3.14 EXEMPTIONS FOR CERTAIN INDIVIDUAL USERS --

A. A permit as prescribed in Sub-section 3.03 shall not be required
for a well to be constructed for an individual user of water for domestic
purposes or ordinary livestock consumption provided the owner thereof
has filed an Affidavit of Entitlement to Exemption with the Regulatory
Board not less than 3 or more than 90 days prior to commencement of
construction and has permanently displayed a copy of such Affidavit at
the site of the well prior to beginning any work thereon and shall keep
such copy so displayed until construction is completed. Subsequent
Affidavitsshall be filed if construction is not completed within 30 days
of commencement. Each Affidavit shall be filed with the Regulatory
Board within 7 days of the date of its execution.

B. No well constructed without a permit shall be used to supply water
for irrigation or in connection with other agricultural or commercial
activities, provided however, that such water may be used for watering
individual residential lawns and home gardens and for watering livestock.

C. Affidavits of Entitlement to Exemption may be made on forms
supplied by the Regulatory Board and shall be substantially in the follow-
ing form:
