BCC's club and watersports pro- grams previously operated from 1997 to 2003 at West Lake Park in Hollywood. The college's affiliation with Tigertail Lake dates back to 1974, when home base for watersports was a 900- square-feet wooden structure with a large deck, at Gulf Stream Way and Anglers Avenue. The building had to be vacated due to development of Bass Pro Shops. "The only way a road could be built was right through the middle of our facility," Metcalf said. Officials tried to save the structure by relocating it one-quarter mile to the south end of Tigertail Lake. APRIL 2004 New tournament division luring anglers with $50,000 in prize money By ARNOLD MARKOWITZ Waterfront News Fishing Writer What's your favorite bait? Live shrimp? Dead mullet? Trolled balao? Goggle-eyes, tinker mackerel, teenage mutant Ninja pilchards? All those catch fish, but the Miami Billfish Tournament is baiting up with more of that good old reliable green liure - money for its 22nd annual contest. It's meant to attract fishers, not fish. The highlight of the Southeast Florida off- shore season fills the first weekend of April, Friday through Sunday, taking place at the Miami Beach Marina. The tournament, also named for prime sponsors Yamaha (outboard engines) and Contender (offshore out-, board boats) was rich already with cash prizes in 15 divi- sions and sub-contests. It paid out a bit above $150,000 in prize money last year and donated $43,500 to 16 marine- enhancement and conservation projects. In the newest division, named the Bacardi USA $5K Hook-Up, $50,000 will be awarded to the boat crew with the most billfish if enough of them pay the $5,000 entry fee. Anyone entering the Bacardi contest also has to enter three other divisions whose combined fees are $1,650. Big bucks, but this is not an exclusive tournament for tycoons. Budget fishers needed only $220 per person to enter by March 18, and $260 after that. Riches available to rank-and-file contestants can be extravagant too, for anyone able to win in two or three divi- sions. Last year, Tim Maddock won the Master Angler prize for the most sailfish and his Vitamin Sea Too was the top team boat. Those awards and winnings in four sub-contests earned Maddock and his fishing partners $59,172 worth of money. "The tournament tries to think up new ways to keep anglers happy and we thought adding this new cash division might impress some people to take part in the tournament and raise a little more money for conservation," said Karen McGinley, managing director. It's a requirement that sub-contests donate 15 percent of their entry fees to marine preservation and enhancement projects supported by the tournament. At that time, three weeks before the tournament, she had only six entries, including one for the Bacardi contest. That wasn't unusual. Typically, 100 or so boats enter this tournament, each with as many as six registered fishing con- testants. Typically too, half or more don't enter until near deadline, which is the eve of opening day. For example: Tim Maddock, an executive in his fami- ly's Pompano Beach diamond cutting and tool polishing business, was tempted to enter the Bacardi competition, but wanted to see who else threw in before he decided. If he goes for it, he could be hard to defeat. Maddock, 33 now, bought his first boat in 1992, won his first sailfish tournament that year and never got over it. His was also the top team boat in the 1999 Miami tour- nament. Let's ask Maddock if he did anything especially differ- ent to win in '03. "No, everybody was fishing the same way," he said. "The first day we went way, way, way down south and got very lucky. We got seven bites and caught six of them. "There were 30 boats around me and I didn't see anoth- er one catching anything. We had Joe Neber (the '2002 champion) not even 100 yards away from us as lines went into the water, and three minutes later we got a double head- er and Joe got nothing." If you were on one of those other boats, waiting for bites, once in a while you might have glanced over Maddock's way, where there'd be someone standing up with a rod bent down. You'd look again and there'd be another. It seemed as if there was one pod of sailfish in that area, and Vitamin Sea Too had the whole pack in its power. That was luck too good to last, Maddock figured, so while a lot of other boats went back there the next day, Vitamin Sea Too did not. The sailfish must have liked the hum of the boat's engines and followed it around for three days. Ten more bit. All were caught. "You've got to be lucky, but you've got to be good," Maddock said. "We went 16 for 17 on sailfish." Lucky yes, cocky no. Sailfish don't let you get too puffed up for too long. Neither do your human rivals. This year, on the first weekend of March, Maddock fished the Bob Lewis Billfish Challenge and fared poorly. "The tournaments in Miami The Bob Lewis, the Florida Billfish Masters and the Miami Billfish Tournament are the hardest ones to win because of the competition," Maddock said. "Number one, you're dealing with big boats like Get Lit and Freedom, and with the best sail