On a calm sunny day at slack tide, the seven houses still there seem to float on air, hovering above their own reflec- tions. On a midweek day with little boat traffic, you can gaze from northwest to southeast, with city buildings in the back- ground, and almost see another planet out there. Dreamy? Stick around and we'll take you vicariously aboard a Stiltsville cabin, the clubhouse of the Miami Springs Power Boat Club. We'll show you around and tell you how to get an invitation for your civic, charitable or other organization. S Some day, if the quibbling ever ends, you'll be able to get on any of the houses because Stiltsville has been absorbed into Biscayne National Park. For now, building owners are allowed to control access and maintain the prop- erties. The Power Boat Club, which also does business as the Stiltsville Optimist Club and Save Old Stiltsville, is trying to increase its public accessibility. They host two or three groups a month, among them scouts and school classes - and are eager to do more. Club leaders also talk of establishing a sea-science base for the University of Miami and NOAA, the federal agency in charge of weather, oceanography and such. Or before Hurricanes Betsy, or Donna. Then, fish in Biscayne Bay were so thick you could walk on their backs like stepping-stones across the deep channels. On the shallow shoals, you had to kick 'em out of the way. Scoff not. Once those shoals supported 27 stilt houses, a dazzling sight. One of them, nearest to the Cape Florida lighthouse, held the transmission tower of a Miami radio sta- tion, WOCN. Near the other end of that channel, a peculiar inverted cone on a platform was part of the aircraft guidance system. Quite a way south of there, another was painted orange and aquamarine. On a slightly choppy day in mid-February, the Waterfront News wangled an invitation from officers of the SMiami Springs Power Boat Club, which also wears the caps and tee shirts of the Stiltsville Optimist Club same outfit, two names. The place, built in the early 1950s, is going through an awkward transition to control by Biscayne National Park, which owns this portion of Biscayne Bay south of Key Biscayne. The club still runs the house one of S seven that survived Hurricane Andrew and wants to make it available to more civic and charitable groups, scout troops 7 and the like. Mack Wiggins 1II, a gray-haired ex-child who practi- cally grew up in the clubhouse, got Pat Roach to take us out there on his 23-foot Dusky, the Marjory-D. "Every weekend I'd go out here when I was a kid," Wiggins reminisced. "My mother, my father, myself. A lot of members of the club used it like a base camp for fishing and diving. I must have been 11 or 12. The docks have been rebuilt but the house is pretty much the way I remember it." The clubhouse, apparently the only stilt cabin owned by an organization, is easy to spot a double-decker that's yel- low on one side and blue on the other, a couple of channels south of the nearest neighbor. It's the one with the most dockage, about 180 linear feet. On the lower deck are restrooms, a diesel-fired genera- tor that runs a 110-volt electrical system, picnic tables, freshwater cisterns and other facilities. (0 M I Fishing school of thought: never stop learning Arostegui family sets / state and world records .,* / / By ARNOLD MARKOWITZ Waterfront News Writer "Ten percent of the fishermen catch 90 percent of the fish," Martin Arostegui will remind you if you get him start- ed. Don't quibble about statistical precision. You know what he means, unless you think he's talking about luck.. Luck is tossing bait or a lure into the water and hoping for a bite. Arostegui can't recall the last time he did that: "A long time ago. It doesn't work." Ninety percent of the fish? Look up the records of the International Game Fish Association, the South Florida Metropolitan Tournament and the list of Florida state records, and you get the idea that Marty Arostegui, his wife Roberta and their kids, Martini and Danielle, catch 90 per- cent. They don't, of course. They only catch 90 percent of the biggest ones, or so it seems. A list of all their state and world records, past and present, fresh water and salt, in every tack- le category, wouldn't fit in the Sunday New York Times. On the IGFA list alone, the four Arostegui have col- lected 98 records dating from Feb. 6, 1997, when Martin caught a 23-pound king mackerel on a fly with a six-pound- test tippet. He has 39 of the family's 98 records; Danielle, age 12, has 18, Martini, age 10, has 26. By the time you read this, they'll likely hold a few more. Their mom, Roberta, has 15 records. "I was fishing before I met him," she says. "Now I'm catching." Martin Arostegui owes his success partly