The new cruising permit fee regulation that took effect on Dec. 1 allows vessel owners to make two trips to the islands within a 90-day period. Under the old structure, a $150 fee for boats up to 35 feet and a $300 fee for vessels over 35 feet was charged just for a single trip. "Basically, the fee structure is cut in half" said Keith Gomez, a boating and fishing specialist for the Bahamas Tourist Office. The interim solution approved by the Bahamian gov- ernment was enacted to appease boaters, many of whom were outraged over the hike in cruising permit fees last sum- mer. Prior to the July 4th weekend, the government had imposed a fee of $100 for all boats, regardless of size. Government officials had stated in a press release issued at the time that the increase was necessary to "put into place measures which would greatly reduce the likelihood of over- fishing, poaching and pollution of Bahamian waters by some boaters." The press release also stated the "need for new fees has arisen since September 11, 2001, when greater security for all ports of entry was mandated, particularly due to our prox- imity to Florida." Boaters have complained that the fees were too expen- sive and have said they would curtail their trips to the Bahamas. The numbers were unavailable, but the drop has been noticeable, Gomez said. "The decision allowing for two trips in a 90-day period is expected to help the boating community, which did not like the fee structure," he said. "We want to encourage boaters to keep making trips to the Bahamas." To further appease boaters, the Bahamian government is considering other proposals such as charging a multi-entry permit fee good for up to five trips in a single year, as well as looking into revising the entire fee structure, Gomez said. But any changes in the fee structure would have to wait until the 2004-2005 fiscal year, he said. The government cannot change the fee structure because it is already part of the 2003-2004 budget, which ends June 30, 2004, Gomez said. 'That's how we find out what's wrong so we can improve upon it," he said. Although the new fee structure has generated a lot of neg- ative feedback, officials have been able to speak to the boat- ing public and inform them of what is happening, he said. "A lot of people are very supportive of the new interim measure," Gomez said. "A lot of people are very receptive." That should please the outfits promoting a canoe- kayak paddling trail around the inner perimeter of all of Biscayne Bay. Drafts of five preliminary alternative plans were sub- mitted to public reaction at three hearings in December. Next step is for the Biscayne staff and the National Park Service to craft it down into one preliminary draft. The redrafted plan will be submitted to another round of pub- lic hearings. Doing it without conflict doesn't look easy. The park encompasses most of Biscayne Bay south of Key Biscayne, about 30 miles from end to end. Side to side, it stretches from the mainland to the last reef line, a few skips from blue water. It's used by fish-catchers, cruisers, sailors, water-skiers, tubers, snorkelers, scuba divers, bird-watch- ers, paddlers, gregarious rafter-uppers and people who can't stand crowds. "This is overkill, but there's no question we have to do something because of the growing population of South Florida and the continuing growth of the Homestead area," said Phil Gibboney, a retired Eastern Airlines pilot. "If you basically like an alternative but you'd like to change it by adding a zone, removing a zone or making other changes, let us know," she said. Almost everyone there did. They bent the ears of Canzanelli, park archeologist Brenda Lanzendorf, fishery biologist Todd Kellison and others who listened, explained and wrote suggestions down. One of the people the park staff met is Phil Gibboney's bonefishing partner, Steve Petersen, who spent much of his childhood on the park's keys and waters. He saw that most of the no-combustion zones now proposed would stop powerboats at the closest three-foot depth to a flat or shore- line. That makes engine-restricted surface areas way too wide, Petersen said: "I'm thinking more like a foot-and-a- half to two feet." He had the same idea about Arsenicker and West Arsenicker Keys, which are identified as "sensitive resources" and encircled with off-limits zones 500 feet wide on every alternative plan. Petersen and others made the point that there's water as deep as five feet quite close to the eastern side of each of those mangrove islands, so no need to ban engines-there. Lanzendorf said the layouts for those and other zones can be modified. "It doesn't have to be a pretty little band of circles on a map." Canzanelli emphasized that whatever the depth stan- dard turns out to be, engine-boaters who find pockets or unmarked channels that deep within no-combustion zones will be allowed to use their engines at idle speed as long as they have enough water beneath. The bass are less active than we'd like. Our concentration is slipping. I'm re-rigging a rod at the stem of Joe Oglesby's bass boat and he is on the foredeck, fiddling with his phone, try- ing to call Miami. Suddenly, excitement: Joe drops to his knees, dives face down into the cockpit, pounds his fists on the deck and moans "auuggh!" Gaps in cellular service here are annoying, but not enough to make my old friend weep and wail and gnash his teeth, so I cry out: . 