RE: Uniform Numbering system for Water Mangement District Rules

On July 31, 1979, at a Rule Writers Meeting at the NWFWMD
headquarters in Gadsden County, Jay Ahern and I presented
to NWFWMD personnel and representatives from other WMD's
the matrix developed by this office to facilitate a
uniform numbering system for WMD rules. A one-hour-long
discussion ensued, during which the following understandings
were reached:

a. All the WMD representatives reacted favorably to the
matrix. It should be noted, however, that some did not
understand, even after being told, that the matrix was
just another kind of representation of the numbering
scheme they had approved earlier.

b. Steve Walker, SWFWMD, believed that some of his
district's permitting rules, if incorporated in the form
suggested by the matrix, would create an unwieldy,
difficult-to-understand document. He had no problem with
the numbering system however.

c. It was suggested that .75 presently "open," be
designated for "enforcement and penalties." A new
category, .85, would be created and labeled, "open."

d. Zane Leeper of the Joint Administrative Procedures
Committee suggested during an earlier presentation that
the Secretary of State's office had reserved Chapter 40,
a new chapter, for WMDs if WMDs wished to take it. A
new chapter, of course, would make renumbering
considerably easier.