to intuitive skill and partly to practice and study. The lines between those factors grew blurry long ago. What does he do differently from the rest of us? Lots of little things, but after spending four hours with him one afternoon I know the one big thing: Arostegui learns. He never stops. Alan Zaremba, a Hollywood guide who specializes in fishing the canals, can tell you about that. "So a friend of mine recommended that I go fishing with Alan Zaremba." Of course Arostegui got that six-pounder. It started a long association with Zaremba, who remembers that day well. "We fished out by the Indian reservation on the Alley. To me he was basically a saltwater fisherman and had trou- ble setting the hook bass-style. Thus he missed a lot of fish. The boy's dad called Delph two days ahead of the trip. Delph said shark action was hot. They rigged an 8- pound test line with a strip of barracuda flesh for lemon sharks and a fly rod with 16- pound tippet for blacktips. With the fly rod, Martini beat the previous record by two pounds. He is always organized and sets his goals, then strives for the result he wants, and he is no quitter." I picked Arostegui's brain for information. Let's squeeze in as many paragraphs as we can of him, telling us how to be better fishermen: "You've got to pay your dues. For example, say you buy a small aluminum boat with a light engine and you go to Flamingo [in Everglades National Park]. If you go once in a blue moon, you're not going to know where the fish are or what's going on. But if you make a concerted effort to go to Flamingo once a week, after a month or two you start learn- ing what are the better times to fish and so on. But basically you've got to put in the time and pay your dues. 'This is also very important: when I go out with guides and other people who know an area well, I ask a lot of ques- tions. I have a friend that buys every expensive piece of equipment that comes out, but he doesn't practice so when he goes out there, he's not using what he has to the best of his ability. "Almost any equipment there is will work if you learn how to use it. You've got to learn your area. You've got to ask people that have been there. You've got to leam your area and pay your dues. And I think it helps to stick to a method and an area until you learn it well. "Fishing is all about learning what the variables are that are applicable to the area you fish. For example, the temper- ature of the water, the current, the moon phase, the time of the year. These things apply to what you're trying to do. "For example, I know that in the month of March and the month of April, there are certain wrecks in front of Key Biscayne that have permit. But if I go at another time of year they are not going to be there. "It was a combination of figuring it out and somebody telling me. They're coming in there to spawn. Two years ago at the right moon phase, we were on this wreck at Key Biscayne, catching one permit after another in the 20 to 30- pound range on crabs. And boats are coming by and seeing us in the back of my boat with our rods bent and they stop around us...and throw their baits in the water and then won- der how come we're catching fish and they're not. They weren't over the wreck. "Some people have an inborn ability to figure out fish- ing situations more than most, and some of those become very successful guides. For example, Bouncer Smith knows what's happening here in Miami. It's a combination of years of hard work and innate ability. There are people who put in the time and don't achieve success. "When nothing's happening offshore, do something else, like deep jigging for tile fish. They bite chunks of bait. If you have an alternative, especially if you have a guest or something, try it." "If you're fishing for bass and you see a bed, throw the fly or jig a little beyond the bed and retrieve it across. the bed." Arostegui does about 80 percent of his fishing where Coral Gables fisherman Martin Arostegui, disguised in dark glasses and a river runner's sweatshirt, fooled this traira with a fly on the Rio Tapera in Brazil. The fish's body resembles a mudfish. Its facial profile may remind you of a fresh water trout. In Arostegui's right hand: a Boga-grip fish-lipper and scale. He has one for large fish, another for small ones and has them calibrated and certified annually by the IGFA. you do, in South Florida waters. He also goes as far south as Brazil, as far north as Alaska, and before he goes he leams all he can. In Brazil, early in February, he fished a tributary of the Amazon for butterfly peacock. He didn't get a lot of action on those, but had a great time anyway. It started with prepa- ration -research before he left his house in Coral Gables: "I learned all kinds of stuff about different Amazon fish; learned things most people don't know anything about. And O practice study when I showed up, I knew a lot more about fishing in the Amazon than most of the people who were fishing there already. I ended up entering three different species for records-a traira, ajijun and a matrincha. I'd never seen any of them but the traira, which looks something like a Florida mudfish." While fishing with Zaremba, Arostegui has set several records for catching the humble, ubiquitous oscar on flies. You throw oscars back, don't we all? So does Arostegui, but he weighs them first. We've probably caught bigger ones, but he's the one with his name in the record book. Those records were vacant until he claimed them. Oscar records don't define his fishing career. This is not merely a guy who sees record-book vacancies on junk fish as a ticket to micro-glory. His. Met titles alone make him a giant in this sport. Even so, he enjoys holding records until someone else breaks them. How did he get that way? "Many years ago, when I was fishing mostly offshore, I would dream of catching a record fish. I always wanted to catch a record fish. I started entering records in the Miami Beach Rod and Reel Club. Then I became aware of IGFA and started kind of focusing on that. All my life I'd been very goal oriented, and I think I translated that personality from business to fishing. "Now I'm less interested in catching records for myself than with my kids. But we also keep it fun. I don't put pres- sure on them, or really on myself. I take the video camera, take slides, take pictures of birds." Arostegui is a doctor who made a fortune in business, buying and managing the business side of other doctors' pri- vate practices. The business grew, went public and was bought out in a merger. Soon afterward, Arostegui decided that line of work didn't have a long future. He cashed out, retired young and rich, and devoted himself to family and fishing. He thinks he's changing; finding more pleasure now in helping his wife and kids to records than in scoring them himself. Maybe, but like a fish he has habits and instincts that are predictable. If we too pay attention to vacant and vulnerable records, pretty soon we'll catch Martin Arostegui setting one. I gawked at the level of perfection those folks had achieved with their beautiful home and applauded his wife's taste, who accepted full responsibility and authorship. Moving to the pool deck, I felt as if we had eased up to Haunama Bay in Hawaii, with the sounds of waterfalls and the sub- tle beams of recessed lights filling my senses. Tikki flames flickered, a cool gen- tle breeze cascaded through lush tropical foliage and a hint of ginger was in the air. Then a terrifying wail exploded into the cool clear evening that resounded through the property like an airplane crashing onto the dock. I nearly jumped out of my skin as the hosts sprang into action, hoisting their massive sliding glass doors across the open- air courtyard, slamming them shut with a thud. They turned to face me with a look of despair, and the ensuing apologetic explana- tion was truly disturbing. It seemed that Joe who lived next door was still out of town, and the vessel renting dockage behind his home was preparing for the Miami Boat Show. The captain's con- tracted crew had been grinding fiberglass; running gas-powered air com esQ aind Sciittiigwdcod for teak decks all week long. -That explained the deafening wail that continued as we spoke. It also explained the vans and trucks I noticed cluttering up their neighbor's front yard when I pulled in earlier. Some time later, we made our way back to the dock where across the canal was a half-sunk hulk of a vessel that resembled a PT boat from "McCale's Navy." The constant slurp of a bilge pump gar- gling air and water was loud and annoying. On the next dock over were two ragged-out sailboats rafted loosely and rubbing against each other with a screech like fingernails dragging across a chalkboard. On one, there was a half dressed man the homeowners referred to as "Big Foot" another moonlighting contractor with no apparent regard for the neigh- bors. Between swipes of his sandpaper, he chugged beers and bee-bopped to a thunderous base rap. As we eased back into the Florida room of their home, I reasoned that theirs must be a uniquely absurd situation. But I was quickly corrected, as the couple recounted similar experiences' from friends and relatives who also live on Broward's waterways. What must it be like to have invested into a multi-million dollar waterfront home that is surrounded by a bevy of backyard boatyards? Okay, I'm raising some dander right now with folks who could make a list as long as my arm with reasons