'Are you okay?" He doesn't look okay. He looks like a fisherman who's left his rod unattended with his bait in the water. "Did you see that?" Joe asks. No, it happened behind me. He spreads his hands, two or three feet apart. Pretty big anyway, the kind of fish you hope to hook with 12 inches of wiggly soft plastic, black with a blue tail. Joe's fake snake had been on the bottom of the lake, face down, tail up, five feet below the surface, while he was pushing phone buttons. S"Six pounds!" Joe under-guesses. A two-footer would go seven pounds, easy. "It moved from right to left, and then it came up," he says, his hands swimming laterally, then vertically. "All the way out of the water." Somewhere in the sequence he'd grabbed his rod, too late. Bye-bye, fishypoo. Bass don't travel much, so now we know exactly where to start the next time we fish Lake Okeechobee. Well, maybe not. We found out that some of the lake's islands and standing-alone marshes are just floating masses of plants that might take root or might sail away. Our little string of marshes, near a wide cove called Monkey Box, could be there next time but if the water level changes much we might not recognize it. Other than liking the name Monkey Box, we chose it because Internet surfing and consultation with reliable sources revealed that bass had been biting there consistently for most of November, and also because an old friend who lives at Lakeport insisted that we inhabit her guest room. They've been on the lake preying for targets since the middle of the night, and it only takes one guy to run the boat. know it's terrific, but not this time. Another good thing: Monkey Box isn't hard to find. If you launch from the public ramp at Hamey Pond Canal, alongside Route 78, you turn east-northeast at the channel's end and run about two miles along a line of spoil islands. When you pass the last one, turn south. The Big O: How good it is If you haven't fished Big 0, you've been missing some- thing awfully good. Joe and I had been talking about going since he bought his boat in July. We finally matched sched- ules for the weekend before Thanksgiving. Going up there from down here was easier and faster than it looked on a road map less than two hours from north Miami-Dade via 1-95,595 and US 27 on a Friday night. If we were stopping in South Bay or Clewiston, it would have taken no more than an hour and a half easy enough to drive up, fish a few hours and return home the same day. Freshwater fishing-doers don't all agree which Florida bass water is number one, but Big O ranks high on any list. About 500 fishing tournaments, ranging from club comnpeti- tions to the pro tour's big-money events, were scheduled on the lake this year. Too popular? Our trip coincided with a 10-day duck hunting season, which made the weekend busier than usual, but not scarier. We never had to duck, though once in a while we heard a dis- tant shotgun go boom. Other boats were often, but not always, in sight. Another reason to like it here is that Lakeport is one of the quietest locations on Big O, except in hunting season when people start revving their airboat engines at 4 a.m. Want hustle-bustle? Try Clewiston, the lake's capital city for people coming from the south. The town of Okeechobee serves that purpose on the north edge. South Bay, Pahokee, Belle Glade, Moore Haven and Buckhead Ridge are other country burgs where you can find lodging, bait and tackle stores, guides, eating places and launch ramps. If you enjoy meeting police officers, try the outskirts of South Bay, where the speed limit plunges from 70 to 45 faster than some drivers can decelerate. Unless you know your way around the lake, invest in a fishing map. We bought a Kingfisher map of the lake for $8 at Bass Pro Shops. It doesn't mark every fishing spot I heard and read about, but it shows a lot of them, including channels through marshes and grassflats. It also has a list of 39 access points, 27 of them with launch ramps. I added a NOAA navigation chart number 11428 - of the Okeechobee Waterway, which includes the lake. When you compare it with the fishing map, you'll see why it's best to have