Well, not exactly. Several local dealers who specialize in selling the pricey vessels say they still have a long way to go before the industry is in ship-shape condition again. But with the repeal of the tax in August, they remain optimistic that the market will eventually take an upswing. After all, it's been down for so long, up is the only way it can go. Yet, how far sales will climb is anyone's guess, they say. "There's no denying that an enormous amount of damage has been done and it's going to take many, many years before things get back to normal," said Charlie Walsh, owner of Walsh Yachts in Fort Lauderdale. Originally enacted in January, 1991, the tax was considered by elected leaders as a means to cull revenue from the rich. Instead, it helped drive the marine industry into a recession. Across the country, sales dropped 80 percent during the tax's firstyearand 30,000 people, mostly blue collar workers, lost their y tax repeal jobs, according to the Chicago-based Na- tional Marine Manufacturers Association. In Florida, which is the number one boat building state in the nation, the effect was especially hard hitting, said Greg Proteau, an NMMA spokesman. The association is hoping that the Tampa- based Florida State Boat and Sports Show, which was held in September, will represent one of the first steps toward recovery. "Right now, one of our top priorities is to make certain the public is informed that this regressive tax is no longer an obstacle to boat ownership," said Jeff Napier, NMMA presi- dent. The race down Biscayne Bay to Elliot Key is set forOct. 9, with an overnight layover before the return to the starting point, accord- ing to William C. Caterham, regatta chairman. Classifications coverjust about every sail on the water, from PHRF craft rigged for racing to dowagers, gunkholers and any hull safe to sail. In the event's early days, even a Dutch-design leeboarder made her stately way over the course. This year, the customary 600 boat cap may not be imposed because it's still uncertain how many entries will come to the starting line, race officials say. The entry fee is set at $60 through the Oct. 2 deadline. Should bad weather intervene, an alternate Oct. 16-17 date has been set. Programs with race instructions and entry forms may be obtained through most local yacht clubs, marinas, marina stores and sailmakers in Dade, Broward and Palm Beach counties. Through the years, the race has grown to include more restrictions, such as the banning of water balloons and "funnelators." In addition, a no wake zone has been designated for the entire anchorage area west along with high speed power boats also are banned from the area. S And the National Park Service may bar the regatta from its waters. Over the years, there's been an increasing tendency to litter the water and the adjacent keys until park workers have been hard-pressed to keep up with management of the garbage. Failure to maintain the area may mean the end of park waters as an anchorage. Since the race started in 1954 with only 24 entries, it's grown to include more than 700 - . Elliot Key. The initial class starts at 9 a.m. (start sequence initiated at 8:30 p.m.), and for the return leg the start is delayed for a 9:30 a.m. start sequence with the first boats across the line at 10 a.m. The popular weekend cruise attracts its share of spectators who also overnight offElliot Key in Biscayne National Park's waters. For safety of both the competing boats and spectators, traffic patterns have been es- tablished through East Featherbed channel - b-- race days. Yachts will travel one-way south on Saturday and one-way north on Sunday dur- ing the race. Those without a boat can also book space aboard a sightseeing boat from Biscayne Na- tional Park. Awards will be presented to the top five finishers in each class. The Coral Reef Yacht Club will host the event set for Oct. 16, with a cookout and entertainment. "The dealers are obviously very happy about the repeal, however we'll have a better feel regarding its impact after the show," said Frank Herhold, executive director of the Marine Industries Association of South Florida. For those who don't think the marine industry is important to Florida, one look at the statistics may change the minds of doubt- ers, he said. Statewide, the marine industry's eco- nomic impact amounts to $3.5 billion. Of the boating-related businesses in Florida, nearly 46 percent are concentrated in Dade, Broward and Palm Beach counties, said Herhold, quot- ing a 1987 study commissioned by his group. "The bottom line is that we have a big job ahead of us to re-build this industry," said Herhold, who estimated that 8,000 workers were laid off around the state because of the tax. The Allied Marine Group were among area businesses that were hard hit by the luxury tax. Of the fouroffices in South Florida, low sales forced company officials to lay off about 35 percent of its salaried and hourly help, said Charles Smith, chief financial of- ficer. At the Black Fin Yacht Corporation in Fort Lauderdale, 60 employees lost theirjobs, said Carl Herndon, owner. But