fishermen out there, bar none. They fish those waters 250 or 300 days a year. We don't do that. You utter a volley of vulgarities, followed by the ancient refrain: Why don't they do something about this? Consider a slight change of wording: Why don't we do something about it? Thousands of people will, during the 23rd annual episode of Baynanza, a month-long celebration of Biscayne Bay, highlighted by the giant cleanup project on Saturday, April 17. By March 12, 3,915 volunteers had registered. The schedule gives the rest of us plenty of time to join the volun- teers or to find plausible excuses without shipping more guilt than we can float. Typically 6,000 to 8,000 volunteers, never enough, gather about 19 tons of shoreline trash between 9 a.m. and noon pretty impressive for three hours, but it scarcely makes a dent in the unknown quantity of refuse littering shorelines from Oleta River State Park down through Biscayne National Park. That's a lot of territory in length, about 44 nautical miles on the Intracoastal Waterway too much for They and Them. Unless We and Us pitch in, the waste in the water gets worse. Baynanza is organized by DERM, the Department of Environmental Resources Management in Miami-Dade County. Many cleanup volunteers are organized too - school classes and scouting troops, for example, as well as senior groups, yacht clubs and a variety of other associations. Many are individuals, eager to perform an ennobling, short-term public service less onerous than, say, jury duty or military combat. If you have a boat but haven't been using it enough, Baynanza cleanup day provides an opportunity to run some fuel through the engine. Boats are needed to ferry volunteers from five locations to 16 islands in the bay. "We currently have 15 boat captains registered and we need 40," DERM spokeswoman Christina Bacogiannis reported. What's the attraction? Satisfaction. The only tangible reward for volunteers will be souvenir T-shirts. There's a lot more to Baynanza than cleaning the shores of the bay. I ATE R0 -NE S.( Admiralty Law Mythical marriage at sea By MARK ERCOLIN Waterfront News Columnist About 500 years ago, the coming of spring was sometimes referred to as the "silly season." This might be attributed to the origins of April Fool's Day. The tradition began after the creation of the modem Gregorian calendar in the mid-1500s, when the first day of the new year was summarily changed by the pope from April to January. Some people were slow to adopt the calendar change (either through stub- bornness or a lack of communication) and continued to celebrate the new year in April. These people became known as April's fools and were viewed by the more sophisticated as gullible and worthy candidates for pranks. While few, if any- one, celebrates the new year on April 1 anymore, the tradition of using the day as an excuse for playing pranks on others has continued. The origins of April Fool's Day shows how misinformation can remain part of the public psyche and even create unintended consequences. An example of this is the belief that a captain of a vessel has the authority to perform legal marriages at sea. It is understandable why this perception is accepted as fact. Certainly, almost everyone has read a book or seen a movie that presents a happy couple being united in blissful matrimony by a captain on board a ship. Indeed, who among us can ever forget the tense final scene of the movie "The African Queen" when Bogart and Hepbum delay their executions by having the German warship captain marry them? But alas, as romantic and moving as such events may be, they are, at least on a U.S. vessel, the stuff of fiction. The realty is that captains in command of ves- sels flagged under most major modem countries do not have the authority to perform legally recognized marriage ser- vices. Moreover, my research seems to indicate that captains on U.S. vessels never had this authority. In fact, under the Code of Federal Regulations, those in command of military vessels are general- ly prohibited from performing weddings, as stated in 32 CFR, 700.716, which states, in part: "The commanding officer shall not perform a marriage ceremony on board his ship or aircraft. He shall not permit a marriage ceremony to be performed on board when the ship or aircraft is outside the territory of the United States, except: (a) In accordance with local laws ... and (b) In the presence of a diplomatic or consular official of the United States." When you consider the way the fed- eral system works in the United States, it actually makes some sense that vessel captains wouldn't necessarily be autho- rized to perform marriages. Since the inception of the republic, family matters including marriage, divorce and probate were basically rele- gated to the union's individual states and territories. Even though the incremental encroachment of the welfare state has expanded federal interest in family top- ics, as of this writing laws regarding and recognizing marriages remain the province of the individual states. Mainly, this means a captain officiat- ing at a wedding must