"Dear Fred:
On February I1, 1977, the third v.orkslhop on the stdardiz'ation of rules
.as co: ucted. in "TallL--ass-. A list of those in attendance is attache.
At the w;or.sl ip the general outline for the scj
and scar; minor chances were rrade. Attached is a copy of the ge neral out-
line as revised on February 1, 1977.
11The min r.urose of th e ,workshop -vs to develop a stanard procedural rule.
It was decided that this could not be accorrplis1/ied in total a.nd time at this
workshop would be bst used in- developing headings, with the words to be
filled in after agreement to the headings. The mToel rule, Chapter 17-1,
F, .C., and -iaterial supplied bhy Jo hn Weeler of the Sf-7D Z ere used to
develop headings for a standardized procedural rule. Attached is the first
Craft of the general headings for the procedural -ru This is to be re-
viewed by all participants and written comments sumitted on or before
airch 21. The standardized procedural rule will be discussed at the next
standard i nation rcetinc to be held on March 24, at 10:00 a.m. in Tallahassee.
Also discussed at the wor' shop was the renurering of VD rules to chapter
Snurber 17. There was no consensus on this matter. Scnre of the Di, repre-
sentatives preferred each V T" to have their c.e chapter nrri:crs or a
J seraratc chapter nurter for all ..D. Scne expressed no pre:fcrence. DER
Sre.-resentatives felt .rTD' s sho, l- be in Chapter 17 since the depar-tent
Se.:erci.e? c,.-nral supervisory authority over the ..D and ren.rx.erig in this
r"nn'a r ouild sLtress consolidated reculatory efforts. In the ruar.ccrc of
any acfracsct, DER has rec sl the Sccretary of State to rcnurtAer all
C \ rules using the Cl DER control ri4.^r -17 (see attc^3ed Fcbruarxy 24 letter).