there have betn some signs of revival. Orlando Hernandez, a manager at Ocean Harbor Marine in Miami, said he has noticed a small increase in big boat sales since the repeal. "Of course we lost some customers and we don't know if they will ever come back, but I think there will be better times ahead," Hernandez said. At Allied Marine, six of its laid off work- ers were recently rehired and more call backs are expected, Herndon said. "At least there is light at the end of the tunnel, whereas before everything was com- pletely dark," he said. Although the luxury tax is no more, deal- ers aren't totally off the hook yet. They still have to contend with other obstacles, namely new tax increases for upper-income families and a 20-cent diesel fuel tax aimed at recre- ational boaters, as outlined in President Clinton's economic stimulus package. "The wealthy are our customers and any- thing that targets them is not going to stimu- late spending," Walsh said. "People may re- sent these new taxes. They don'twant to putthe money back into the government's pockets." Still, Walsh and many other industry honchos don't expect the new taxes to be as troubling as the old one. "The luxury tax took aim at a single indus- try," Herhold said. Wear footwear such as boat shoes or sneakers. There's a lot to see and do at the show and a fair amount of walking. *Get there early. With hundreds of boats to board and compare, it pays to be first in line. *Get a floor plan of the show. It is found in the show directory, which is available for free at the entrance. Spend a few minutes looking over the floor plan and list of exhibitors. Determine which displays you would most like to see and plot a course that makes the most efficient use of your time. While you are traveling between way points, make note of displays that catch your interest and return to these later. *Bring a pad and pen for taking notes to compare prices and features. Develop a rating system based on the features you consider most important. After narrowing down your choices, revisit your favorites. *Bring a knapsack or strong carry bag for the many brochures you'll want to collect. *Bring a small camera. While photos of boats are usually available in their sales brochures, you may want to shoot specific features not included in their publications. *Take periodic breaks. Find a place to sit, have a drink and something to eat. Look over your material and update your notes. *Attend on a weekday, in the morning if possible, when crowds are lightest. *Don't forget the booth exhibits. Many offer a wide variety of marine accessories, financial services and insur- ance. *Bargains can be found from dealers who are clearing their existing inventory. Competition is stif, so the best prices can be found. If necessary, plan on coming back the next day to close the deal. By AL GRODSKY Marine Mechanic : -Ire- member reading in S your column about a boater who had a S problem with his ^' ^ ^ stays and halyards Slapping at night, S' disturbing everyone -- ; in his marina. I have a similar headache and although I have tied off all loose lines and stays, there's still a rapping noise coming from inside my mast. It sounds like there's cables or tubing loose inside the mast. How can I 0uiet this without taking the mast down? A: There are a few ways to stop this interior noise. Try drilling a small hole in the mast about halfway up, using a stainless or aluminum wire to hold the cable inside and secure it to the mast (a hole of this size will not cause a problem with the mast). I've also had success with a foam can that has the expanding flotation in it. You can spray this foam into the mast, where it will expand and prevent the lines of wiring from rattling. It is an added plus that will make the mast full of flotation if the boat should go over. Q: have a twin engine with a weird starting problem. One engine works fine. But the other engine is temperamental. Sometimes the starter will spin a few times before turning over. Sometimes you can shut it off and it will start right away. Other times it goes through the same procedure with no spinning, growl- ing or anything. Very annoying and I never know when this can happen. A: You have a bad or rusted bendix drive on your starter. Your starter has been soaked and the starter drive has rusted on the spline or hung up on the shaft. The starter has to be removed, cleaned, and the drive replaced or overhauled. Do the whole job all at once, as the starter is not the easiest to remove and replace. Check the flywheel teeth when you remove the starter. Q: Recently, while out on my boat, the rudder cable broke and I was not able to steer at all. Ihad to call for help and was towed back. Is there any way I could have rigged my rudder? A: As long as the rudder blade is intact, you can put a line or rope around it and pull it from side to side. One line to pull left. One line to pull right. With an I/O, (inboard outboard) you can tie to the outdrive and pull either side for steering. Don't speed. It is much easier with two people at th6 stern. Hillsboro Inlet To the Editor: With