have some author- ity granted by local state authorities. Additionally, the service must be per- formed within the territory of that local state to assure its validity. The intended couple should have acquired their license in advance of the ceremony and have the proper number of witnesses at the nuptials. It is also best to perform the ceremony while at the dock rather than out on the water so there is no subsequent dispute about jurisdiction. Now, if someone is interested in what certain travel services refer to as a "marriage cruise," my research indi- cates that most cruises work according to the above description: i.e., preparations are made well in advance for licenses, witnesses, and for somebody to be present with the legal authority to perform the ceremony at the dock before the ship leaves port. For a couple to be married by a captain of a Bermuda-flagged vessel, research indicates that advance arrangements must be made with the Bermuda government authorities. As for being married by a Japanese captain on a Japanese ship, the intended couple must give proof that they are both Japanese citizens. So, as you can see, a spontaneous romantic marriage at sea is, for the most part, the stuff of good drama rather than good fact. On the other hand, I did once see a poster on a ship I served on which read, "All Marriages Performed by the Captain Shall be Considered Valid Through the Duration of the Voyage." HAWKINS Waterfront News Writer This is one in an ongoing series on South Florida waterfront landmarks. This month's feature looks at Florida's only tunnel that carries traffic under Fort Lauderdale's New River. Walking to work every day on Northeast Third Avenue in Fort Lauderdale, Sam Poole bemoaned the unsightly area near the state's only tunnel. So three years ago he gathered his Rio Vista neighbors together to discuss the concept of creating a park-like setting there. Now, plans call for the addition of Tunnel Plaza, anoth- er chapter in the story of the Henry Kinney Tunnel, built under the New River in Fort Lauderdale 44 years ago. "It's going to offer a spectacular view of downtown on the north side of the river," said Poole who believes the plaza will rekindle the historic value of the neighborhood. The plaza is located on top of the tunnel's south entrance, at the eastern end of Rio Vista Boulevard where the southern portion of Riverwalk begins. Now, the area is vacant except for new trees, old con- crete from the original Federal Highway and the mechanical building that serves the tunnel. The city's Downtown Development Authority allocated $500,000 for the project and a state $200,000 community affairs grant has also helped cover costs. Plans call for new lighting, benches, landscaping and traffic changes to tie into Riverwalk South. Currently Rio Vista Boulevard runs into the plaza area and circles it before turning into Southeast Seventh Street. Improvements would simplify the traffic pattern. A year ago nine large oak trees were transferred from the building site of the Las Olas Grand condo on the north side of the New River to the plaza area. The trees had to be removed to make way for the new high rise. The extension of Riverwalk on the south side along the newly developed New River Village, a condo complex on Southeast Fifth Avenue, has provided a connection to the plaza. Today the Stranahan House sits at the end of the north side of old Federal Highway and is vis- ible from the south side of river where the tunnel's power and vent station sits. By 1915, a swing bridge was erected to handle increas- ing car traffic and it served the area well until it was replaced with a low-level drawbridge in 1928. Both bridges were a nuisance to motorists, who complained about bottleneck traf- fic when a boat had the right of way. By .the 1950s, city leaders began to look at building a taller drawbridge over the waterway. But a newspaperman had a better idea. Henry E. Kinney, founding editor of the Miami Herald's Broward edition, proposed in an editorial that another option should be explored: a tunnel under the river. There was no other tunnel in Florida but Kinney didn't care. The fight over the tunnel pitted boaters against motorists, civic leaders against politicians and neighbor against neigh- bor. Boaters in favor of the tunnel staged flotillas down the river forcing the bridge to open and backing up traffic for long time periods. It all came down to a public referendum in the fall of 1956. By 607 votes, the tunnel won with 7,008 votes for it and 6,401 against. The state of Florida allocated $7.5 million for the work. Digging deep into the earth below the river was a slow and noisy process as huge pile drivers broke through rock. After four years, the completed was four lanes with two going through each of two tubes. It's 864 feet long, 35 feet deep and its concrete walls are 10 feet thick. A generator building sits on top of the tunnel to push out exhaust fumes from cars. The tunnel is maintained by the Department of Transportation at a cost of about $300,000 a year. There are some 60,000 cars that pass through it daily. When it was officially dedicated on Dec. 3. 