Study says boat storage will dry up if longtime marina closes By BETH FEINSTEIN-BARTL Waterfront News Writer . Marine industry experts are forecasting a severe short- age of dry boat storage space if a popular marina is forced to shut down. A recent survey by the Marine Industries Association of South Florida predicts that the possible closing of Dry Marinas Inc. will leave several hundred boat owners without a place to store their vessels, having a serious ripple effect on potential boat buyers. Owners of the marina, a fixture at Port Everglades since 1969, were told this winter by the Broward County Commission to leave their 3.1-acre property by February 2004, because of post-9-11 concerns that customers could be securirv risks. The marina's land is owned by Port Fierglades The lease includes a two-year termination clause. Dry Marinas intends to fight the county commission's decision, said Tom Jarkesy, co-owner. They will use the MIASF's dry stack survey, which was released on May 31, in their case against the county mandate. Eleven marinas in Broward totaling 2,872 dry stack slips responded to the association's questionnaire. Of those stacks, 298 were vacant and there were 98 vessels on wait- ing lists. Twenty-eight of the vacant slips were for boats 30 feet and under,. 21 were for vessels 30 feet and over. The rest - 249 slips were standard racks. The study states that nine out of 11 facilities surveyed have a high or fairly high need for additional storage, said Frank Herhold, association executive director. If Dry Marinas Inc. closes, it will leave some 200 boats owners without storage and with few places to go, Herhold said. "The larger question the association wants answered is exactly where these boats are going to go," he said. "Many of these boats are higher/wider vessels that can't get under bridges and are not easily trailerable. There's a distinct pos- PhotoVERONICA COSTELLO Dry Marinas Inc. is one of the few dry storage facilities in Broward available to boaters. The county has mandated that the company's lease be terminated due to security risks posed by customers coming into Port Everglades where the marina is located. Dry Marinas is hoping to have the decision reversed. sibility these people will decide to hang up their boat keys and find another form of recreation." And what about the other owners from elsewhere who are looking for space? It can all add up to a crunch that could have serious rip- ple effects, he said. "Put quite simply, people won't buy boats if they don't have a place to store them," Herhold said. "Dry storage is the most cost effective and space-effective way to store boats and we have no excess capacity." The idea of building another marina to cover that loss is highly unlikely, say industry experts. "We really have a problem," Jarkesy said. "If anyone was going to build a marina, it would be an hour's drive from the inlet and that's if you could find a piece of prop- erty. Then it would take five to seven years to get the prop- er permits.". There's also the fact that there are more feasible projects that could go on a piece of waterfront land. "If I owned five acres on the water, do you think I would build a marina on it?" Jarkesy said. "There are other things you can do." Jarkesy predicts if Dry Marinas shuts its doors, most of his customers will sell their boats. "They will not drive an hour" he said. Further complicating matters is that Jarkesy's marina specializes in storing fly bridges and T-tops vessels. "There is no room anywhere around for those boats," he said. "Maybe I find homes for about 50 of them'. Dry Marinas Inc. had space to store up to 350 boats. Construction was started to revamp the rack system for larg- er boats, 32 to 38 feet, but was stopped after the marina's lease was terminated, Jarkesy said. V1ia]'IIatll:MaKIMRI Fort Lauderdale leads the nation in boating breakdowns By ARNOLD MARKOWITZ Waterfront News Writer The nautical territory of Fort Lauderdale leads the nation this year with 6 percent of all boat breakdowns and groundings that come to the attention of the largest boater service organization. Tampa Bay and Cape Coral are Fort Lauderdale's deckmates in the top five locations nationally for inci- dents that require towing, and the crest of Miami- Biscayne Bay service calls is almost that high, says a mid-year report by BoatUS, the boater service and insur- ance outfit. The districts of Bay Shore/Fire Island, N.Y., and Barnegat Light, N.J., join Fort Lauderdale in the top five, according to data from January through May this year. Does that prove, just as you thought, that most of boating's fools and incompetents are bouncing off the waves in your waters? Not when you consider that Florida has a population of about 15 million people, 1,039 nautical miles of coast- line, about 7,700 lakes larger than 10 acres and boats that are run all year long, not stored for the winter. Types of towing calls also vary according to the char- acter of each area's waters and the boaters who use them, said Jerry Cardarelli, vice president for towing services at BoatUS. "The breakdowns are standard throughout the coun- try for the most part, including Florida. Grounding figures in Florida are higher due to the nature of the waterways, inlets and changing depths on the Intracoastal Waterway down there, not to mention the out-of-towners who don't know the area and are cruising there." If the statistics make Fort Lauderdale and Miami waterways look bad, they're not as bad as they look at a glance, he said. For example, the area that BoatUS calls Fort Lauderdale includes all the territory covered by two tow- ing agencies on the Broward County coast. Their ranges are not restricted by city, county or ever international bor- derlines. "They reach north and south and all the way to Bimini and the other Bahamas," Cardarelli said. That jacks up our share of the statistics. Records at the end of May, the latest available before the Waterfront News went to press, show that breakdowns and groundings nationwide this year have surpassed 10,000 9 percent ahead of last year and that the coastline from Jupiter to Key Largo accounted for 2,000 of the incidents, or 20 percent. Its share would not be so disproportional if southern Florida had northern winters, Cardarelli said. So it only seems as if everyone in Florida has a boat, that they're all on the water at the same time and that nobody (except ourselves) knows what they're doing. Florida's share of problems is exaggerated by the seasonal imbalance, Cardarelli said. Boaters in Florida are able to spend four seasons at sea. In most states, they have only three seasons about three months less time to run out of fuel, overlook critical maintenance, get stuck on a mudflat or whatever. The BoatUS figures include only the organization's 530,000 members, a substantially smaller number than ,l,1 0 S= ON BOARD IN JULY Classifieds op- Commentary - Event Calendar Galley Tide Tables JULY 2002 Summerfield Boat Works 1500 SW 17th Street Ft. HAWKINS Waterfront News Writer With a growing number of young boaters taking to the waters, local groups working with teens have a chance to make the youthful boating experience safer. BoatU.S Foundation, a national agency that represents boaters, marine businesses and promotes boating safety, has launched a Teens Afloat program that offers teen-sized life jackets at $5 each to local schools and non-profit groups that cater to youth. That beats the average $15 price tag for a U.S. Coast Guard-approved vest. The life jackets are open-sided vests adjustable for chest size 30 to 52 inches. "We're very excited about this program because we've never undertaken something quite like this before," said Joni Turken, program administrator the BoatU.S. Foundation for Boating Safety & Clean Water. '"Teens Afloat will put teenagers who are out boating, sailing, kayaking, canoeing - doing anything out on the water into comfortable, proper-fitting life jackets, and while they are out there on the water, they will be picking up valuable, lessons about boat- ing safety and keeping the water they enjoy clean." Over 1,000 life jackets could be distributed this summer Leaning Posts T-Tops Ladders Railings Arches Towers NEW RIVER WELDING AND FABRICATION 3100 State Road 84 Unit 203 Ft. Lauderdale, FL 33312 954-321-6174 through the program, which is funded by a grant from the Brunswick Public Foundation. To get the jackets, groups will have to go through an application process. Preference will be given to groups that take a number of teens on the water and will offer them boating safety and clean water education, Turken said. Teens Afloat, aimed at kids in eighth to 12th grade, is a year-round program. But this first time project is focusing on current summer months when teen activity on the water is at its peak during summer vacation. Groups interested in the program may purchase the spe- cial life jackets by contacting BoatU.S. at its website at www.boatus.com, or calling 401-897-0514. The jackets can be ordered in increments of 10, with 50 being the maximum for any one group. The deadline is July 15, with shipments made by the end of August. Susan Engel, president of South Florida's Boater 101 youth boating education program through the Center for Environmental Education and Research in Fort Lauderdale, is excited about the Teens Afloat effort. "We definitely will market the. program to the schools we served because it is a great cost-savings and is one more way to put life jackets on teens," she said. Engel's Boater 101 program also promotes boating safety, environmental education and makes youth aware of career opportunities in the marine industry. Started in 1993, last year was a banner one with more than 7,800 young people undertaking the group's boating education course and being certified. "We were really excited about getting into more schools, training more teachers and reaching more young people," said Engel. The program is now in 27 Florida counties via the Internet. Plans are to further expand it this fall, when spe- cial distance education videos will be produced and used in classrooms. Preference will be given to groups that take a number of teens on the water and will offer them boating safety... Though the Teens Afloat effort is new, BoatU.S. has had a Life Jacket Loaner Program since 1997, where it provides marinas, launch ramps, ship's stores, and some fire depart- ments with a free kit of kid's life jackets, so families boating with children can borrow the life jackets for the day for free. This year, the foundation added 40 marinas and com- munity groups to its life jacket loaner program, in addition to supporting more than 250 existing sites around the country, including many in South Florida. It's estimated that these sites have loaned out jackets more than 50,000 times since the program began in 1997. The foundation also issued more than 60 grants this past year to community groups undertaking boating safety and clean water programs in their home waters. : SBoat Repairing I rst FORMANCE MARINA * Travelift Service to 60 * Fiberglass, Gelcoat & Painting * Mechanical Repairs * Survey Haulouts * Bottom Painting * 5 minutes to Inlet Sxaue, FL ux 1900 SE 15th St., Ft. Other than that, it's fairly attractive: Swims with a slow, sexy wiggle. Doesn't snag weeds. Cheap, about three bucks for a packet of 10. Well, that appeals to us, but what do the fish think? Let's listen: Bass: What's that? Gar: A shad. Bass: You wouldn't know a shad from a shoehorn. There aren't any shad here. It reminds me of a leech, or a slug with a tail. .Gar: Anyway, they're fun. Watch this. The gar grabs the lure by the tail, the safe end, and darts away until swoosh it's yanked out of his mouth and into the sky as if attached to an invisible string. A minute later it reappears, falling with a soft plop onto a hydrilla pad. Then it slips overboard, fluttering slightly. Bass: My turn. Gar: No, fool! Bite the tail, not the head....uh-oh. I overhear fish conversation only when I'm alone. They clam up when I'm with Joe Oglesby, my usual bass partner. Joe, the better bass fisherman by far, doesn't need to eaves- drop. He anticipates what bass will do and he's often right, probably because bass are all he fishes for. Years ago on the Gulf Stream, I guided him to a sailfish a huge thrill. Next day, Joe was back on a suburban canal bank, tossing plastic. worms for bass. We still have plastic worms, but we don't use them much. When we do, it's because these so-called shad haven't hooked anything for 10 or 15 minutes. We figure. we're in the wrong spot, or we've grown impatient and are fishing too fast. Joe introduced me to the shad, a common but incongru- ous name for that type of bait. Still experimenting, I have two brands. One is a five-inch version that the Zoom Bait Co. calls a "salty super fluke." Hurricane Tackle Co. makes the other, a six-incher called the Cedar Key Saltwater Twitch. Both companies are in Georgia and their lures look a lot alike. Both have deep belly grooves to hide your hook from K Air Conditioning Air Purifications Systems Boat Odors? Allergies or Asthma? Both lures have moulded-in details that I doubt the fish notice. They can't know the Cedar Key is supposed to be a saltwater lure, even though I haven't had a strike on it in fresh water. I know why not, but wait for that. Oglesby and I fish our shads x ith spinning rods thai are light enough to cast the lures weightless. We use sinkers only when fishing the bottom. Joe coached me to rig the hook to keep the lure straight, not curved. We're patient, but not too patient. If we're biteless after covering our casting range, we figure the fish are elsewhere. "Ready to move?" Joe asks, and we move. Pay attention now. This guy's really good. He likes to line the boat up parallel to a canal bank, cast- ing lengthwise to keep his bait in the shoreline growth where bass lurk and weedless rigging is essential. Joe starts with a long cast and a shallow retrieve, moving the lure slowly a twitch at a time: twitch, stop, twitch, stop. If the lure lands off the edge of the growth he'll let it sink there, visible to fish lurking among the stems. Bass are lazy, preferring to ambush their prey rather than chase it. Joe's line isn't always tight, but when it isn't he has his fingers on it. We both prefer a hard strike because it means the bass has whacked the bait upside the head and probably set the hook securely in its mouth. The soft take makes you wait, often longer than you'd like. You can't be sure if the bass is just mouthing the lure gingerly or swallowing it. The only polls we take here are fishing poles, but a glance at the display:racks in a tackle shop demonstrates that these plastic softies are popular and fishing them, it's easy to see why. If you don't have a favorite yet, try a few brands and patterns to see what works best for you. Joe Oglesby long ago devoted himself to the Zoom. If he ran out of lures and money and the devil gave him two choices accept a gift of any similar lure or steal a package of Zoom Joe just might risk his good name and profes- sional standing. I exaggerate for educational reasons. The point is that when a lure works really well for you, you fish it the most and fish it more carefully, more thoughtfully. It becomes the only lure of its kind that's good enough for you. That's faith, but it's from you as much as the lure. I'd bet there are plenty of fishing folks who get get zilch on a Zoom, but worship a competing brand. Last time Joe and I fished the Everglades, we were ring- ing 'em up on Zooms. I rigged a second rod with the almost- identical Cedar Key lure, trying to be fair. The bass were not fair. Me neither. I gave up on the Hurricane too quickly. Maybe I just had the wrong colors black with silvery internal specks and gray with bright green specks. Joe's favorite Zoom pattern is called "watermelon seed." That must mean the copious dots that look like black- heads under the skin. "I notice you always start with that one," I said to Joe. With faith all over his face, he nodded serenely. Constitution. If you recall froi history, the U.S.S. Constitution was one of the earliest sailing frigates commissioned for the new American navy in the 1790s. The ship gained everlasting fame during the War of 1812, when the vessel and its crew achieved a string of victories against supe- rior British forces. At that time, it was noticed that cannonballs deflected off the hull of the Constitution as though it was made of iron, thereby giving the ship its enduring nickname, "Old Ironsides." About 30 years later, the navy decid- ed that the old ship had served her time and began making arrangements to have her scrapped. The greater Boston commu- nity, where the vessel was built, was appalled that so famous a piece of American history was about to be disas- sembled and sold as junk. The furor inspired one prominent Bostonian and amateur writer, Oliver Wendell Holmes, Sr., to compose the well known poem, "Old Ironsides," which helped launch a national campaign to save the ship from the scrap heap. For legal purposes, one of the most interesting passages of the poem goes like this: "Oh, better that her shattered hulk should sink beneath the wave; Her thunders shook the mighty deep, and there should be her grave..." While this notion is quite appealing from a romantic viewpoint, as a legal rec- ommendation it has many problems. It should be noted that Holmes, Sr. was a physician, and unlike his equally promi- wreck Ig nentson, Oliver Wendell Holmes, Jr., who was a lawyer, would probably not have taken such concerns into account. On the other hand, if you're a boat owner, any situation leading to the sinking of your craft should be of great concern to you. Although few people want to con- template their boat under water, there are legal ramifications to wrecks and sunken vessels particularly if it happens in navigable waters. In general, a boat that has sunk in navigable waters and is a hazard to navi- gation must be removed or marked by its owner, operator or demise (bareboat) charterer. That person is also liable to the government for any costs incurred for marking it and/or removing it. And, the owner may also be liable to third parties whose property is damaged, or any physical injuries resulting from the failure to promptly remove a wreck or properly mark it. This rule is quite broad and encom- passes "any material" that can obstruct navigation. It should also be noted that this compulsory requirement is not sub---- ject to the boat owner's traditional reme- dy for limiting their liability to the value of the vessel. Also, when such a vessel has sunk. the law requires, that it be marked imme- diately to warnm other traffic, in the area,. and the markings must be maintained until- the wreck is removed. "But, wait," you might ask, "isn't the marking and maintenance of such obstructions the province of the U.S. Coast Guard?" Let me answer this way: Certainly once the Coast Guard is apprised, they will have your vessel properly marked if you fail to do it. And Hdi!WW ~ l;Wl Maritime Commerce It's summertime, and the living is easier By RICK ROUGHEN Waterfront News Columnist Well, here is some great news for the local yachtsmen and yachtswomen who live, dock and frolic on the waters of South Florida during the summertime. Seas are calm, the water is clear and prices for your repairs and maintenance requirements submerge to attractive depths. It's a seasonal phenomenon that you should look into and make good use of while the getting' is good. Mega-yachts are a bit scarce during the summer months by comparison to what we've grown to expect during the "busy sea- son." Most are basking in the Med, cruising the Caribbean or hob-knobbing up north along the eastern seaboard. They've typically had their fill by mid September and.then the rush is on again to find dockage and services in Fort Lauderdale. By then, prices are eking their way back up into the painful range as yards spool-up with personnel and start Christmas lists that will command a more sizeable dent in your wallet. So now is the time local folk can take advantage of the slow season and give their favorite yard a call. Many sub-contractors are equally hungry: to make a deal in order to get your business, and the trend among most yards along the famous Marina Mile is to _allow.aptains and owners to brihg their con- ,. tractor of choice in lo perform iic w-ork. Some may charge a small fee for subs to enter the facility while others will not. Your best bargaining advantage is to propose a deal during the summer doldrums. It's also true that you're more likely to enjoy a higher level of personal attention while business is in slow mode and while the typical mad frenzy is at a dull roar. You'll probably find the general manager and all his staff in a better mood to deal with the more time consuming challenges, and they may even be a bit more likely to shoot the breeze over a cup of coffee with you. It is important to realize that yard management and staff are under a great deal ofpressure when the heat is on to pro- duce extraordinary and timely results for demanding customers. Captains are pushing for closure on their projects so schedules will be kept for owners who may have charters lined up or their own clientele to entertain. Shipyard facilities carry unusually high overhead bur- dens requiring that jobs get done correctly and efficiently the first time. Sales taxes, payroll and insurance premiums must con- tinue to be paid whether receivables are col- lected or not. And impatient customers (ves- sels) who have traversed great distances will expect the entire facility to be standing at attention upon their arrival with the appro- priate measure of TLC. SBe that as it may, the option to take their business elsewhere is the constant reminder that service is king. There is no room for hiccups or delays, and the burden weighs heavy on those responsible for keeping the shipyard machine running at full speed. It's a tall order that some are never quite able to fulfill. Those that do, find themselves enjoying a steady flow of return customers and high billing percent- ages throughout the year. Those that don't, usually end _up in.the, history_hooks of another wannabe boatyard that wasn't. But all yards would like to see a higher presence of local customers during summer months and most are willing to sweeten the pie a little for your business. Check around, make some calls or stop in to see how the stress levels and prices have shifted. You may find that your good timing will result in more work being accom- plished on your vessel for less damage to your wallet. * DESIGN SALES SERVICE PARTS * or just a little advice? You see, marking your sunken vessel is a non-dele- gable duty. What's more, if you have someone else install markings and it's done or maintained improperly, you remain liable. Removal is also the responsibility of the owner, opera- tor, or charterer of the sunken boat. In earlier and simpler times, laws allowed some of these vessels to be considered abandoned to the United States, and owner liability for removal costs, or for damages to third parties coming into contact with such a wreck, could be terminated. Pollution liability, a complex issue, is another modem concern for the sunken vessel owner. Let's just say should your boat ever sink, legally you'll be far happier (if happy is the word) if you own a motor-less sailboat with no harm- ful chemicals on board. Oh, by the way, there is also a statute that prevents the depositing of any material on the banks and tributaries of navigable waters. Meaning that just because your boat sank outside a navigable channel doesn't mean you have escaped from getting stuck in the legal muck pun intended! This month's feature takes a look Victoria Park, which is located along part of the Middle River in Fort Lauderdale. By WILLIAM R. HAWKINS Waterfront News Writer Victoria Park residents have duel passions when it comes to protecting and promoting their neighborhood. They gently restore their older homes with an eye toward maintaining the quiet neighborhood's charm and their own privacy. They've even taken on politicians and utility agencies in trying to safeguard what they have. But they've also been eager to share what they have with strangers inviting them into their homes and gar- dens for the past 13 years. Victoria Park was among the first to start house tours, which has drawn thousands of people to one of Fort Lauderdale's most desirable neighborhoods. "I just love living here," said Ted Fling, president of the active Victoria Park Civic Association, or VPCA for short. "There is beauty in the homes, the yards, the parks, and we're close to everything right downtown." Victoria Park, which boasts about 10,000 homes, some of them on the Middle River, is bounded on the south by Broward Boulevard, the west by Federal Highway, the east by the Middle River, and the north by Northeast 10th Street and Federal Highway. There are 22 miles of roads, some considered among the most attractive in the area, including picturesque Victoria Park Drive which winds along the riverfront and two city parks. COM il__ ______1___1_ _i~ _i-_I~. II_ -----.--.