Dear Buddy:

The above referenced House Bill is of particular concern to the
District. I have brought the bill to Tom Mullin's attention and he
feels the bill will aid us. Recently the District had a problem
getting the Pinellas County Tax Collector to deduct a refund to
some taxpayers from undistributed funds owed the District for taxes
collected. This bill would clarify a problem on the procedure for
tax refunds from the various taxing entities.

One major concern in the bill is 196.106(2) which charges the amount
of interest of 8% per annum for all refunds ordered by the Department
of Revenue. If the amount of interest could be lowered, it would be
more appropriate because the District is not always quickly notified of
an authorized tax refund until the tax collector gets the notices out.