1960, it was named the New River Tunnel. However, friends of Kinney pushed for it to be renamed in honor of the man who led the way to get it built ih the first place. In 1986, it was renamed for Kinney nine months after his death. HAWKINS Waterfront News Writer A group of enterprising kids were among volunteers plucking trash from the waterways in last month's Waterway Cleanup. Students from North Fork Elementary School in Fort Lauderdale used two 10-foot long wooden boats they had constructed themselves. They also videotaped a docu- mentary of the experience and wrote a song about the boat building and cleanup, to be background music for the video. "It's been quite and experience for everyone," said Curtis Tucker, coordinator of the boat-building project and creator of an online magazine called, Kids Aboard, which introduces kids age 4 to 17 to the marine world. The pro- gram is a division of Tucker's Atlantic Coast Boating w eb- site, which offers marine industry information. Kids Aboard is a member of the Marine Industries Association of South Florida, sponsors of the recent Youngsters from North Fork Elementary were aboard one of the homemade boats for the annual Watertway Cleanup. The event attracted 3,000 volunteers, some on foot and others aboard 500 donated boats collecting more than 55 tons of trash along 300 miles of Broward waterway. It was all taken to 30 trash sites throughout the county. Among the more unusual items found this year: a large neon hotel sign pulled from the Intracoastal near the Bonnet House in Fort Lauderdale. A number of car batteries were collected in the Coral Springs area. Two dead goats also were pulled from the waters near Coral Ridge Isles. The North Fork students launched their colorful white, yellow and green-colored boats the day of the cleanup at Delevoe Memorial Park in Fort Lauderdale's Sistrunk neighborhood after school principal Robert Babay helped christen the boats. "This has been a great experience for the students and the entire school," Babay said. Tucker, a former teacher who began his Kids Aboard program five years ago, said it's a hands-on effort to help kids develop teamwork skills and apply math, science, language and visual arts in a creative manner. He said the success of this year's boat-building means that it will be repeated in next year's cleanup. Assistant principal James Griffin said minority stu- dents rarely get an opportunity "that allows them to work together on such a project and learn the value of team- work." He said the early experience could be important in forming marine career aspirations. "I was totally impressed with the way Tucker worked with the children and generated such enthusiasm for the boat project," said Kariem Edwards, school guidance counselor. "This is how we show them that if they work together and have a goal, it pays off in the end with a fin- ished product." Painting the boats was the best part of the process, kids said. They especially liked being able to leave their hand and foot prints all over the craft. Last year that was eliminated; now everyone picks his spot and is there when fishing's allowed to begin. Before that, chumming with live bait was outlawed and the number of rods in use at any one time was limited. Before those changes were made, Maddock said, it was eas- ier for small boats to compete with big ones. "It's a big boat tournament now," he said. Could be, but there are many small boats in it every year, and lots of them are winners Vitamin Sea Too and Joe Neber's Contender One, to name just two. Adding prize money doesn't guarantee a big, immedi- ate jump in entries, at least not right away. Last year, for example, a new $10,000 prize was instituted. Dollars do drive the intensity of the competitors, but there's a lot more goodness than greed in the Miami Billfish Tournament. "But we didn't have any facilities to speak of, like classrooms, offices and a boathouse." Classes are held during the week for BCC students. Instruction in sailing, windsurfing, canoeing and naviga- tion are offered to the public, 9 a.m. to noon on Saturdays. Cost is $125 for a six-week session. Participants who pay an additional $40 per semester can join in other activities such as sailing and snorkeling trips to the Florida Keys, monthly Friday night socials and open recreational sailing from noon to 6 p.m. on Saturday, Metcalf said. The Saturday morning navigation, windsurfing and sailing classes are limited to 15 students each. All the pro- grams are very popular, drawing people ranging from teens to retirees, Metcalf said. "We started anew term on March 13 and the sailing and windsurfing classes were filled well in advance:' he said. The next term begins in mid-May. Metcalf advises signing up early. Jon Groover, a sailing instructor-trainer who also teach- es windsurfing classes, calls the new facility "wonderful.": At West Lake, the program operated out of an eight- by-eight by 20-foot deep overseas container that was painted to look like a fish tank and used mostly for stor- age, Groover said. The city gave BCC