--II~-~ JULY 2002 "Y 4, z i~f:C JULY 002 'SI Sculptor sees message of peace in old submarine fins Miami's Pelican Harbor boasts 'weapons turned into art,' By ARNOLD MARKOWITZ Waterfront News Writer If you hang around the Pelican Harbor launching ramp in Miami during the first week of July, you may catch sculp- tor John T. Young walking among those 22 gray steel fins sticking-out of the ground. That was his idea, and he plans to corme down from Seattle to check it out and get in on the landscaping - troughs and crests of grass that will give you a better idea of what in the world he has in mind there. He's thinking a pod of whales, or maybe dolphins. Young, a professor of sculpture at the University of Washington, has another pod like it in Seattle at Sand Point, a former U.S. Navy base that's now a public park. The fins come from U.S. Navy submarines built in the 1960s and decommissioned after finishing their hitches. "It's like they're coming out of the water and swimming through the park," Young says. "There are some interesting myths that whales and dolphins could swim under ground and pop up in various places. It's the global pod that I'm cre- ating, popping up in various parts of the world." Technically, the fins are fairwater diving planes, mount- ed horizontally on the conning towers of fast-attack and bal- listic missile subs. Vertical now to represent the dorsal fins of dolphins or whales, at first glance they're easy to mistake for airplane tails unless you know submarines. Young likes the fact that none of the subs ever fired a shot in anger. More than that, he likes that the U.S. Navy let him have the fins 100, if he can use that many to create works of public.art, his specialty. He dreams of recreating this one in several other sites, including a southwestern U.S. desert and another one or two at Vladivostok and Murmansk, on opposite coasts of Russia. If Young can persuade the Russian navy to pitch in, he'll like that even more: "I'm hoping to use 12 fins from Soviet subs and 12 from ours and put them together as a kind of ultimate state- ment about cooperation, collaboration and the end of the Cold War." Young calls it The Fin Project. The theme of the thing is world peace and its creed comes from the Old Testament, that part about beating our swords into plowshares and our spears into pruning hooks and studying war no more an idea that never quite catches on, but at least it inspires artists. Young caught the spirit six years ago when his daughter showed him some fins in a photograph given her by Bryan Photn/IRNOLD MARKOWITZ Other than peace symbolism, the Fin Project art installation S at the Pelican Harbor launching ramp in Miami provides new land bearings for birds flying home to Pelican Island. Across Biscayne Bay stand the tall buildings of Miami S Beach. Landscaping and other details are supposed to be completed in July. Inset: Mother and child stroll by the Fin Project. Zetlen, a family friend in the business of recycling decom- missioned Navy stuff. "They assumed he would landfill them or create artifi- cial reefs or any of the more traditional uses for submarine parts," Young says. "Most parts get melted down to steel that John Deere buys for tractors, but these weren't recyclable in the usual way. They have a foam filling that's blown in, not like foam rubber but hardened like a rock. It creates a stress that prevents vibrations and reduces sonar detection. Fling and other members of the VPCA have also waged a battle with Florida Power & Light, which wants to install giant concrete utility poles in the neighborhood to handle wires. The residents want the wires put underground because they believe the poles are eyesores and will lead to cutting down large trees to accommodate them. Even though some poles went up, other projects have been put on hold because of the VPCA's vigilance, according to Fling. "FP&L won't drop one more tree in our neighbor- hood unless it's over my dead body," said a passionate Fling, whose strong leadership has rallied the neighbor- hood to fight to preserve Victoria Park's big shady trees. The passion that brings neighbors together to fight for local causes is seen in a variety of efforts. Among them: twice-a-year house tours in December and April. A half dozen homes are open for the tours each season, with up to 2,000 people passing through. "The tours show the pride residents have in their homes," explained Steve Kelley, who has helped plan the events. More than 130 volunteers are needed to do every- thing from sell tickets to act as hosts at each site... Tom Burke, volunteer coordinator, said the tours wouldn't happen without residents pulling together. Those who do step forward are rewarded with a post-tour party. Challenges for Victoria Park's future include moni- toring development so that new homes remain in keeping with the shady area's old Florida style. "We demand that developers come before us to show what they plan to do with any projects," said Fling, who said most have cooperated and realize the monetary value in building quality in one of Fort Lauderdale's most sought-after neighborhoods. "We have a great deal of pride in ownership of our homes and residents want to be able to maintain that charm,"'said Fling. Most breakdowns maintenance, fuel related, says study the national boating population. But now that the Coast Guard and state marine patrol are leaving non-emergency assistance to private enterprise, the data from Boat/US and its towing branch may be the best remaining way to fol- low trends in breakdowns and groundings. More than half the breakdowns are maintenance and fuel-related, Cardarelli said. The less often a boat is run, the more often its batteries run down. Condensation makes water in under-filled tanks. Gauges are imprecise. "Topping off your tanks with clean, fresh fuel- and not trusting your fuel gauge would save a lot of headaches for boaters," Cardarelli said. BoatUS is similar to the American Automobile- Association. It offers its members services like casualty insurance for their boats. charter-travel services and tow- If the statistics make Fort Lauderdale and Miami waterways look bad, they're not as bad as they look at a glance. ing insurance. Cardarelli said 240,000 members, about 45 percent of the total; buy the towing service plan. Florida members buy that the most, another statistic attributed to the endless boating season. Cardarelli said TowBoatUS handles thousands more breakdown and grounding incidents for boat owners who don't have any towing insurance plan. The marina now has space for 225 boats, with 90 per- cent capacity. But the 10 percent of racks that aren't filled have been set aside for small boats, he said. The fight to shut down Dry Marinas Inc. is not over yet, said Monique Brochu, an attorney who is representing the marina and is Jarkesy's niece. In addition to the survey, a resolution was passed by the Fort Lauderdale City Commission and sent to the county on the need to continue maintaining Dry Marinas in Port Everglades, either at its present location or an alternative site. Dry Marinas Inc. is also planning to appear before the Hollywood City Commission asking for a similar resolu- tion, Brochu said. "The feasibility study shows that we can't be replaced that easily," Jarkesy said. "We need to fight this as an industry." Jarkesy believes the county commission will look at impact numbers and will make the right decision. "I'm sure of that," he said. As for the marina posing a potential security risk, Jarkesy said his customers are actually an asset. 'Put quite simply, people won't buy boats if they don't have a place to store them,' Frank Herhold, MIASF president "The people on the water are more eyes for our securi- ty," he said. A resolution passed by the county's marine advisory committee advises Broward commissioners to maintain dry storage facilities in Port Everglades. The resolution states if those facilities need to be moved, then they should be re-located adjacent from other yacht facilities being developed in the port. If security is an issue, there should be a separate entrance for those future facilities, said Sonny Irons, who sits on the county's marine advisory committee. Irons said the future of boating in Fort Lauderdale does- n't bode well if Dry Marinas closes. "I think Fort Lauderdale is a shadow of what it once was as far as being the boating capital of the world," he said. "If this continues; shutting down prime facilities, the city will be left in the dust." They're just fabulous forms in and of themselves. "When I saw the photo I saw the dorsal fins of an orca whale, and that's where the art started. The wheels began to turn. The idea came to me that this could be global piece about turning weapons into art." The first Fin Project was dedicated in Seattle on Memorial Day 1998. Young wanted another on the east coast and here it is, but why here in Miami? "These are cold war subs and Miami's proximity to - Cuba makes it an ideal site to make a pointed statement about the cold war. Also, Miami has a progressive attitude toward public art." Vivian Rodriguez, the Miami-Dade County parks director, helped Young navigate the labyrinth of permits required for waterfront projects. Young had only one disap- pointment: "DERM, the Department of Environmental Resource Management, refused to allow us to put anything in the water itself. We proposed to have four or five fins in the water. That would have been astonishing." It's somewhat astonishing anyway to see 22 fins, as high as 12. feet, stuck in the ground on a formerly empty piece of land east of the launch ramp. The ones nearest the water protrude only about four feet above ground. Across 400 feet of land toward the 79th Street Causeway, the clos- er they get to the road the taller they are. One or two more leaping across the street to the other side would be spectacular, but too complicated. Just getting the fins to Pelican Harbor was a big job, Have wanderlust? For this month's destination, Stravel4 page 17 - involving seven large flatbed tractor-trailers in a caravan from the Puget Sound Naval Shipyard to Miami. Young says a foundation created for the purpose spent "well over $100,000" to transport the fins (five tons each, three to a truck) and then have a contractor set them in place. Because the art is public, the public is encouraged to do much more than gaze at it. In Seattle, the fins are used as cer- emonial backdrops on Memorial Day and Veterans Day. Boy Scouts have picnics among them. "I hope you'll see people playing Frisbee through the fins," Young says. "In Seattle, they play fins Frisbee all the time." Up close The Pelican Harbor launching ramp is alongside the eastbound lanes of the 79th Street (JFK) Causeway, one mile from Biscayne Boulevard and three miles from Collins Avenue, Miami Beach.
