-2. SURFACE WATER IMPROVEMENT AND MANAGEMENT PROGRAM -
DEVELOPMENT OF POLLUTION LOAD REDUCTION GOALS
Florida State Water Policy, Chapter 17-40, Florida Administrative Code (F.A.C.),
addresses major water related issues facing the State. Currently, the five water
management districts are in the process of implementing several components of the State
Water Policy. The components include Needs and Sources, Minimum Flows and
Levels, and most recently, the development of the District Water Management Plans
(DWMPs) under Chapter 17-40.501, F.A.C. Concurrent with this effort. Chapter 17-
40.420, F.A.C., (Surface Water Protection and Management) has specified tasks which
must be accomplished by the Districts in order to set Pollution Load Reduction Goals
(PLRGs).
At the State level, several Convention Committees have been formed to help define and
assure consistency between the five water management districts with various aspects of
the DWMP. The Final Report of the Convention Committee on Management of
Surface Water Quality was completed in January 1993. The report defines the term
Pollutant Load Reduction Goals as used in the DWMP and in Chapter 17-40.420,
F.A.C., and develops an approach to implementing the requirements of Chapter 17-
40.420, F.A.C.
At the April Land and Resource Management Committee meeting, staff discussed the
history of the PLRGs requirements and setting a load reduction goal using specific
examples from SWIM water bodies. Since then, progress has been made on the
technical data to be used in setting the PLRGs for several SWIM water bodies. Staff
will provide an update of the PLRGs process and will discuss future Board actions as
a result of setting Pollution Load Reduction Goals.