the land lease on the stipulation that the college opens its facilities and programs to the public. "At West Lake, we taught at the picnic tables," Groover said. "Here, we can do PowerPoint presentations, have DVDs, VHS, a 12-foot screen television. It's a com- pletely different world." The center's location on the entrance drive to Bass Pro Shops insures plenty of attention. "There's a lot of traffic," Groover said. "Everyone who drives by sees us sailing and having a great time. It's highly visible. People stop in and ask for brochures. They start asking questions and a couple weeks later they're in one of our classes." Since opening, there's been a lot of interest from the community. "Because of demand, we're considering expanding our operations to Sundays," Metcalf said. Kristen Jones, director of parks and recreation for the City of Dania Beach, said she is eager to see the commu- .nity get involved with BCC's programs, particularly the Ropes Challenge course which develops skills that can be helpful in all aspects of life, especially decision-making andself esteem. The city gave BCC the land lease on the stipulation that the college opens its facilities and programs to the public. "We're looking forward to a long, successful part- nership to enhance watersports in Florida," Jones said. Marcy Camarco, of Hollywood,, took windsurfing classes 18 months ago at West Lake Park with son, Gregory-Camarco, 13, and her son's friend, Gregory Martin, 13. Camarco said, they plan to sign up for sailing classes soon, she said. "It's a great program and it's social as well," Camarco said: "You meet some great people." There's moss-covered oak archways, old.country churches, working farms and antebellumplantation estates. The Intra-Coastal Waterway at the McKinley Washington, Jr. bridge marks the gateway to Edisto Island. Beach houses painted sunny yellow and blue are accented by sweeping verandas and ever-present ceiling fans whether they're located near the Atlantic's edge or on quiet side streets within earshot of the surf. Palmetto Boulevard is the main drag, four lanes before it narrows to two around St. Helena Sound. Once the horfie of the Edistow Indians, the island still bears the imprint of its first inhabitants. In Edisto Beach State Park, an oyster shell mound shimmers in the dis- tance, the shells whitening, like bleached bones under ubiquitous live oaks. Early English settlers in the 17th and 18th century lived off the sea as well as cultivating cash crops such as rice, indigo and sea island cotton, the latter responsible for bringing great wealth to the island during the cotton era when many of Edisto's elegant houses were built. Today, most of the former cotton fields have reverted to woods, while others have been turned into fields of melon, tomatoes, lettuce and other truck crops. Each afternoon a flotilla of shrimp boats and deep-sea vessels return to the docks, unloading king mackerel, dol- phin, sailfish and wahoo caught about 50 miles offshore in the Gulf Stream. Spring brings warmer waters and aggressive reds in the flats..Anglers are allowed to keep two reds per day in the legal slot limit of 15 to 24 inches. Sea trout, flounder and ladyfish also are moving back in from offshore waters. Edisto, SC is located about 45 miles of Charleston, a quiet place without strip malls or bottleneck traffic. Plenty to eat Surrounded by antique tractors and a 1910 Ford, Bell Buoy Market (a fixture for 30-plus years) is credited by some for serving "the best shrimp on the island." Overlooking the Atlantic, the Pavilion restaurant serves Chef Dennis Boyd's brand of fusion seafood along with American Bistro, Northern Italian and island cuisine. Locals rave about the'shrimp Creole, braised red snapper and Cajun shrimp. Over at Po-Pigs Bo-B-Q, there's barbeque ribs, hash and sandwiches as well as a 30-item buffet. Comfortable and relaxed, the Sea Cow Eatery dishes up perfectly sea- soned selections ranging from barbequed chicken to stuffed filet mignon to local seafood as well as scrump- tious homemade desserts. Keep your eyes peeled for a low country oyster roast. It's a tradition that has been passed down through genera- -tions. Oysters from the fertile South Carolina salt marsh- es are placed on the grill and covered with a wet burlap sack to loosen their hinges. Once they've been heated for five or so minutes, it's time to eat. Optimum tools for opening them are a heavy-blade knife and a pair of cotton gloves to protect against the hot oysters. Slide the knife between the shells; open and enjoy. Douse them with hot sauce or lemon juice, slide them on a cracker or enjoy them straight from the shell. There are no inns or B&Bs on the island, but there is a wide selection of homes and condos to rent that sur- round the beachside road. It was submitted to the International Game Fish Association for world record consideration. Arostegui used a 7-weight fly rod and a leader with a 10-pound test tippet. His fly was Marty's Peacock Clouser, Arostegui's version of a weighted streamer first designed for smallmouth bass by Pennsylvania guide Bob Clouser.