why this is a good thing (for them), and I respect those opinions entirely. I'm. not so sure that any of them are.consistent with the law but I still respect them. I have no tangible solution for this dilemma. But it would seem that if reasonableness and responsibility gov- erned this apparent loophole in the system, everything would probably be okay. The disturbing antics I witnessed at my associate's home shouldn't have to be tolerated, and I hope that fam- ily finds decisive relief. When things get out of balance, the system starts to break down. Too much of good thing could cause irreparable harm to the industry as a whole. I hope that those who perform work in alternative environments will recognize and engage in a responsible standard that keeps the big picture clearly in focus for everyone's benefit. Rick Roughen, a former consultant in the marina industry, is now president of Fort Lauderdale Shipyard. Making yourself lawsuit proof: dispelling myths and goofs Even a foreign-owned and registered boat that has acquired liability issues can usually.be legitimately arrest- ed while in U.S. waters. It is also very possible that the owner of such a vessel-can be served to answer to the court at the same time, depending on the circumstances. Similarly, outward signs of poverty may not be suffi- cient to thwart a civil law suit. In many instances a suit in admiralty has been known to take precedent over a bank- ruptcy proceeding. As I frequently point out, the vessel itself can become a defendant in many maritime disputes sometimes being held and eventually sold at auction to pay off on the liability owed in a dispute. Even exculpatory contract language is not a full guar- antee for the prevention of civil suits. From time to time, the courts' ideas can change as to what they interpret as proper exculpatory language. Therefore, even though a well- designed contract is helpful, it is no panacea in avoiding legal actions. So, as you can see, though you might be able to find a fully waterproof suit, you will probably never find your- self fully "suit-proof' on the water. When all is said and done, I believe your best course of action to avoid the courtroom (along with just being careful on the water and in your business dealings) is to thoroughly discuss your liability potential with your insurance agent, and possibly your legal professional. By taking precautions, you could possibly discover the comforting truth in another of Mr. Jagger's quotes: "If you try sometime, you just might find you get what you need!" HAWKINS Waterfront News Writer This is one in a series of special features exploring South Florida's waterfront landmarks. This month's feature takes a look at what is said to be the oldest air- boat operation in the Everglades. COOPERTOWN Jesse Kennon, mayor of an Everglades town that officially does not exist, says he's struggling to hang on to his family boating business, which could soon face its own demise. In 1945 KeInon's relatives opened the Coopertown Air Boat Rides alrid State' oute 41, about 11 miles west of the Florida Turnpike -in western Dade within Everglades National Paik. Itis-believed to have been the first such oper- ation of itslitiid i the Everglades. Now, nearly 58 years later, Kennon, 60, says it could just be a matter of time before he closes shop. "If things go my way, I could be around for another 20 years," he says. "But, if they get their way, I might be out of here in three to five years." "They" is the National Park Service, which oversees operation of the national Everglades Park, and has for years been slowly taking over private businesses and tourist-related activities to better control what goes on within the park. Kennon has tried to legally stall efforts to force him out of business, but says bureaucratic pressures continue to press on. "We have a slight reprieve now, but we are talking and negotiating so we will wait and see," he said. Rick Cook, director of public relations for the Everglades Park headquarters, said efforts are being made to reach compromises with private landowners and busi- nesses within the park. In 1989 when Congress approved the expansion of the Everglades by adding 109,600 acres in the western Dade County area, it gave the park power of eminent domain to take over private lands, Cook said. U i But some businesses like Coopertown still remain in negotiation. "We know these operations have long histories and tourist interest," said Cook, who believes the future of the sensitive environment depends on controlling park activities. "We have agreed to let Coopertown continue its oper- ations while lawyers deal with the issue of fair compensa- tion and the Park Service undertakes a management plan to see just what can and can not