Dear Mr. Smathers:

Please refer to the letter from the Secretary, Depart-
ment of Environmental Regulation, regarding renumbering
Chapters 16G, 16H, 161, 16J, and 16K, Florida Administrative
Code, dated February 24, 1977.

This matter was presented to the Governing Board of
the Northwest Florida Water Management District during the
regular meeting on March 22, 1977. The staff recommendation
to the Board is that the rules of the water management districts
be contained in a separate chapter of the Florida Administrative
Code in order to avoid the confusion which is anticipated if
these rules are included in the same chapter as those of the
Department of-Environmental Regulation. The Governing Board
did not officially act in this case, but asked that I write
to you indicating that the Board will make a recommendation
during its April meeting.

Due to the above, I respectfully request that you
take no affirmative action on the DER request at this time.