both. Because the water level changes often, charted depths are more theoretical than real. You ought to have a fishfind- er/depthfinder, preferably one with GPS and mapping fea- tures in case you forget to. line up your landmarks or weath- er hides them. I would stand on a.couple of wood- en soda boxes so I could see over the big wooden steering wheel on my father's steam powered excursion boat. I was 7 years old. The red and green lights are placed on a vessel according to the rules for the size boat. One rule is common to all situ- ations: the lenses are shaded so the light cannot be seen beyond seven degrees aft of the bow. Red is on the port side so if this color light is spotted from an approaching ves- sel, it must give way, just as a car coming from your right has the right of way. If a vessel sees a green light, which is on the starboard of an approaching vessel, the pilot knows he has the right of way. In all situations, it is prudent to make sure both operators understand the other's intentions. Seaplanes must also show the same lights when on the water at night. Capt. Unfortunately, this means that someone who purchas- es a vessel may discover that expensive liens exist against that vessel- liens which can still be enforced via federal arrest. It should also be noted that one of the reasons a fed- eral arrest and sale of a vessel without necessarily knowing the underlying vessel owner has been consid- ered allowable and constitutional was because it was done under the auspices of the court, with a judge reviewing the circumstances so as to prevent abuse of the system. Under the new state statute, a marina is only required to inform someone they "reasonably believe" to be the owner or acting for the vessel before its sale. There is no review of the process by a court or judge. Under the right circumstances, it is very possible that a "non-informed" vessel owner with sufficient resources, and a sufficient.lose due to the sale of the vessel, may test this statute by seeking legal redress against the marina that sold it. Moreover, it might even be possible for the owner to attempt the return of a vessel under federal maritime rules. This, of course, would not please the present purchaser, who might then also seek legal redress against the marina. In fact, the buyer may also have redress against the marina if the boat is ever arrested due to a pre-purchase maritime lien, depending on the circumstances of the sale. In the end, it is possible this statute may cause those who use it to spend more time in court rather than less. Time will tell. HAWKINS Waterfront News Writer This is one in a series of special features exploring landmarks along South Florida's waterways. This mon- th's feature takes a look at the Seminole River in Fort Lauderdale. The flowing waterway outside Lauderdale Marina owner Bob Cox's office is also a historic "river." "It's really a river to nowhere," joked Cox. What Cox sees is the Seminole River, sandwiched between Southeast 15th and 16th streets, running from the Intracoastal east to Cordova Road in Fort Lauderdale. "Back in those early years when this. part of Fort Lauderdale was being developed, they gave names to some of the canals and area roadways," he said. Marilyn Rathburn, research librarian for the Fort Lauderdale Historical Society, confirmed the name of the waterway. "Back in the 1920s when there was the start of a build- ing boom in that area, there were plans to build a bridge from the mainland at 15th Street across the Stranahan River (now the Intracoastal) to connect to what is today Harbor Beach," Rathbum said. At the time, only the Las Olas bridge stretched over the waterway and the oceanfront road only went as far south as Bahia Mar. Early. architectural drawings show the 15th Street bridge in place, Several small bridges linking the manmade islands of Harbor Beach were constructed in the hopes of drawing future residential development. The two bridge bases for the 15th Street bridge, one at the western end of Northeast 15th and the other at Harbor Beach, were built along with a central drawbridge in what is today the Intracoastal. The drawbridge remained opei and never connected to anything because, like the Seminole River which deadened at what is today Cordova Road, the 1930s Depression Stopped all development. It wasn't until after World War II ' that the area began to build up and eventually the 17th Street Cause% a) ~ as built in the 1950s. At the same time, the old drawbridge in the middle of the Intracostal was demolished. Today the canal is a boating hub, lined with a variety of SS.A. Cable Marine, at 1517 SE 16th St., has been located on the canal since it opened in 1977. Owner George Cable said that when the business started there were only a handful of marinas