be allowed with the park," Cook said. Whatever the future spells, the airboat attraction now draws thousands of tourists who travel through winding river trails and come face-to-face with what Kennon calls the "environmental magic" of the Everglades. In 1945, John Cooper, Kennon's distant cousin, caught frogs in the area to sell to visitors, who constantly requested boat rides to tour the Everglades. Cooper decid- ed to get into the airboat sightseeing business and enlisted his two brothers, his wife and two children to help. The family also decided to claim their small area as a "town" and named it Coopertown, although it was never official- ly incorporated because there were only six residents. State law required 16. But scores of visitors show up weekly to see the won- ders of the neighborhood. In a year, the average number of boat riders exceeds 50,000. Actors, political leaders and the like have visited, with many movies using Coopertown as a shooting location. The town restaurant's walls are covered with autographed pictures of celebrities along with hundreds of business cards stuck all across the ceiling. "Most people are amazed at how beautiful the scenery is," explains Kennon. "The alligators are the big draw, but there are hundreds of birds and amazing vegetation." Ed Raut, a boat operator and tour guide for the past eight.years, talks about the history, of the Everglades as tourists climb on board. ""The Everglades means river of grass and is 100 miles long and 40 miles wide," Raut explains. "It's the slowest moving river in the world, traveling one mile a-day :with a shallow depth in many areas ranging from 18 to 24 inches." Sitting high atop the boat with a giant fan behind him. Raut maneuvers the craft skillfully along \ hat he calls finger rivers that snake through the tall sawgrass and mangroves. Once he spots something of interest, the boat comes to a stop while passengers gawk at a rare bird with bright blue and red feathers. Then, Raut moves along to a.spot when a large female alligator suns herself with a couple of small babies about two feet long nearby. Next we stop to see a large male, who is coaxed out from under the grass after Raut throws a marshmallow in the water. Along the 40-minute ride, the passengers have a chance to see lots of alligators and birds while Raut rat- ties off stories and statistics, including the largest alligator on record being 19 feet long. "It's a commitment on their part to the environment and a desire to keep Broward County a beautiful place to live and boat," she said. It was a sign along the highway calling for volunteers for the cleanup that caught Mammano's attention four years ago when she first climbed aboard the project. "I showed up at the Ann Kolb Center in Hollywood and was amazed at the enthusiasm of so many volunteers," explained Mammano. "And I've seen that many of the same volunteers show up year after year so there isn't much of a burnout rate." She has been pleased in recent years by the active involvement of so many school kids, many of whom are earning school credit for their work under special communi- ty service programs in the schools. "Having young people involved is a long-term invest- ment in the future because they and their families will con- tinue the awareness of clean waterways for many years to come," she said. Joan Sheridan, al7-year volunteer and a site coordina- tor for the Lauderdale Isles Yacht Club cleanup site, said she continues to be motivated "by how important it is to educate the community and make them aware of our environment and how they can help preserve it for our children." Sheridan believes the cleanup provides opportunities for networking by each community and for families and businesses to increase their awareness of "how precious the environment is to our quality of life." "It's amazing how much cleaner the waterways are now compared to when I first started volunteering," she said. "There is less trash and this means more and more of our community is hearing our message." Roach pointed up to mattresses stowed in the overhead of the outdoor upper deck, and he rolled down a tarpaulin that formed a screen from ceiling to floor. 