5. Field Operations Division:
Procedure and Method of an orderly transfer and assumption of the
operation, maintenance of water control structures and weed control by
new Water Management Districts.
6. Real Estate Division:
The method and understanding on conveyance of all real estate property
rights and obligations and the payment of costs and expenses incurred
in preparing, executing and recording the necessary documents.
7. Data Collections:
Transfer and Assumption of all data collection agreements with USGS
and any State agencies covering areas in transferred Basins.

RE: Problems for Consideration in Basin Transfers
1. Legal Consideration:7- /
A. Tax loss to SWFMD as a result of transfer of Basins.
B. Constitutional question on power to tax in District area left
after transfer occurs under the 1968 Florida Constitution.
C. Funds to support works in areas transferred into District.
D. Release from and assignment of SWFWMD Contracts with Corps of
Engineers, Federal and State agencies covering transferred
Basins.
E. Procedure for transferring property rights and responsibilities
to other Water Management Districts.
F. Method of handling regulatory powers in Basins transferred.
2. Administrative Services:
Procedure and Method of transferring personnel, equipment, fixed assets,
fiscal and budget records from SWFWMD. Responsible agencies to assume
all costs for non-regulatory functions in transferred Basins.
3. Engineering Division:
Transfer and assumption of SWFWMD's responsibility and commitments on
FRB projects, photogrammetric mapping and engineering projects.
4. Water Resources Division:
Procedure and Method of transferring all well, surface permits;
assumption of rules, regulations and regulatory and monitor well
levels established in Basins going to new Water Management Districts.
Method and Procedures to be followed in handling environmental
problems and State Water Use Plan in Basins transferred.
