This matter, having come before the Board of Governors of the Southwest
Florida Water Management District at a public meeting duly and properly held
before the Board on May 14, 1975, and the Board having reviewed and carefully
considered the reports of staff members and having heard testimony presented
at said meeting.
NOW, THEREFORE, BE IT DECLARED by the Board of Governors of the Southwest
Florida Water Management District that it does find and declare that a water
shortage exists within that part of the District encompassing the Alafia River
Basin, Hillsborough River Basin, Northwest Hillsborough River Basin, that part
of Pinellas-Anclote River Basin north of S.R. 584 and east of Highway U.S. 19,
and that part of the Peace River Basin in Polk, Hardee and DeSoto Counties in
that insufficient ground and surface water is available to meet the needs of
the users.
Such declaration is issued pursuant to Sections 373.175, 373.119 and
373.249, Florida Statutes, and publication of this notice and order shall serve
as notice to all users in the area of the conditions of water shortage and that
pursuant to law the Governing Board may impose such restrictions and issue such
orders and emergency orders on all users of the water resources and permittees
as may be necessary to protect the water resources of those areas from serious
harm.
All users of the water resources of this area, including those persons
served in whole or part by public water supplies operated by the Pinellas County
Water System and the City of St. Petersburg Water System, together with the users
located within the area described, are urgently requested to reduce consumption
of water to the greatest extent possible.
1.1 -- --*
That the use of water in these areas will be limited to the following
restrictions:
PHASE I
1. A voluntary public restraintof all non-essential uses of water.
2. A fifteen (15%) percent reduction in water use by all industries,
but shall not apply to activities directly involved in the pro-
cessing of perishable foods.
3. No irrigation which results directly in surface runoff directly to
salt water.
4. No spray type irrigation between the hours of 10:00 a.m. and 6:00 p.m.
other than:
(a) During the first eight (8) days following the seeding or
transplanting of fruit and vegetable plants.
(b) For irrigation of plants covered by slatting, netting, plastic,
glass or other shading materials.
(c) For operating mist beds for nursery propagation where timed
release devices are employed.
(d) For intermittent applications for not more than a total time
of 60 minutes during the restricted period for any day.
5. Application of irrigation water to citrus trees by movable pipe,
walking gun and other portable spray irrigation shall be limited
to not more than one application during each 10 day period.
6. No lawn sprinkling and park irrigation between 10:00 a.m. and
7:00 p.m.
7. No lake augmentation is permitted.
PHASE II
1. A voluntary restraint is imposed in all non-essential uses of water.
2. A twenty (20%) percent reduction is imposed in the use of water by
all industries.
3. No irrigation which results directly in surface runoff directly
to salt water.
4. No spray type irrigation between the hours of 9:00 a.m. and 8:00 p.m.
other than:
(a) During the first eight (8) days following the seeding or
transplanting of fruit and vegetable plants.
(b) For irrigation of plants covered by slatting, netting,
plastic, glass or other shading materials.
(c) For operating mist beds for nursery propagation where timed
release devices are employed.
(d) For intermittent applications for not more than a total of
60 minutes during the restricted period for any day.
5. Application of irrigation water to citrus trees by movable pipe,
walking gun, and other portable spray irrigation shall be limited
to not more than one application during each 10 day period.
6. No irrigation of lawn or parks and no lake augmentation is
permitted.
PHASE III
1. A voluntary restraint is imposed on all non-essential and essential
uses of water.
2. A thirty (30%) percent reduction in water use by all industry.
3. 'No irrigation which results directly in surface runoff.
4.. No spray type irrigation during daylight hours other than:
(a) During the first 8 days following the seeding or transplanting
of fruit and vegetable plants.
(b) For irrigation of plants covered by slatting, netting,
plastic, glass or other shading materials.
(c) For operating mist beds for nursery propagation where timed
release devices are employed.
(d) For intermittent applications for not more than a total
time of 60 minutes during the restricted period for any day.
5. Application of irrigation water to citrus trees by movable pipe,
walking gun and other portable spray irrigation shall be limited to
not more than one application during each 10 day period.
6. No lawn or park irrigation and no lake augmentation is permitted.
The Board finds that an immediate danger to the public health, safety or
welfare requires immediate final order in that present water levels are at
record lows during the continuing drought and further delay must be avoided.
That the Governing Board declares that restrictions in Phase I shall apply
and be implemented immediately in the Northwest Hillsborough River Basin, the
Hillsborough River Basin, the Alafia River Basin, that part of the Pinellas-

Anclote Basin north of SR 584 and east of Highway US 19, and that part of
the Peace River Basin lying in Polk, Hardee and DeSoto Counties and for all
users of the water obtained from this area, including those persons served by
public water supplies operated or served in whole or part by the Pinellas County
Water System and the City of St..Petersburg Water System.
Notice is further given that the Governing Board of the Southwest Florida
Water Management District will hold hearings to consider staff reports and other
testimony offered at each of its regular meetings and at any special meetings
called for such purpose so long as the water shortage exists within the area
described. Notice is further given that the Board holds regularly scheduled
meetings commencing at 9:30 a.m. on the second Wednesday of each month at its
official headquarters on U.S. 41 located approximately seven miles south of
Brooksville at which times the Governing Board of Southwest Florida Water
Management District will consider the matter of water shortage in the area
and take such actions and impose such restrictions as may be deemed necessary.
Every reasonable effort will be made to give notice of any special meeting to
all persons who file written request for same with the District.
It is further ordered that all state and county attorneys, sheriffs,
constables, police officers and other appropriate city and county officials
within the designated areas declared subject to a water shortage assist the
Governing Board in enforcing this order or any supplement thereto.