and marine maintenance businesses in the area. "Like so many aspects of the marine industry, this canal has changed over the years and now the megayachts are being serviced," he said, adding that the canal is probably 28 feet deep and one of the deepest in the area. Cox, 86, a former Fort Lauderdale mayor who retired in the 1980s, has photos in his office showing the bridge sec- tions. Cox had moved to Fort Lauderdale in 1946 from upstate New York, where he was chief engineer at a defense plant. Living on a boat with his first wife, the couple brought their 83-foot craft to South Florida only to discover there was no place on the New River to dock because the boat needed a deep port. Cox did discover that the U.S. Navy had abandoned a secret torpedo-testing base at the end of Southeast 15th Street and there was a deep port along the Seminole River Canal. "It took me a year and a half, but I eventually was able to secure a lease from Gulf Oil, which had owned the land and was leasing it to the Navy," he said. He knocked down 14 buildings to clear space to build Lauderdale Marina which he says contains the first marine gas station in the area. "I was able to look east toward the ocean and there was- n't a single home, condo or high-rise of any kind in sight," he said. To the north, there were only a few lots being devel- oped on the Tenth Street island. To the south was the Ocean World Seaquarium at the end of Southeast 16th Street where performing porpoises entertained tourists. Cox's marina, which eventually expanded to include boat service and one of the areas oldest seafood restaurant's, the 15th Street Fisheries, now encompasses about five acres. The land was purchased from Gulf Oil. "The first radio station, WFTL, had its tower on some of the nearby land and its office on a boat docked on the canal," Cox recalled. When the area along Southeast 16th Street was sold in the 1950s, Cox said the runoff from the development into the Seminole River Canal ended up forcing Cox to take legal action to get the canal dredged. In 2004 Lauderdale Marina will celebrate its 56th year. "I could have never imagined all the changes that have taken place in just this area," said Cox, noting how now megayachts line the Seminole River Canal while residential and commercial development have taken over the islands along the Intracoastal. "You simply wouldn't believe all this has happened unless you lived through it all," said Cox. "But I love Fort Lauderdale and despite all the development, it's still a great place to live." HAWKINS Waterfront News Writer Louise Lambiotte, Andy Deering and Ginny Lloyd may have joined the Sailing Singles of South Florida for entirely different reasons, but all agree taking that step has changed their lives. "I have only been on a sailboat twice in my life, but I knew I wanted to know more about it," said Lambiotte, who joined the group shortly after it started 15 years ago. Her 20- year marriage had ended and she needed a new social outlet to not only meet people, but also learn a new skill sailing. Today, the retired local schoolteacher spends more and more time crewing for big sailboats that take her to all parts of the Caribbean. "I was just separated from my wife and knew that it was time to put myself back out there if I wanted to ever find a possible new relationship," said Deering of his move to join the group when it first started. He has twice served as commodore. Seven years ago Deering, a Fort Lauderdale resident, met another sailing single, Jean Crocker, and the duo's been a "steady" couple for the last five years. When Lloyd moved here from California three years ago, she knew she needed to "get out there and meet peo- ple." She noticed a Sailing Singles poster, which led her to a meeting. "I think the group found me," she said. Today, Lloyd has a whole new circle of friends and is club commodore one of the few women to hold the post. These three stories are duplicated many times by the other 190 group members, who have found new friends, romantic partners and new sailing experiences. "People join for three reasons," Lloyd said. "They want to meet people, look for a potential relationship or explore their love of sailing," she said. "And for some, all three are reasons." The group was formed 15 years ago by a handful of peo- ple with a need to socialize with others who loved sailing. "The club is a great support group," said Joe Murray of North Bay Village, who lost his boat in Hurricane Andrew in 1992. Shortly after he bought a new one, the club threw a surprise birthday party with a $500 gift certificate for Murray to help rig up his new craft. "That showed me what these people are all about," he added. Iwona Schmidt of Aventura, attending her first meeting recently, said she's new to South