winter approaching, we at the Hillsboro Inlet Improvement and Maintenance District would like to remind boaters of the hazards of navigating the Hillsboro Inlet, with its constantly shifting offshore shoal sand bars. Hillsboro Inlet is located between the towns of Hillsboro Beach and Pompano Beach in the northeast part of Broward County, pro- viding ocean access from the Intracoastal authority urges waterway. The inlet is under the operating control of a board of seven volunteer commis- sioners, with business and boating interest and experience. I am pleased to advise the Hillsboro Inlet Commission adopted a long range manage- ment plan to deepen the offshore channel to - 20' MLW and increase the cubic yards of sand trapped and by-passed to the beach on the south side. Ordinary three to four foot winter waves boating safety and swells,quickly halve the available water depth in the channel. Misconceptions arise when the public thinks ofa dredge as a vacuum cleaner. Winter season offshore water condi- tions also limit deployment of the cutter head suction dredge more than a few days a month, during the heavy tourist use season. SLATTERY Special to the Waterfront News Efforts to restore a string of islands on Biscayne Bay are being thwarted by a growing problem: trash. Boaters cruising to the islands for recreation are leaving their debris behind, say Dade County officials and pleasure boaters. "The island is becoming so filthy, there are no bathrooms there and trash is being left by people," said Charles Yatman, a member of the U.S. Canoe and Kayak Team, who regularly kayaks on the bay. Often, when one boater leaves trash behind, others follow the example, officials say. The 16 islands that dot the northern part of the bay draw boaters, kayakers and canoeists. They were originally created about 30 years ago when the U.S. Army Corp. of Engineers dredged the bay to clear a commercial freighter channel. Recently, $1 million in county and state funding was allocated for clearing five of the 16 islands of exotic vegetation as part of the Biscayne Bay Island Restoration Project. Other islands received new plantings such as mangroves and native trees. In recent years, the islands have been used for passive recreation, such as picnics, bird watching and stopovers during day trips. To control trash, Milano is encouraging local groups to start an adopt-an-island program, where boaters would regularly remove unwanted vegetation and trash. "We want boaters to pack their trash out with them, not leave it on the island," Milano said. Joe Ludick, former mayor of North Miami Beach, has a vested interest in seeing the fledgling islands protected for future generations. Ludick, who helped Dade County officials research the island's original names, says they're a natural attraction for boaters and nature lovers seeking an isolated spot, but who don't want to travel a long distance to get there. "The islands should be promoted and local clubs should use them," he said. Quayside Island currently offers shelters, a volley ball court, boat dock and picnic area while Christo Island near 79th Street offers dockage and picnic areas. Despite the problems, Milano said he is philosophical about their future. "We are planting the seed and waiting for it to grow." At a meeting held on Sept. 21, commis- sioners voted to table the issue until Novem- ber after it became apparent that several ques- tions they had could not be answered by city staff. The proposal calls for all dock owners, including private and city-owned marinas, to provide sanitation hook-ups to boats with hold- ing tanks. Landlords renting to vessels with- out tanks must provide on-shore restrooms. Commissioners originally proposed the ordinance to help stem pollution in the city's waterways after they read reports showing a rise in bacteria. But the solution is expensive. Most af- fected will be landlords in Hendricks Isle and Isle of Venice, where live-aboards are common. Sanitation systems cost between $1,500 and $4,500, according to city estimates. On- shore bathrooms would cost over $5,000. In addition, dock owners would have to shell out another $2,000 for city sewer hook- ups and anywhere from $25 to $200 for build- ing permits, according to city staff. Odair Castro, who owns a duplex with three slips on Hendricks Isle, said the financial burden should be placed on boaters, not the landlords. "This is an important source of income for me," he said. "I need that money. That's why I bought the property. I'm not here just because I'm rich." Peter Neufeldt, a board member on the Hendricks Isle-Isle of Venice Property Own- ers Association, said residents in his commu- nity want to see water pollution curtailed, but to single out live-aboards and storage boats is nonsense. "Boat owners are cleaner than what the commissioners think," said Frank Sobchak, an Isle of Venice property owner. "They don't want to live in a toilet." Commissioners chose to table the ordi- nance after Mayor Jim Naugle asked whether property owners would be required to provide sewage facilities for storage boats. City attorney Dennis Lyles said he inter- preted the proposed law as requiring marine sanitation systems if the boat was vacant or occupied. Naugle disagreed, saying storage boats should be exempt from the rule. "If the dock owner doesn't want to spend the extra money to provide pump-out units or bathrooms for live-aboards, they should be given a choice," Naugle said. "We have people's livelihoods at stake." Carl Landau, another Hendricks Isleprop- erty owner, said he's glad the city commission postponed voting on the ordinance. "From what I heard inside that meeting, neither they or their staff seem to know what they're talking about," he said. "It would have been a travesty if they had proceeded further." The proposed law would also have per- mitted visiting boats without holding tanks to dock at Cooley's Landing municipal marina where restrooms already exist. Under current city code, such boats have 15 days after in- spection of their vessels to install sanitation equipment or risk eviction from city docks, said Jamie Hart, supervisor of marine facili- ties for the city. City commissioners will discuss the pro- posed ordinance again on Nov. 10. "I hope we can iron this out during our workshop meetings," said City Commissioner John Aurelius. "Right now, we're not getting any direction from city staff. My advice to the people in Hendricks Isle and Isle of Venice is to stay tuned." But dredging must be performed immediately because running aground could prove costly for customers of the port and cause environmental damage, said Port Commission Chairman George Hoff at a recent Palm Beach Countywide Beaches and Shores Council meeting. "Are we going to tell businesses that we have to shut the port down because we can't put sand on the beach?" said Hoff who complained that the town fails to treat the port as a business. In a comprise reached last spring, 120,000 cubic yards of sand are scheduled to be placed on the shore of Palm Beach after turtle nesting season ends in October. Last June, 40,000 cubic yards of sand were removed from the inlet and placed in waters offshore because of environmental restrictions. But if dredging begins before Oct. 15, the last day of turtle nesting season, only the port will benefit, said Peter Elwell, Palm Beach assistant town manager. County environmental officials said sand from the trap could be used to combat erosion to area beaches. "Out there, I'm in complete control," said Crutchfield, 31, manager of the access learning center at Miami-Dade Commu- nity College in downtown Miami. A quadriplegic since 1979, Crutchfield and others with physical disabilities probably wouldn'thave the opportunity to enjoy the sport of sailing without help from Shake-A-Leg. The national, non-profit organization established a South Florida chapter in 1991. The group offers several boating programs at a Coconut Grove marina using specially-outfitted crafts for those with spinal cord injuries and neurological disorders, said Gerry Atchison, Shake-A-Leg's chief operat- ing officer. "What this organization does, in many cases, is give people a second chance at being independent," he said. "People who were once able-bodied and active can realize that they don't have to curtail their activities just because of their disabilities." Said Crutchfield, who was recently voted commodore of Shake-A-Leg's Sail Club: "They allow you to leave your cares with your wheelchairr on the dock." Later this month, two sailboats belonging to the group - one of which will be captainedby Crutchfield will be among 600 entries competing in, the 39th Annual Columbus Day Regatta, scheduled for Oct. 9 and 10 on Biscayne Bay. Shake-A-Leg's participation in the regatta will mark the second time the organization has been represented in the race. The first was in 1991. The group was going to enter the 1992 race, but it was canceled due to Hurricane Andrew, Atchison said. "Being in the regatta is great publicity for our programs," Atchison said. "There are an estimated 340,000 disabled people in South Florida and right now we're just barely able to scratch the surface in reaching all of them." Crutchfield will be racing in the group's 22-foot sailboat, named Second Chance. He will be joined by a crew of three: Glenn Thompson and Tim Stephens, both able-bodied and from Miami, and Richard Stanovich, a paraplegic who is also a Miami resident. The sailboat he'll be using in the regatta is outfitted with several adaptations for the special needs of Shake-A-Leg's members. "Basically, it's designed so that you can drive from the cockpit," Crutchfield said. Crutchfield said he hopes able-bodied people at the Co- lumbus Day Regatta-both competitors and spectators-can learn something from watching him and his crew. "I still can't believe the amazed looks I get from people when I tell them I sail," said Crutchfield, who recently came in second place during aBiscayne Bay YachtRacing Association Regatta in August. "I want them to know that disabled people shouldn't be treated with kid gloves," he said. "We're not breakable. We can compete with able-bodied people on an equal level." We're