'This is an out- door dormitory," he said. "You should see this place when it's full of scouts. They put their sleeping bags out here and set up their little pup tents and stay overnight." Wiggins and Roach said Frank Krell and his wife Georgie Krell started the Miami Springs Power Boat Club and built the original clubhouse in the early 1950s with money supplied by Georgie's mom and labor supplied by members. According to a history published in the club newsletter, "Scuttlebutt"' the first meetings were in Dixie Heyder's beer and wine bar in Miami Springs. Later the meetings were moved to the Rickenbacker Causeway and then to the Quarterdeck Club, a 1940-built members-only saloon that was the first stilt building out.there. Several private weekend retreats soon rose close by. The Miami Springs bunch built its first clubhouse on a sunken barge that was re-floated and sealed by firemen - then as now a mainstay of the club. There are rich members with yachts as long as 60 feet, but plenty of others with the skills of the building trades, said Wiggins. "Most'of our members did the work ourselves. Wes. The Krells, still in Miami Springs, still use the club- house. Frank holds the highest rank, admiral of the fleet. In 1965 Hurricane Betsy wrecked the clubhouse. Environmental regulations prohibited rebuilding Stiltsville houses with more than 50 percent damage, but Coast Guard officers supported the club because members had always helped out in search and rescue operations. So they were per- mitted to rebuild. Andrew was less harmful, though it did scramble everything in the upper-deck clubhouse and blew away just about everything below, including almost all the docks. Membership today amounts to about 75 families, still doing nearly all the manual work themselves. Roach, a two- year member, said they come in boats as small as a 14-foot Boston Whaler, and as big as a 60-foot yacht. Roach holds the office of rear commodore a working officer. He deals in official club tee shirts and caps, is an unabashed fundraiser and speaks with fervence of the club's sometimes bickery dealings with the National Park Service. Tom Flores, an assistant chief in Miami Fire-Rescue, is chairman of its Save Old Stiltsville committee. With its 25-foot bluffs, the tiny fishing village of Port Isabel was a natural lookout for pirates from Rio Grande and Corpus Christi in the early 1800s. By the 1930s, the town had paved streets, manmade canals, electric lights and merchants, gradually pushing Port Isabel toward a tourist-based economy. Today, Gulf-side Port Isabel, Brownsville and San Padre Island are filled with restaurants, shops, hotels and inns, museums and family attractions. Connected by a causeway from Port Isabel on the main- land, South Padre Island is located on the tropical tip of STexas, bordered on the east by the Gulf of Mexico and to the west by Laguna Madre bay. South Padre's white sandy beaches are ranked among U.S.'s Top 10. There is a seemingly endless supply of seashells, and possibly buried treasure beneath the sand, according to folk- lore. The Gulf's emerald-colored waters are the site of sail- ing, fishing windsurfing and diving, with boat ramps, slips and marinas all in plentiful supply. The northern 29 miles of South Padre Island consists of wind-carved sand dunes, a variety of natural wildflowers and sea grasses, along with deserted beaches ideal for beachcombing or surf fishing. With about 600 different species, South Padre Island claims the best saltwater fishing along the Texas Gulf coast. There is the lighted 5,000-foot Queen Isabella Fishing Pier. Speckled trout, redfish, flounder, black drum and sheepshead are caught in the Laguna Madre. Venturing off- shore, anglers can land amberjack, tuna, ling, red snapper, _kingfish, pompano, grouper or sailfish. About 60 different charter companies and personal guides offer-bot-bay and deep-sea fishing trips. Brownsville dates from the colonial days of imperial Spain, including periods of exploration, war, revolutions and legendary banditry. Local monuments remind visitors of the battles that occurred in Brownsville during the Mexican war. The Historic Brownsville Museum is housed in the old southern Pacific Railroad passenger depot and chronicles the town's history through photo exhibits with permanent and rotating exhibits. Known for its shrimp fleet, the border town celebrates its proud heritage of two cultures with its version of Mardi Gras at the end of February. Charro Days features four days of carnivals, parades, dances and cultural events to recognize the unique relationship between the two nations. The Mexican port of Matamoros (pronounced mah-tah- mohrohs) is connected to Brownsville. Settled in 1700, it is the most historically significant of the Rio Grande border towns. It is the commercial hub for the surrounding cotton- producing and cattle-raising region and also draws tourists with bargains on glassware items, pottery table lines and house wares. Stop by the Juarez Market with its 100-plus shops, some selling brightly colored Mexican folk art. The Casamata Museum is the last remaining fort in northern Mexico dating back 150 years. The Cathedral of Our Lady of Refuge, built in 1832, features neo-classical architecture while the Municipal Palace was built in a French-Creole style in 1831.