Florida and "hopes to make new friends." The Internet is infested with reports, both amateur and pro- fessional, about what's biting and where. Some of them (see box) are organized, up-to-date and apparently even truthful. The allure Here's a sample from Capt. Terry Garrels, a longtime Okeechobee guide I trust: "Early a.m. topwater action has been good. Zara Spooks, buzz baits, Zoom flukes and prop baits are good choices. During the spawn, fishing a trick worm with a weedless 1/64- ounce weighted hook is very effective. On artificial bait the bigger bass are being caught flipping heavy matted areas, using a one-ounce Gambler screw-in weight with a Charlie's black and blue crawdad. Other good artificial baits have been spinner baits, Bill Lewis Rat L Traps and Smithwick jerk baits. (Rattlin' Rogue)." Before loading up on every lure mentioned by every source, I checked my supplies to see what I already had: a few Zaras, but I never catch anything with them. A box of spinner baits, same thing. Lots of Zoom flukes, very effec- tive in the Everglades, but I packed just a few because I'd seen a credible report that said they attract mostly smaller bass up here. I don't need to be coaxed to fish Rat L Traps, so some of those went into the bag. I'm not convinced that brand differences between closely similar lures are important to bass. Most reports I found on the web mentioned that color combination at least once, with a variety of soft plastic lures. I've never had much luck with crawdad imitations, so I bought those 12-inch snakes in black and blue a package of Bass Pro's house brand and another of Gambler worms. Okeechobee bass liked both. Try not to get carried away to the cash register by pub- lished reports of well-known guides and tournament profes- sionals. They're usually sponsored by tackle companies that give them equipment for promotional considerations. Naturally they use their sponsors' lures a lot, perfecting tech- niques for each and therefore catching a lot of fish on those. Pros usually avoid mentioning brand names of lures they like if the manufacturers aren't among their sponsors, so don't be misled if nobody plugs your favorite plugs. If you're good with them, they'll catch fish for you. For example, none of the reports I saw even mentioned Rapala floating minnows, but you'll seldom meet a pro who does- n't use them. Joe and I liked Big O so much that we can hardly Wait to go back. Here's a guarantee: Joe won't try calling Miami with his lure in the water and his rod lying unattended on the deck. Among the Arsenickers, our first stop, we saw plenty of bottom gouges through the clear, still water near low tide. A few were in pairs, made by twin-engine boats just about impossible to run there at any tidal stage without hit- ting bottom. Nearly all the trenches were long, indicating that boaters who found themselves in too-shallow water chose to hit the throttles and try to plane across, rather than back off to deeper water. "They haven't a clue," Gibboney said, cred- iting the gougers credit with ignorance, not malice. Park rangers have caught plenty of people ripping up the flats on purpose, said Lanzendorf, the archeologist, but she knows plenty of others do it by mistake. "I've run a Park Service boat aground on Featherbed myself." Featherbed is the most vulnerable spot in the park for accidental groundings. It's right in mid-bay, with the Intracoastal Waterway channel cutting through it. Mistakes are made often by boaters looking for shortcuts to Sands and Boca Chita keys, or aiming at the wrong angle for distant channel markers. Lanzendorf said the eastern section is too badly dam- aged for passive recovery; fill will have to be hauled in and seagrass transplanted to restore it. All the draft alternatives designate it as a no-combustion zone. Fishing access was only one of many topics discussed and argued at the public hearings. Here's a sampling of sug- gestions posted on easels around the room: All boaters should be required to take a captain's course for safety purposes and to follow park regulations. Put more visitor contact stations in the north end. Get rid of commercial shrimping in the bay. Don't place the "safety valve" shoals between Stiltsville and Soldier Key off limits, but prevent damaging groundings by marking the navigable channels there. Open channels in Midnight Pass and the Rubicon Keys, and from Hurricane Creek into Jones Lagoon. Don't make a no-combustion zone between the Homestead Bayfront Park and Convoy Point channels. Instead of no-combustion zones, improve the mark- ings of channels and other access routes. Build camping chickees on platforms in the bay to reduce the impact of camping on Elliott and Adams Keys, and refurbish the existing campsites. Oceamii Tradlers offers a new take on an old tradition! FLETEMEYER Special to the Waterfront News Even among Floridians, it's a little known fact that one of America's largest and most historically important national parks is located 70 miles off Key West. Created by an act of Congress in 1992, the Dry Tortugas National Park's remote location in the Gulf of Mexico gives it the distinction of being the most southern bit of American real estate. The Dry Tortugas got their name from Spanish explorer Ponce de Leon, who in 1513 discovered an abun- dance of marine turtles but no fresh water on any of the seven tiny islands. Fort Jefferson is the most prominent manmade fea- ture in the Tortugas. Construction began in 1846 in response to the need for a strategic military presence in the Gulf of Mexico and the Straits of Florida. Impressive 20-foot thick walls and a protective moat span nearly 21 acres of land. Imagine building one of America's largest forts with the aid of only a few primitive tools. Workers and materials traveled over 70 miles from Key West in diminutive sailing ships. Negotiating the shallow channel leading into the island without the aid of power would have been quite challenging. Work continued for nearly 29 years. At its peak there were over 2,000 workers, but the project ceased when it was decided that the fort could no longer serve its strate- gic objective. But Fort Jefferson continued to have a mil- itary presence. In 1898 the USS Maine anchored there before continuing on to Cuba. During both world wars the fort was used to harbor Navy ships. Now, starting Feb. 1, overnight camping will be per- mitted due to updated plumbing facilities. A get-away Typically a Tortugas trip begins in Key West at the marina of your choice where you'll fuel up and provision your boat because there's no place to stop along the way. By all means, don't forget nautical charts of the area, which can be purchased in Key West at the park's visitor center near Duval Street. Information is also available at the Key West Coast Guard Station, the city's Chamber of Commerce and the local Florida Keys Charter Boat Association. Heading out of Key West's harbor was a magical experience for me. I love local Key West lore- about pirates, sponge diving and the drunken alley brawls made famous by Ernest Hemmingway. I could almost picture Papa Hemmingway pulling into the harbor with a giant marlin precariously strapped to the gunnels of his boat. Shortly after leaving the harbor, a number of emerald- colored keys began to appear to our starboard. Our captain told me that it's not uncommon for the seas to kick up from a foot to over 10 in less than an hour. Boaters often become stranded on the Tortugas for as long as a week waiting for the seas to subside enough to allow for a safe return to Key West. About two hours into our trip, I spot two black dots on the horizon. They can only be the two lighthouses, one at Fort Jefferson and one on the neighboring island. The fort Ten minutes later and I'm able to make out the outline of the fort and some of its interesting architectural ele- ments. When we're about a half mile from the fort, we start looking for channel markers located about 200 yards from shore on the northwest side. The channel is 12 feet deep at low tide so there is plenty of depth for large motor- boats and sailboats. Once through the channel, we head to the dock where we're greeted by three rangers with welcoming smiles. Before exploring, check-in is mandatory and if you have 45 minutes to spare, I highly recommend the guided tour. My tour was led by interpretive ranger Mike Ryan. His exuberance for this remarkable place was infectious. As he described the many hardships of soldiers sta- tioned at the fort 150 years ago, I could visualize the men in their hot woolen uniforms stationed in the lookouts next to their cannons, straining their sunburned eyes for signs of an enemy ship. In Fort Jefferson's long history, there was never a shot fired at an enemy. After the tour it was time to go snorkeling. The water was exceptionally clear. An assemblage of marine life rivaling the Miami Seaquariam greeted me: curious groupers that were as friendly as puppy dogs, and many other fish of various shapes, sizes and colors. I even spot- ted a rare and beautiful hawksbill sea turtle. I expected him to bolt when I swam next to him but instead he came up to my faceplate to give me a closer look. By now I'm exhausted,, so I decided to eat lunch and take a nap. Thanks to the effort to accommodate visitors, the park has a perfect place to do both. There is an immac- ulately clean picnic area with lots of grassy areas perfect for lounging. When I laid down on my blanket and felt the cool breeze against my cheek, I knew I was in a paradise that ironically few people know is here.