talking exotic fish here, refuges from unwanted aquariums orvictims of flooded fish farms. Despite some dire predictions, for the most part the fish do not present a threat to native species, says Paul L. Shafland, director of a non-native fish laboratory run by the state's Game and Fresh Water Fish Commission. The 23-acre lab is tucked away in a corer of Boca Raton's airport, all but hidden from public view. "Man's alteration of South Florida's natu- ral waterflow pattern caused by the construc- tion of an extensive canal system has created hospitable environments for the establishment of many exotic fish, Shafland says. Among the lab's equipment are 15 hold- ing ponds where fish are held for study, and a modest aquarium where visitors view some of Florida's immigrants and fresh water fish. The task of the laboratory staff is to docu- ment exotics in Florida waters and to study how the newcomer interacts with native fish sharing the same waters. Researchers also take a census of fish populations. "In doing that, we discover other things," Shafland said. Prohibited in Florida are species such as piranha, electric eels and all tilapias. Four species oftilapia and Chinese carps are on the "restricted list," Shafland said. A quarter-century ago, it was thought that walking catfish would drive out more desir- able fish, like the large mouth bass. The catfish used their fins to waddle across the country- side from waterway to waterway wet weather encourages migrations. But research- ers discovered that they do not reduce larger native gamefish species. Non-native fish sometimes wind up in Florida waters because of the flooding of fish ponds where exotics are legally bred. Also contributing to exotic populations are aqarium owners who tire of their hobby and release their unwanted fish often illegally into local waters where they multiply. But some fish are sought out and encour- aged, like the peacock bass. Today, 20 species have been established and are reproducing in the state. "Spotted tilapia are very successful," Shafland said. "Nile perch, or blue perch, also are well-established, though more common in central Florida. "Peter's fish, also a tilapia, is so-named because it reputedly originated in the Sea of Galilee, and was taken by the Bible's St. Peter in Biblical times." Oscars, black acara and firemouth also are here. "Mayan Cichlids are present and are pre- dicted to become very abundant," Shafland said, designating a target for future genera- tions. Shafland's studies the fish to determine how many eggs are laid during spawning season, at what speed the fish matures and population. Fish are studied by introducing an electric shock to the water. Stunned fish are recovered, studied, marked and returned to the water. Of particular interest to Shafland is the status offish in Florida's growing urban areas. Exotics are so abundant in Dade County that they currently dominate the fish commu- nities of major canal systems. "The newest fish we found that we know is reproducing here is the yellow belly cichlid, found in one canal in Broward county," Shafland said. "Urban freshwater fishing opportunities in Dade County are largely limited to man- made canals, and largemouth bass is the pre- mier sportfish/predator in these systems," Shafland said. Freshwater fishing is a major hobby, an important tourist attraction and a vital com- mercial enterprise. Shafland reported that 150 to 300 man hours of fishing per acre per year is reported in South Florida. Consider this a good sign, a prelude to a promising dinner at the Sage. Pastel-toned walls and matching table linen, herbs packed in large glass jars on shelves all cook up images of a cozy country kitchen. And although it would be a stretch to dine al fresco, (the view being auto-clogged North Federal Highway) management has strategi- cally placed tables in front of the restaurant's entrance, a welcoming lure. Rave reviews from reliable friends drew us to this unassuming Fort Lauderdale shop- ping plaza. They were not wrong. Our only disappointment is that we missed a lot of great meals during the two years it took us to pay this first visit. Tables are nearly always filled, mainly on the power of word-of-mouth, so we were told by a very knowledgeable waiter who took great pains to describe several menu selec- tions First, we snacked on a basket of bread crisps served with a dip born from both black and green olives, plenty of garlic and olive oil. It was a speciality much more appealing - and interesting than a mound of fattening butter. It's obvious from the start that the Sage's management takes pride in what they do. This was proven in the prompt service, the presen- tation of food, the server's helpful and equally polite demeanor. And it's all offered at a reasonable price. Menu listings include coq au vin ($7.95), beef Bourguigon ($8.95), a variety of crepes ($4.95 to $7.75) prepared with different combina- tions of chicken, brie cheese, spinach, shrimp, sausage and mushrooms. Diners will also find grilled duck with apples and pears (rumored to be wonderful at $10.95), seafood stew ($9.95), Coquilles St. Jacques en Croute ($8.95 or bay scallops in puff pastry with a cream sauce; or steamed mussels with herbs ($7.95). Salads, by the way, come al la carte - tomatoes with basil and onions ($3.50) or a simple tossed version with only lettuce ($2.95). Heartier salads would be more likely to be ordered as a main luncheon course. Yes, the Sage is open for lunch with several specials offered. But we'll stick to dinner, which we started with a soft shell crab appetizer ($8) served with a fine coat of breading and topped with a lively brown ginger sauce. Among the dinner specials that night were baked chicken breastmedallions wrapped with ham and Swiss cheese and covered with a mushroom sauce ($11), and snapper baked in parchment paper ($13). Bypassing the menu's standard items, we opted for the en- trees described above and once more, we were not disappointed. The snapper was moist and well sea- soned, served with roasted red potatoes and fresh vegetables. The chicken was equally good, breaded with a light hand. Those who respect dessert can not leave without sampling the chocolate-spiked crepe ($3.75) piled high with fresh raspberries and whipped cream, with a stripe of chocolate swept across the top. Heat four cups of water in a large Pyrex dish (this will heat up the micro for the second rising) and place dough alongside water. Let rise inside microwave about 30 to 35 minutes uncovered. The first time I covered the pan, but the loaf dropped and I had to rise it again. After second rising, remove dough care- fully, and place in 350-degree preheated oven 25 to 30 minutes. On Sept. 25, the U.S. Women's Challenge left Southampton, England, one of 16 sailing yachts representing 13 countries in the 'Even th Whitbread Round the reasonable World Race. Nance Frank, 44, a Key West native, is skippering the 12-woman crew. She has dreamed of competing in the Whitbread ever since she watched the winning sailboat, Flyer, arrive at Rio de Janeiro on the last leg of its first victory in the 1978 Whitbread. "I saw the look of accomplishment in the crews' eyes," Frank said. "It looked like they o e d ii ce re all just won gold medals and I knew right then that was what I wanted to do." Determined to be involved in the event, she began ocean racing. "Even though I was a reasonable cook, that wasn't my idea of sailing the Whitbread," Frank said. "I had to do more." It 200 members regularly go on boat flo- tillas, have island parties, and take dive trips to the Bahamas and the Florida Keys. In the early days, the club fought a politi- cal movement to eliminate spearfishing. It was also instrumental in getting the first set of regulations established for skin divers in the six southeast Florida counties. West Palm Beach resident Harold Drake was one of the original Fin Diver members. Drake, now 72 is a former dive instructor, and past president of the Fin Divers. He currently chairs the legislative committee of the club, which is concerned with keeping diving safe. Harold Gordon, another original member of the club, says diving has become a multi- faceted activity since the early emphasis on spear-fishing back in the 1950s. "I have four aquariums which I have to collect various items to maintain. I'm also into videotaping the reefs and marine life and getting excellent results it's quite refresh- ing to go out there to take pictures and then come home and see it in front of you the very same night." f 0 Joe Hamrick of West Palm Beach has been a club member since the late 1960s. Hamrick, who had been diving for a number of years, got involved with the Fin Divers after meeting some of the people who were club members. Hamrick said that one of the club activi- ties during the late 1960s was dumping tire jacks into an artificial reef area off Palm Beach. The club was also responsible for purchasing the first area's decompression chamber, which was installed at the Intercity First Aid Squad in Lake Park and later moved to St. Mary's Hospital. SPENCE Special to the Waterfront News The Billfish Foundation (TBF) will hold its seventh annual conservation awards dinner on Thursday, Oct. 29, at the Marriott's Harbor Beach Resort in Fort Lauderdale. The evening's activities include the pre- sentation of awards to individuals and organi- zations who have contributed to the world- wide conservation of billfish. The event will once again be presided over by sportfishing personality, Mark Sosin, of ESPN's Saltwater Journal. TBF president and Chairman, Winthrop Rockefeller, will mike the awards presentations. A silent auction and raffle will be held at 6 p.m, followed by dinner, awards ceremony and live auction at 7:30 p.m.. Auction items will include sportfishing vacations, sculpture and original paintings depicting marine life, and nautical jewelry. The live auction will be conducted by the Fisher Auction Company. Through the conservation awards dinner, TBF will raise funds to support research, edu- cation and advocacy. TBF also uses the event to raise awareness of the many threats facing billfish stocks worldwide, and the ecosystems in which they live.
